041585 PK MINCITY OF SHOREWOOD PARK COMMISSION MEETING MONDAY, APRIL 15, 1985 M I N U T E S CALL TO ORDER COUNCIL CHAMBERS 5755 COUNTRY CLUB ROAD 7:00 PM Chairman Gordon Lindstrom called the meeting to order at 7:16 PM. ROLL CALL Present: Chairman Lindstrom, Commissioners Schmid, Carl, Butterfield and Jakel; Council Liaison Gagne and Deputy Clerk Niccum Absent: Commissioners Kooi and Hemping (both excused). APPROVAL OF MINUTES Carl moved, Butterfield seconded, to approve the minutes of April 1, 1985, as written. Motion carried unanimously. LAWCON /LMCR GRANTS Commissioner Carl said he had talked to Bernie Hanson about the idea of the South west Trail Association helping with the parks in exchange for parking and trail privileges. They said they would do whatever they can to help, but would like to • preserve the right to have the trails in Shorewood remain as they are now. The Railroad "trail" was discussed. The trail is now being used by four - wheelers, three- wheelers and motorcycles. This is not allowed. The Park Commission con,,,' sidered asking the proper authorities if there is a way to chain off certain areas so that these vehicles cannot gain access to the trail. They also would like to put down ballpark mix if possible, or some type of surfacing to make the trail more passible for walking, etc. This is one area where they are asking help from the Southwest Trail Association. The Commission was wondering what was done on the "Luce Line" to prevent unlaw- ful traffic problems. The Park Commission would like to have Administrator Vogt draft and send a letter to various organizations requesting "letters of interorganizational cooperation" to be included with the grant. RICHIE HEMPING Park Commission discussed Richie's offer to resign. They decided to send her flowers and a letter telling her that they are with her, and for her to take her time making a decision. CENTURY CLUB 0 Carl moved, Schmid seconded, to table Century Club. Motion carried unanimously. Please take snowblower and anything else of value out of Cathcart warming house and store it in the City Garage. 2. Please have deadbolts installed by locksmith on both front and back doors of Cathcart warming house. RAFT • Staff requested to keep Park Commission posted on whats going on with the raft. WO RK ORDER FORMS Park Commission wants to know if they can commicate with Public Works by using work order forms. REPORTS Council Report was given by Council Liaison Bob Gagne: Silver Ridge - Will be sent back to the Planning Commission seeking further review on the private road. Police Building - 3 -1 vote for Excelsior location. If transaction for land not completed within 60 days, choice will revert to second choice, Badger Park. Lan -De -Con - Tree farm for growing purposes only, on retail sales - passed. Howard's Point Pump Station - Refused, need to apply for variance for C.U.P. or rezoning. Due to the 7radual slope at Crescent leach, the raft would have to be pla.eced at an al-gost un,uardable distance from the lifeguard (on the beach) so as it's deep enough for diving off of. 2. Consequently, to be n?- oterly guarded, a second guard should be placed on or near the raft (one ?card should always be on the beach, or accessible to the public by wal'cin out to, such as when sitting on a dock); and the size of Crescent 3each does not warrent two lifeguards. (We consider Crescent Beach as one of ours- nall"beaches.)) Coincidentally, the two other os~:a!Ylbeaches 1ICS is in charge of (the €dVrth and final bein? at Wakota parks) have a dock starting at the beach and no • raft; and two of our'lar e''beaches have a raft, but are guarded by three lifeguards, one of which is on the : -aft, or a nearby dock. �. Tonka Bay already has a raft at one of it's beaches (Iakota Park). 4. A floatin; raft is rarely used for strimming lessons. 5. The lurnerican Red Cross, which outlines all swirlminv safety procedures and lifekuardin; skills, refers to floating rafts in this way: "Rafts can present several danger areas or hazards: one lifeguard cannot guard all four sides adequatel;T; sti-rimming to the raft is a challenge to the novice; rafts tip when overloaded; sttirirrners can become trapped while playing under the raft. Rafts should. not have diving boards." (n. 130, LIFESAV )(1 , Res- cue and 'dater Safety ) I therefore, reconriend (and only recorriend), keening safety as nay utmost guideline, that if anything be placed at Crescent Beach, it be a dock starting from the shore. I will also cite the folloi -ring advanta ^es of a dock: 1. '_"he life';uard could alternate between - guarding on the shore, and guarding on the end of the doc %,(where he /she would be close to the deep water siT_bmr►ers, yet still be easily accessible to and from the beach). 2.
