PARK COMMISSION MEETING

MINUTES
CALL TO ORDER

Chairman Roger Stein called the meeting to order at approximately 8:30 PM.

Present: Chairman Roger Stein, Commissioners Gordon Lindstrom, Carol
Butterfield, Gary Carl, Marty Jakel, Council Liaison Tad Shaw,
and Deputy Clerk Sue Niccum.
Absent: Commissioners Schmid and Kooi.
APPROVAL OF MINUTES
Gary Carl moved, Carol Butterfield seconded, to approve the minutes of May 21,
1984, as written.
RAFT
Commission requests a report from Don Zdrazil on the findings on the raft for
the next meeting.
PLAYGROUND EQUIPMENT
Jack Brancel of Brancel Construction appeared before the Commission to seek
direction on the layout of the playground equipment.
Badger - It was decided to center the equipment off the tennis net with
Fort Courage in the back and the other items clustered randomly
in the front.
Manor - Commission discussed putting Fort Courage closer to the road
and the smaller equipment back further. However, they will go
to Manor Park with Mr. Brancel before they make a final decision.
Edging around the playground area - The various edging materials
discussed were:
2 x 12 telephone poles; _ railroad ties; and treated lumber.
It was felt that the 2 x 12's would be too narrow to sit on, the telephone
poles would probably be too splintery, therefore, Mr. Brancel was asked
to keep his eyes open for a good price on both non - creosote railroad ties
and treated lumber, approximately 8 "x 8 ".

PLAYGROUND EQUIPMENT (continued)
Playground base material - Black poly was discussed but it was mentioned
that there would probably be a problem with children digging through it
and a drainage problem. Wood chips were mentioned but it was felt that
the expenses would be too great. Sand will probably be the answer but
this will be discussed at a later date.
Mr. Brancel will begin working on the playground equipment at Badger
Park, weather permitting, on Tuesday, June 5, in hopes to have most of
it completed by the morning of June 9 for the picture session.
COMPLAINT
A complaint was received from Margaret and Robert Osha, 25480 Highway 7. The
Oshas live just south of, and adjacent to baseball fields and the BMX Track
in the Freeman Park area. Their complaint is about the road. Adult citizens
of Shorewood speeding in and out and the clouds of dust raised by these
drivers.
Gary Carl moved, Carol Butterfield seconded, to ask Don Zdrazil, Public Works
Director, to get an estimate on the oiling the road vs. tarring it to the back
of the lot and a proper sign for speed control. (The area to be tarred or
oiled runs from Highway 7 to the back of the lot). Motion carried unanimously.
REPORTS
Council Liaison Tad Shaw gave a report on the last Council meeting.
Rapid Oil - 4 to 1 vote passed with a 23 foot setback and the condition
that the building will be designed different than the usual ceramic tile
white with brilliant orange stripe. It will be done with earth tones.
Controlled Substance Ordinance - Tabled indefinitely.
An Ordinance Allowing Expansion Of A Non - Conforming Structure As Long
As The Non - Conformity Is Not Enhanced - Passed.
Park Commission /Sub - Division Referral From Council - Accepted.
Administrator - Dan Vogt,, from the City of Rogers, will be starting as
our new Administrator on July 9.
Water - All new subdivisions of over 10 properties must make provisions
for City water with the pipes at City regulations.

MATTTERS FROM THE FLOOR
Commissioner Jakel reported that he had been to Manor Park and talked to Don
Zdrazil and that the problem drainage area has been built up into a high spot.
If there are any problems with the water draining the wrong way, it will be
corrected.

Public Works has requested to bring 2 satellites down to Badger Park for the
festival.
