022486 PK MINCITY OF SHOREWOOD CLERK'S OFFICE PARK COMMISSION MEETING 5755 COUNTRY CLUB ROAD MONDAY, FEBRUARY 24, 1986 7:00 P.M. • M I N U T E S CALL TO ORDER Acting Chairperson Kooi called the meeting to order at 7:10 P.M. ROLL CALL Present: Chairperson Schmid (7:15), Commissioners Kooi, Lindstrom, Jakel, Vogel and Squires; Council Liaison Shaw (7:30 Council meeting) and Deputy Clerk Niccum. SNOWMOBILE ORDINANCE Council Liaison Shaw mentioned that the Council would like a specific statement from the Park Commission as to the motion on the "Snowmobile Ordinance ". The Park Com- mission referred to the Park Commission minutes of January 6, 1986, stating that the motion made therein was what they are recommending. Jeff Hanson and Dick Meredith of South West Trail Association were present to state that they are putting in many hours to do their part in trying to solve the problem. John Arnst referred to the Mayor's letter sent to Mr. Art Lee of Hennepin County Regional Railroad Authority on Decenber 21, 1981 which states: "The necessity for control is evident" (see attached letter). NOISE TEST - SNOWMOBILES Jeff Hanson of South West Trail Association referred to the letter sent to the Park Commission by Bill Kullberg, stating that they wish to procede with the test. He said they are trying to prove that snowmobiles over ten years old are causing the problem. They also want to test the decimal level of the grooming machine and, if possible, the decimal level of car traffic. According to Mr. Kullberg's letter: "This report will give the City of Shorewood and the Southwest Trail Association a better idea on management of snowmobiles in the future. e written report of findings and verbal interpretation of the results will be given to the City of Shorewood and a written report sent to the Minnesota United bnowmobile Association. These findings will establish the need for requesting the landscaping materials used in building sound barriers and traffic corridors (eg. Russian olive bushes, Evergreen trees and bushes, etc). Purchase of these materials and the volunteer labor will be supplied by Southwest Trail Association." John Arnst reiterated his complaint. Jeff Hanson said this fall they plan to lay down the law for their Association is members. Lindstrom moved, Kooi seconded, to recommend to Council that the Snowmobile Noise Test be approved. Motion carried unanimously. PARK COMMISSION MINUTES MONDAY, FEBRUARY 24, 1986 page two 0 NEW PARK COMMISSIONER VOTED IN Michael Jurgens of 5535 Shorewood Lane was recommended to Council as a new Park Commissioner. Roll Call Vote was unanimous. BMX TRACK The Park Commission discussed the BMX Track and decided Mr. Dave Ronkin of Northstar is welcome to use the tract again this year. They did not put a limitation on the number of races to be held this year as no complaints were received last year. Mr. Ronkin had questioned whether the City would consider paying for the satellite this year as the expense put their organization in the red last year. Jakel moved, Squires seconded, to recommend to Council to refuse to pay for the BMX Track satellite, but that they are welcome to use the satellite up by the ball' fields, or pay for their own. Motion carried unanimously. APPROVAL OF MINUTES Vogel moved, Jakel seconded, to approve the minutes as written. Motion carried unanimously. CHRISTMAS LAKE ACCESS • Commissioner Squires reported that the Christmas Lake Association sent out letters to the neighborhood on February 17tl explaining the settlement reached by them with the DNR, what is scheduled to be done, and offering thanks for all the support received. The Commission would like to know how the access will be opened and closed, relating to operating hours (i.e. gate, signaige, police, City representative, etc.') and whether the ramp can be used other than for boat launching such as divers or swim- mers entering the lake. MATTERS FROM THE FLOOR Covington Vine Ridge Park Fee Paid Covington Vine Ridge paid $31,500 in park fees on February 20, 1986. Council Minutes /Planning Commission Minutes Staff asked if all Commissioners wish to receive all Council and Planning Commission minutes. The answer was yes with one exception - Jakel and Kooi do not feel it is necessary for them to receive Planning Commission minutes unless the issues relate to the Park Commission. Financial Information The Commission would like the following information from Finance Director Beck: I. How much interest is being received on the $31,500 park fee received? . 2. Would it be wiser to pay the entire $20,000 loan off now? 3. What would the advantage of instant payoff be? PARK COMMISSION MINUTES FEBRUARY 24, 1986 page three • MATT ERS FROM THE FLOOR - continued Financial Projection Commission would like to know if Planner Nielsen wishes to update the projection from 1986 -1990? Freeman ,Par B allfield Chairman Schmid has not been able to get in touch with Mr. Terry Klomps but will try to do so within the next week. Snowblower / Storage Staff reported Public Works Director Zdrazil had mentioned a cabinet for gas storage. Commission wishes to know: 1. What material it is made of. 2. Size? 3. Where will they be placed? The Commission wants more information regarding storage from fire marshalls and Tad Shaw (insurancewise). Landsca Commis Lin dstrom /Lan De Con - a rough park plan set was given to Lan De Con. They will have rough sketches done by March 17. . Commiss Kooi /Shorewood Nursery - a rough park plan set was given to Shorewood Nursery, Commissioner Kooi will see if they can submit a rough sketch by March 17. Commissioner Vogel /Students - Commissioner Vogel feels that more existing trees should be shown on the maps. He hopes to visit the parks and mark them in. He feels the students need more detailed plans. Skating Rinks - Letter to Ma_ury No answer has been received. Budget Public Works Director Zdrazil needs all budget information by July 1st. Crescent Beach - Lake Access by Cars Commissioner Kooi reported seeing a car exit Lake Minnetonka via Crescent Beach and wondered if any damage could be done to the beach.
