100184 PK MINCITY OF SHOREWOOD PARK COMMISSION MEETING MONDAY, OCTOBER 1, 1984 M I N U T E S CALL TO ORDER COUNCIL CHAMBERS 5755 COUNTRY CLUB ROAD 7:00 PM Chairman Roger Stein called the meeting to order at 7:00 PM. ROLL CALL Present: Chairman Roger Stein, Commissioners Gordon Lindstrom, Carol Butterfield, Gary Carl and Marty Jakel; Council Liaison Tad Shaw and Deputy Clerk Sue Niccum Absent: Commissioners Con Schmid and Mari Kooi (both called in) APPROVAL OF MINUTES Lindstrom moved, Carl seconded, to approve the minutes of September 17, 1984 as written. Motion carried unanimously. "FIRE LANES" Commissioner Butterfield would like to know if any of these lanes can be dis- posed of? • Council Liaison Shaw said he did not believe that the City wishes to dispose of any of them at this time. Council Liaison Shaw read the six recommendations form the Planning Commission. Commission discussed: * Tonka Bay's and Deephaven's "fire lane" classifications. x Whether marking the "fire lanes" with signs, as Tonka Bay does, will do more harm than good by drawing people previously unaware of public use, therefore causing more neighborhood problems. m What the financial obligation to the Park Commission will be, to come out of their budget. x Problems on individual "fire lanes ": 1. #3 - Grant Lorenz - snowmobile access 2. #5 - Eureka - dock - legal problems and information necessary in deal- ing with it. • Leaving some "lanes" available as walking areas without maintaining them. • Putting all "lanes" under Park Rules and Regulations but not being financially responsible for nonfunctionable "lanes ". 0 x Possible problems caused by usage of some of these areas. PARK COMMISSION MINUTES MONDAY, OCTOBER 1, 1984 page two x Council Liaison Shaw mentioned, as one possibility, three classifications: • 1. no use 2. under park jurisdiction 3. broad use Stein moved to recommend to Council that, as the "fire lanes" are of no use to the Park Commission, they be turned over to the Council for a Council decision. Commissioner Lindstrom seconded for the purpose of discussion only. Motion died - 4 nays - 1 aye. Carl moved, Butterfield seconded, to recommend to Council to approve the 6 Planning Commission recommendations with the following minor changes: no change 1. The accesses shall be retained as public property. no change 2. A survey of each "fire lane" should be prepared. Planning Commission 3. The "lanes" shall be defined by fences or markers. Park Chan &e 3. The "lanes" shall be defined by fences or markers if deemed necessary Planning • Commission 4. The "lanes" shall be assigned to the Park Commission and be subject to Park Rules and Regulations. Park Change 4. The lanes shall be under City Control rather than assigned to the Park Commission and may be subject to Park Rules and Regulations. Planning Commission 5. Motion carried unanimously. Park Commission then discussed what further steps to take after Council feedback, such as: x Classifications that could be changed at a later date if necessary. x The research to be done on the three "lanes" that the Park Commission feels might be used for special purposes, to see if the ideas are feasible. 1. Extension of dockage for small boat dockage and launching? E. On site inspection of Timber Lane. "Fire Lane" History Mr. Dale Olson Jr. was present to say he had been at the meeting when the City gave permission to put in the dock and part of the stairway. He said that the people involved had a garage sale to raise money, and contributed the rest out of their pockets to pay for the dock and stairs that were put in at that time. Mrs. Evelyn Olson was also present to comment on neighborhood problems. RAPID OI L CONTRIBUTION TO CENTURY CLUB Rapid Oil Company had their Grand Opening on Tuesday, September 25th, 1984. They held a ribbon cutting ceremony and the ribbon was made up of $5 bills. They later presented these in the amount of $100 for a contribution to the Century Club. The Park Commission appreciated the gesture. FREEMAN PARK DRIVEWAY Staff reported that the driveway will be done this year. Staff also asked to check on whether the correct curve had been put in the road. BADGER PARK — POLICE DEPARTMENT Commission discussed the idea of a Police Department in the northeast corner of Badger Park. They are interested in the idea and felt that it would be beneficial in several ways. Staff will see if someone in City Hall will check into legal aspects. RINKS Close Cathcart? A letter dated September 27, 1984 and signed by Marty Jakel, Park Commissioner, was sent to Jerry Brenhoffer, Treasurer of Minnetonka Youth Hockey Association, which mentioned different possible changes regarding Cathcart Park. The differ- ent ideas, which had been discussed within City Hall, have not yet been official- ly discussed by the Park Commission, but this will be done as soon as a reply is received from the Minnetonka Youth Hockey Association giving some indication of their planned use of Cathcart Rink during the 1984 -1985 season. • Commission requested staff to provide them with all expenses relating to the City Hockey Rinks during the last season.(i.e. flooding, repair, supplies, etc). If there is a way to do Badger and Cathcart individually, fine, if not thatsokay. PARK COMMISSION MINUTES MONDAY, OCTOBER 1, 1984 page four . Minnetonka Youth Hockey Association - Contract and Insurance A letter was sent to Jerry Brenhoffer, Treasurer of the Minnetonka Youth Hockey Association on September 20, 1984, by Councilman Tad Shaw, requesting the Hockey Contract and insurance by the meeting of October 15, 1984. Attendant's Salaries Commission requested staff to provide them with the average possible salary by using the budgeted amount and the total salaries for the last three seasons and years. MATTERS FROM THE FLOOR none MEETINGS - FUTURE Monday, October 15 -Badger Park Building Monday, November 5 Monday, November 19 RAFT ESTIMATE not availabe yet. r GATE AND MESH FOR BADGER PARK RINK Council passed expenditure. 1 estimate still needed, companies will not respond. REPORTS Council Liaison Shaw brought up a article he had received relating to speed skating rinks. Commission was interested and asked that someone proceed with the idea, to see if they qualify.
