PARK COMMISSION MEETING

CALL TO ORDER
Chairman Lindstrom called the meeting to order at 7:00 PM.

Present: Chairman Lindstrom, Commissioners Carl, Schmid (7:20), Jakel and Vogel;
Council Liaison Gagne and Deputy Clerk Niccum
Absent: Commissioner Kooi (excused)
APPROVAL OF MINUTES
Carl moved, Jakel seconded, to approve the minutes as written. Motion carried
unanimously.
NEW PARK
Council Liaison Gagne mentioned that Covington Vine Ridge will probably start develop—
ment this fall. He said they will be developing in three phases and the third area
to be developed is the one that would affect the park drainage.
• Staff mentioned that Planner Nielsen feels that a grading plan should eventually be
done for the park so they will know how much fill will be needed.
The Park Commission studied the two plans that Planner Nielsen had sketched. They
labeled them Plan I and Plan II. The Commission felt that Plan II presented:
1. Parking on more stable ground
2. A shorter entrance to the parking lot, which would be more beneficial
3. Tennis court on higher ground providing a better view and more chance of a
breeze.
Chairman Lindstrom wondered if the hockey rink would interfere with the ball field.
Carl moved, Jakel seconded, to temporarily,approve plan II with one change, to move
the shelter to the Northeast corner of the hockey rink. Motion carried unanimously.
The Park Commission again asked that developers in the area be made aware of the
parks need for fill.
Park Commission discussed setting up a payback schedule for new park payments. They
feel they will have to wait to make this decision until more is known about future
income and expenses.
FINANCE
A bill from the City Engineer for the new park survey�..was<<Ipaid ($850.47). This -.
leaves a balance of approximately $18,121. The $6000 for Freeman Park has to be
subtracted from this amount.

s o FREEMAN PARK
Concern was shown over clay for the road, wondering if there is not enough avail -
able, how much will be needed and what the cost will be. The cost of gravel for
the roads was also discussed. The amount needed is not known at this time.
Administrator Vogt said that excavation will start this week. The City Engineers
will stake out the center line for the road and the ballfields.
CATHCART HOCKEY RI
Commission discussed what to do about the hockey rink. The feel they have three
choices:
1. tear it down
2. repair it
3. Build a new one
Schmid moved, Cark seconded, to defer the decision until the September 30, 1985
meeting. Motion carried unanimously.
MANOR WARMING HOUSE
Commissioner Jakel said the estimate to repair the existing structure had been $4000.
A new shelter would cost $3,500 to $4,500.
• Carl moved, Jakel seconded, that no action on Manor Warming House be taken at this
time, and that staff send a letter to Randy Peterson, an area resident that approached
the Commission last year regarding the warming house, explaining that the $2000
allocated in this years budget for repair is not adequate and the current budget does
not allow expenditure above this amount. The Park Commission feels the structure
should be replaced with a new one and this will go into their 1986 budget. Motion
carried unanimously.
WATTERBERG PROPERTY - 20240 EXC ELSIOR BOULEVARD
Commissioner Jakel presented a proposal to the Park Commission to make this area into
a small picnic area.
Lindstrom moved, Jakel seconded, to visit this area before the next meeting, then
to make a decision at that meeting. Motion carried unanimously.`
PARK COMMISSION APPLICANT - CAROLYN SQUIRES - 5800 CHRISTMAS LAKE ROAD
Carolyn Squires was present at the meeting. Chairman Lindstrom explained the pro -
cedure the Park Commission follows when there is a vacancy. She asked questions
about the landscaping in parks, and where the money comes from to improve them.
Commissioner Carl explained what is currently going on at Freeman Park and gave
her his copy of the Comprehensive Plan to study. Commissioner Jakel asked her what
she likes in a park. She said she feels cleanliness is important because a well
maintained park will invite nicer people. She also said a park should fit the needs
• of the people in the area.

Flag — Commission suggested the flag in front of City Hall be replaced due to
its shabbiness.
REPORTS I
Council Liaison Gagne reported on:
American Legion addition
Clark station becoming a car wash
The City's attempt to buy the Murfin property
The Corridor Study
Commissioner Carl asked that a letter be sent the Regional Railroad Authority to see
what the City can do to enhance the old track line.

Jakel moved, Vogel seconded, to adjourn at 9:15 PM.
