PARK COMMISSION MEETING

CALL TO ORDER

Chairman Stein called the meeting to order at 7:10 PM.
ROLL CALL
Present: Chairman Stein, Commissioner's Lindstrom, Butterfield, Carl, Jakel
and Kooi; (Commissioner Schmid was excused for School Conferences
but arrived at 8:00 PM) and Deputy Clerk Niccum.
Absent: Commissioner Carl (excused). Council Liaison Shaw was at a Council
Meeting.
APPROVAL OF MINUTES
Lindstrom moved, Kooi seconded, to approve the Minutes of November 5, 1984 as
written.
TONKA BAY HOCKEY ASSOCIATION
Mr. Walter Roberts was present to explain the growth in their Soccer program,
• including the addition of girl's teams. He was requesting the use of Badger
Football Field four nights a week, Monday through Thursday, from the end of
May until the first of August.
Commission refused the request, explaining to Mr. Roberts that they understood
and sympathized with his problem, but that most of the athletic fields in the
City have been built by athletic organizations and; after receiving several
expertise opinions advising against "double play" on the field, did not feel
it would be either good for the field or fair to the athletic association that
built the field.
The Commission did suggest that the Association consider building a soccer
field in Freeman Park. Mr. Roberts was given a copy of the current Freeman
Park Plan and told to feel free to call Planner Nielsen with any questions he
may have.
SHADY HILLS PARK
Commission discussed what to do about Shady Hills Park. They feel that written
reports from the Attorney, the Engineer and the Planner plus input from the
Council are necessary to make a decision. Staff requested to contact above
accordingly.

Cost for 1984 -85 season - $36.75
Cost for 1983 -84 season - 59.75

Snowblowers /Gas Can Storage Staff reported that she talked to Public Works
Director Zdrazil. He said he thought the people that own the shed at Cathcart
move it out in the winter. He also said that it would be dangerous to use the
outside fenced -in area at Badger because there is something relating to the
furnace in that area.
Commission re- discussed the issue and decided to:
Badger - store both snowblower and gas in the back room.
Cathcart - store snowblower in the back room and build a small outside storage
area for gas can.
They also discussed authorizing attendants to buy $5 worth of gas.
Raft /City of Tonka Bay - Staff reported that when she talked to Willie Norfleet
of Tonka Bay about the raft and what their opinion was about fixing it, it was
discovered that a problem exists. When the Park Commission discussed buying a
• new raft Sue contacted Willie to get Tonka Bay's opinion on which raft they
would prefer. They asked for the larger one, Shorewood Park Commission also
felt that the larger one would be more appropriate so they recommended to
Council to purchase the larger raft. According to Willie Norfleet, Tonka Bay's
Administrator, their Council felt that their request had been ignored, as the
smaller raft was purchased. Neither the Shorewood Park Commission nor Sue was
aware of the fact that the recommendation had not been accepted and that the
smaller raft had been purchased.
He also went on to say that the Tonka Bay City Council informally discussed
the subject further. They are not at all happy about all the vandalism. They
discussed the idea of the City of Tonka Bay taking over Crescent Beach complete-
ly, and billing the City of Shorewood for expenses. He wondered how the City
of Shorewood would feel about this idea.
The Park Commission discussed the subject at length. They were not against the
suggestion but felt that Tonka Bay should present a written formal request to
the City of Shorewood. Some of the specific issues discussed by the Park Com-
mission were:
1. What percentage of costs should the City of Shorewood pay?
2. A limited budget should be set.
3. All major expenditures and Capital Improvements must be okayed by Shore -
wood's Council.

0 MATTERS FROM THE FLOOR
Cathcart Park Warming House - Carpeting Commission discussed the poor state
of the carpeting at the warming house. Carol Butterfield said she knows some-
one who does carpeting and may be able to get some free, she will check into
it. Marty Jakel will take the measurements.
BMX - Freeman Park - Chain - Sue was requested to ask Public Works Director
Zdrazil to put the chain up across the entrance to the BMX track, and to
place reflectors on it. When the snow gets deep enough so you can't drive
back there the chain can be dropped, making it safer for snowmobilers.
Freeman Park - Police Patrol - Sue was requested to check to see if, and how
often, Freeman Park is patrolled.
Lawcon Grants - Sue was requested to check with Administrator Vogt and see if
anything has been done on grants.
