120384 PK MINCITY OF SHOREWOOD PARK COMMISSION MEETING MONDAY, DECEMBER 3, 1984 M I N U T E S CALL TO ORDER COUNCIL CHAMBERS 5755 COUNTRY CLUB ROAD 7:00 PM Chairman Roger Stein called the meeting to order at 7:00 PM. ROLL CALL Present: Chairman Roger Stein, Commissioners Gordon Lindstrom, Carol Butterfield, Gary Carl, Conrad Schmid and Marty Jakel; Council Liaison Tad Shaw and Deputy Clerk Sue Niccum. Absent: Commissioner Mari Kooi APPROVAL OF MINUTES Jakel moved, Schmid seconded, to approve the minutes of November 19, 1984 as written. Motion carried unanimously. AMERICAN LEGION POST #259 Mr. Guy Streeter informed Staff that the Legion would be making a contribution to the Century Club in the near future. SHADY HIL PARK Administrator Vogt and Planner Nielsen visited Shady Hills Park. They will do the research and talk to the Engineer and the Attorney. REPORTS Warming House Carpeting - Commissioner Carol Butterfield talked to Crown Carpeting. They will probably have some used carpeting, free, for us in about 2 weeks. They will take it back to their shop in Jonathan. The Commission would like to know if the road crew would pick it up and lay it in the Cathcart warming house. Chain - BMX - Public Works locked chain and will put reflectors on it. Police - Patrol Freeman - Staff will check on this. Cathcart - Gas Storage - Public Works will build one. Crescent Beach - Councilman Shaw, Administrator Vogt and Park Commissioner Lindstrom will meet informally with Willie Norfleet, Tonka Bay Administrator. Maps - Planner Nielsen will do the maps at home of our various parks. Grants - Administrator Vogt and Planner Nielsen will research the grants. PARK COMMISSION MEETING DECEMBER 3, 1984 page two MATTERS FROM THE FLOOR Cathcart Rink - Minnetonka Youth Hockey Association is not using Cathcart Rink this year. Commissioner Carl suggested cutting down on attendant time and hooking up a P.A. system to play music for family and open skating. Commission discussed noise factor. Commissioner Lindstrom said the noise problem isn't as big a problem _in` the winter. Commission discussed keeping the music noise level down. Con Schmid moved, Carol Butterfield seconded, to have Commissioners Carl and Jakel organize a family skating program. Motion carried unanimously. Commissioner Carl volunteered the use of his P.A. system, asking that some- one be responsible for it. After more discussion, considering how close to the skating season it now is: Carol Butterfield moved, Con Schmid seconded, to have family and open musical skating on Tuesday and Thursday from 6:00 PM to 9:00 PM and Sunday afternoons from 12:00 PM to 5:00 PM on the Cathcart Hockey Rink. Motion carried. 5 ayes - 1 abstain (Commissioner Lindstrom later said he would like to state why he did not vote for the motion. He feels that the effort should be put into improving the free skating rinks, providing lighting, enlarging them, improving the quality of the ice, etc.) • Commissioners agreed with Commissioner Lindstrom in regard to improving the free skating rinks. He will talk to Public Works Director Zdrazil and see what can be done along these lines. Staff will place articles in the newsletter and newspaper. Helmets - Commission discussed problems with enforcement of helmet rules and decided to include rule from Ord No.-140, Sec 2., Subd 5C: "No person under the age of 19 will be allowed on any skating area posted for "hockey" unless such person is wearing protective head gear designed for the purpose of protecting individuals while playing hockey ", in the articles to be published. Dayton Property - Commissioner Lindstrom reported that he, Marty Jakel, Mari Kooi and Planner Brad Nielsen walked the property on Monday, November 25, 1984. He said they were all favorably impressed with the property and thought it would make a good park. He asked Council Liaison Shaw if there was any- thing new in the negotiations. Shaw replied there was not. RENEWAL OF PARK COMMISSION TERMS Lindstrom moved, Butterfield seconded, that Roger Stein and Gary Carl be appointed for new terms of office to run until December 31, 1987. NEW CHAIRMAN AND VICE - CHAIRMAN The 1985 Chair and Vice -Chair will be appointed at the January 7, 1985 meeting, as directed in the bylaws. PARK COMMISSION MEETING DECEMBER 3, 1984 page three NEXT MEETING Monday, January 7, 1984 SKATING PARTY The Park Commission decided to hold a skating party on Sunday, December 16, and to invite the Council, Planning Commission, City Staff and the Finance Committee.
