060385 PK MINCITY OF SHOREWOOD PARK COMMISSION MONDAY, JUNE 3, 1985 • COUNCIL CHAMBERS 5755 COUNTRY CLUB ROAD 7:00 PM DUE TO A LACK OF QUORUM THERE WAS NOT AN OFFICIAL MEETING, HOWEVER, DISCUSSION ON THE FOLLOWING TOOK PLACE ................... Those present were 'Chairman Lindstrom, Commissioners Carl and Jakel; Council Liaison Gagne and Deputy Clerk Niccum. The discussion took place from 7:00 to 9:30 PM. Hockey Rink- Cathcart - There was discussion about building a new rink at Cathcart Field similar to the rink at Studer Park in Excelsior. It was felt that an important consideration was making sure that it is graded properly and that the drainage is taken care of so that it could be used for other activities in the summertime. They discussed getting a couple of estimates. Freeman Park - Staff mentioned that Freeman Park was looked at May 28, 1985 by a reviewing agency which will give it a ranking for the grants that have been applied for. Minnetonka United Soccer Association it was brought to the attention of those present that the above mentioned association, or another Soccer Association, has been playing soccer at Cathcart Park for approximately eight years without a contract or insurance. This is being checked into. • Staff asked for clarification and more information about Parks visited and what was to be done in them. Mnnnr PMYL- fence - it was thought that estimates should be asked for in two ways for the fence. 1. wooden posts with chain running through them 2. metal posts with cable running through them Those present felt that possibly the wooden posts with chain would be more pleasing in appearance, but realize that cost is also a factor. (see attached drawingTlocation) ballfield - it was suggested that the ballfield be fertilized once more. tennis court cable crank - the idea was to put the crank back on and fasten it per- manently so that the players could adjust the net when necessary. picnic tables - Jakel said that previous Commission member Roger Stein would be calling staff with information regarding possible free picnic tables available to the City of Shorewood. If this takes place they would like three more tables at Manor. Manor pond - weeds around edges were discussed and it was felt that they could be left standing, and that perhaps some plantings in keeping with the area could be put in. Gary Carl said it should be possible to get used ones free and suggested calling Chanhassen Lawn and Sports. 2' x 4' railing - one of front door railings rotten, just want it replaced. gutters - Jakel will fix while painting Tennis court a. fix west side entry - there is .a hole where you enter the court, it is where the tar ends and the ground begins, filling it with gravel would probably take care of the problem. b. "Don't even think of parking here" sign - this sign is fastened directly onto the fence of the tennis court, there are also two other "No Parking" signs fastened on the tennis court fence. The sign is bent and in bad shape. Some of the Commission felt that people might take it the wrong way. They asked that it be straigtened, replaced, or just removed. C. fix net handle - request that handle be permanently attached for use of res- idents. • picnic table - move to northeast corner behind ballfield backstop basketball court a. Clean up weeds - in cracks in tar b. patch cracks in tar court - perhaps liquid tar can be used. C. put up new basket and backboard - it is missing fire ring - there is a stump close.tA the area where the fire was last winter. Jakel will mark the spot with a stake. Dig out around stump and place fire ring - this will save having it chipped out - put sand around the outside in a circle approximately 6' -7'. poles by ballfield on north side - people are parking in this area now - the idea is to prevent them from pulling any farther forward than a single line of parallel parking. Laid down telephone poles were mentioned. Freeman Park move rock on road into parking area by ballfield (see park plan) - this referred to the old driveway that entered from highway 7 - it was felt that if the rock that was on the old driveway was still available, and worth moving, it could be moved to the area shown on the park plan as parking lot. • (moving the existing dirt pile and putting up the barrier fence referred to Highway 7 entrance and have been done.) PARK COMMISSION DISCUSSION MONDAY, JUNE 3, 1985 page three 40 Freeman Park — continued Have Babe Ruth paint their equipment storage shack on the field (or move it). Also have them move the ballfield mix pile in the corner west of their storage shack, or spread it out. New Park Council Liaison Gagne suggested that at the June 17 meeting the Commission tour this park. He sugeested that Engineer Norton be contacted by him to accompany them and give a professional opinion on the water problem, as it has been noticed that there is a lot more water than there was before. Gagne will talk to Administrator Vogt. Southwest Trail Association - Jeff and Judy Hanson and Dick Meredith were present to announce their willingness to help the City of Shorewood. The 6outhwest Trail Association can apply for a grant to aid the City. Gary Carl, who has been talking to.them, told them that what the City needs help with is: 1. improving the road and parking area - this consists of the entrance to Freeman Park entering from Eureka Road. It would involve grading and putting down rock approximately up to the culvet. • 2. Railroad line - this would involve putting some type of smaller rock over the existing rock to make a smoother base so the trail could be used for walking, jogging, etc. It would also involve blocking the entrances where 4 -wheel drive vehicles and motorcycles enter the line. This would, of course, involve getting written permission from the proper authorites before anything can be done. This would also involve grooming the line. The Southwest Trail Association said they get 90% payback on grooming and 65% payback on parking lot work. They get $180 a mile for grooming. They said that the bridge and culvet would be up to the City and asked if it could be constructed to handle a 3 to 4 ton vehicle, as this would be the weight of the new groomer they are considering purchasing eventually. They would benefit by having a permanent loading and unloading parking area, and their existing trails would remain. As they are allowed on the railroad line, improving it would also be to their benefit. •
