020386 PK MINCITY OF SHOREWOOD PARK COMMISSION MEETING MONDAY, FEBRUARY 3, 1986 M I N U T E S CALL TO ORDER COUNCIL CHAMBERS 5755 COUNTRY CLUB ROAD 7:00 P.M. Chairman Schmid called the meeting to order at 7:11 P.M. ROLL CALL Present: Chairman Schmid, Commissioners Lindstrom, Jakel, Kooi, Vogel and Squires; Council Liaison Shaw and Deputy Clerk Niccum Absent: none PLEDGE OF ALLEGIANCE AND PRAYER Chairman Schmid opened the meeting with the Pledge of Allegiance and a prayer. APPROVAL OF MINUTES Lindstrom moved, Vogel seconded, to approve the minutes of January 27th, 1986 as written. Motion carried unanimously. NEW APPLICANT INTERVIEW • Mr. Michael Jurgen of 5535 Shorewood Lane, Shorewood, appeared before the Commission. He said he has been a resident of Shorewood for six months. He is a cost efficient engineer, is 33 years old, and went to Minnetonka High School and the University of Minnesota. He said he was impressed by the way the Snowmobile Ordinance meeting was handled by the Park Commission., Chairman Schmid asked him if he had any specific feelings about Shorewood Parks. He said he felt that a couple of them were being abused right now, that he felt they could be tailored to fit the needs of more people. Commissioner Kooi asked him if he was interested in making a long term commitment. He said he planned to build a house on Strawberry Lane, that he would like to run for Council some day, but feels that he has to start at the bottom and learn about the City first. Commissioner Kooi also asked if Monday night meetings would present any problem. He said he sets his own schedule and can work around the meetings. PARK COMMISSION MEETING MONDAY, FEBRUARY 3, 1986 page two • PARK COMMISSION APPLICANT DEADLINE The Park Commission set February 24th as the deadline for applications. UPDATE OF FINANCIAL REPORT As of December 31,'1985 the Park Capital Improvement Fund had a balance of $14,542.00. BUDGET AND GOALS Due to the fact that the Park Capital Improvement Fund is quite low, because of the purchase of "Silverwood Park ", the Park Commission will keep a file of goals and items needed, and as the money comes in, they will prioritize the items on their list and act accordingly. They are aware of the fact that a payment is due on the park in June. Staff mentioned the fact that Public Works Director Zdrazil had said new snow blowers are needed for the rinks. Also mentioned were the well building at Cathcart and a fence on the north end of the rink at Cathcart to protect people passing in cars and on foot. Commissioner Lindstrom said he would like to see some landscaping in parks begin this year. Commissioner Kooi suggested contacting landscapers to submit plans for the different parks. is Commissioner Lindstrom will contact Mark Laberee of Lan De Con. Commissioner Kooi will contact Gary Minion of Shorewood Nursery. Commissioner Vogel will contact some landscape architect students to see if any of them would be interested. Staff was asked to provide maps of all the parks to the above Commissioners. REVIEWAL OF COUNCIL ACTION ON THE SNOWMOBILE ORDINANCE AND CHRISTMAS LAKE ACCESS Snowmobile Ordinance The snowmobile Ordinance was not dealt with at the last Council meeting. Christmas Lake Access Commissioner Squires said all the permits are being applied for, and the State is preparing the plans on the second site. Commissioner Lindstrom said he feels the access is substandard and inadequate. He said he feels the Park Commission has been totally written off on this project. Council Liaison Shaw said the City had two choices: Stand back and watch the DNR gain absolute control or accept something we don't like so we have • some control. PARK COMMISSION MEETING MONDAY, FEBRUARY 3, 1986 page three HERITAGE RESIDENCE Planner Nielsen requested a recommendation from the Park Commission as to whether there may be justification to reduce the park dedication fees for elderly housing. The Park Commission discussed the issue and felt that as long as the Heritage Residence is a profit making organization the fees should remain the same. Kooi moved, Lindstrom seconded, to recommend to Council that the Park Fees be paid as they usually are. The Park Commission also wishes to state that they will consider the future needs of the elderly in all parks. Motion carried unanimously. MATTERS FROM THE FLOOR BMX Track Staff reported that Mr. Dave Ronkin of North Star BMX would like to use the track again this year. The Park Commission wants to know when Mr. Ronkin would like a decision. They also want to check out the condition of the track themselves. Request for reservation of hockey rink Diane Hurlbut asked if a church group could reserve the hockey rink at one of the parks on Saturday evening, February 15th. The Park Commission did not feel it could allow this but asked; staff to inform them that they are certainly welcome to use the rink with open skating taking place. Manny An,- A Staff reported there has been a request to plow Manor Pond. Commissioner Jakel asked that the road be plowed all the way to the east end of the pond to provide better access to skaters. Skating Rink Attendants Commissioner Lindstrom commented that he has been down at Badger Park and the rink attendant has been in the back with the door shut. Staff will talk to the attendant. REPORTS' Council Liaison Shaw complimented the Park Commission on their letter to Public Works, saying that it is nice when appreciation is shown for work done.
