PARK COMMISSION MEETING

CALL TO ORDER
Chairman Schmid called the meeting to order at 7:05 P.M.

Present: Chairman Schmid, Commissioners Lindstrom, Jakel, Kooi, Vogel and
Squires: Council Liaison Shaw and Deputy Clerk Niccum.
Absent: Commissioner Kooi and Council Liaison Shaw left early (Shaw — Council Mtg)
PRAYER
Council Liaison Shaw opened the meeting with a prayer.
SKATING RINKS — RESERVE TIME
The Park Commission discussed M.Y.H.A. use of the rinks. The rink at Badger Park
has been scheduled for four nights a week this year for their practice, while Cathcart
is not being used at all. Commissioner Lindstrom said Maury Graham, Neighborhood
Hockey Co- ordinator, and he discussed this. Mr. Graham said most of the kids that
• play are closer to Badger Rink. He also mentioned the fact that the Badger warming
house is larger and has a blackboard for use in training. Staff was instructed
to write a memo to Mr. Graham asking for input for next year on the use of one or
both rinks, and how much time they expect to use them. Coaches asking for extra
ice time was also part of the discussion, and what to do about it.
NEW APPLICANTS
Staff was asked to contact Michael Jurgens and ask him to attend the meeting of
February 3rd. Staff was also asked to contact Jeanne Egan and Glenn Gillund about
the position.
CHRISTMAS LAKE ACCESS
Commission asked Council Liaison Shaw to review the Christmas Lake Access situation
with them. He explained the report that the Commission had received saying that
issues on this were moving so fast that the Council did not know any more at this
point than the Park Commission. The proposal now is for Mr. Fayfield to exchange
the piece of property originally proposed with two pieces of property that Interstudy
now owns. This would provide a larger site, a shorter access road from State Highway 7,
less plowing and a better traffic pattern site.

• MINOR PURCHASES
The Commission discussed the purchase of the vacuum cleaners and radio. Staff
explained that nothing can be purchased without first having Council approval.
The Commission felt that there should be some type of miscellaneous fund to cover
smaller purchases under $500 without having to bother the Council all the time for
each small item.
Lindstrom moved, Jakel seconded, to request of Council that the City Staff be allowed
to purchase any single item up to $250 or multiple items up to $500 without Park
Commission or Council approval. Motion carried unanimously.
COUNCIL AWARDS TO FORMER PARK COMM ISSIONERS CAROL BUTTERFIELD AND GARY CARL
The Park Commission moved to the Council Chambers to join the Council meeting in
progress so they could join the Council in honoring former Commissioners Butterfield
and Carl, who had both resigned from the Park Commission in 1985, and had served
the City for approximately seven years. They congratulated them, then returned
to the City Clerk's office to continue their meeting.
CHRISTMAS LAKE ACCESS
The Christmas Lake Association Attorney, Charles Dayton, dropped into the meeting
to see if there were any questions he could answer for the Commission. He said
the state will pay for development and the road. They will provide satellites in
• a wooden frame building. Shorewood will then be responsible for the maintenance
and upkeep. The Commission thanked Attorney Dayton for his consideration in stopping
to answer their questions.
The Park Commission again joined the Council meeting to listen to the discussion
on the Christmas Lake Access.
Some items of interest to the Park Commission were:
— The two lots that Interstudy owns, and will trade to Mr. Fayfield, who will
give it to the City, will be larger in size by about 6000 square feet.
— There would be a concrete boat ramp on the southernmost part.
— The Council moved to sign the agreement which accepted the land but did not
approve the requested variances. If the variances are not approved by the
City by May 1, the property will become the property of the state.
— The reason there is a May 1st deadline for getting everything settled is becuase
the DNR wants to start construction so the site could be open this summer.
— the DNR will draw the design for the access.
APPROVAL OF MINUTES
• Lindstrom moved, Jakel seconded, to approve the minutes of January 6th as written.
Motion carried unanimously.

• STUDY SESSION MEETINGS
Chairman Schmid said he thought the finances should be reviewed once a month and
suggested this be done at the second meeting.
PARK VISITATIONS
The first meeting in May was set as the date to start visiting the parks to see
what needs to be done and what items should be placed in the budger for 1987.
BUDGET
Chairman Schmid said that he thought the Budget should be discussed for a short
period of time at every meeting in case anyone has any suggestions. Staff will
keep a budger file for 1987.
MATTERS FROM THE FLOOR
Commissioner Squi res— Christmas Lake Access
Squires offered to keep the Park Commission up to date on the Christmas Lake
Access situation as she is the secretary for the Christmas Lake Association.
She said that everything changes so fast that it is not the City's fault that
the Park Commission is not being kept up to date, because it is impossible to
do so at this time.

Replacement of Badger Rink in 1987
Commissioner Jakel suggested replacing Badger hockey rink in 1987. The Commission
discussed the issue and decided that they would hike Public Works Director Zdrazil's
opinion. It was also suggested that the Commissioners look at the rink themselves,
individually.
Freeman Park Ballfield
The Commission discussed whether or not Terry Klomps had been back in contact
regarding building the ballfield in Freeman Park. Chairman Schmid will contact
Mr. Klomps. The Commission felt that if it could be done in June or July, Eureka
Road entrance could be used because it would be dry enough. The picnic shelter
was also discussed and Chairman Schmid will discuss it with Mr.. Klomps to see
if he thinks the Hennepin County VoTech might be interested in building one in
Manor Park as one of their projects.
Snowm obile Ordinance
Commissioner Lindstrom said he had talked to John Hadgdons of the Police Department
• and he didn't feel there had been that many complaints. He felt that curfews
and speed limit signs would be hard to enforce.

• Snowmobile Ordinance — continued
Lindstrom moved, Jakel seconded, to recommend to Council that Stover's curfew
suggestion be rescinded, otherwise they agree with Council recommendation. Motion
carried unanimously.
