Chairman Schmid, Commissioner's Lindstrom, jakel, Kooi, Vogel, and Jurgens; Council
Liaison Shaw; Administrator Vogt; Public Works Director Zdrazil and Deputy Clerk
Niccum visited Freeman Park to look at the road that is being built. Commissioner
Jurgens expressed concern over a permit, and suggested Administrator Vogt check with
E.P.A. to see if we should have one, stating it would be very expensive if the road
had to be torn out.
Public Works Director Zdrazil explained that they dug down five feet, took the dirt
out, and filled the area in with 6" pieces of blacktop and granular material, and
it will be topped off with crushed rock.
Commissioner Lindstrom offered to work with Public Works Director Zdrazil and stake
out the road which will begin at Eureka Road, come around to the north side of the
creek, and the final step will be joining the Eureka Road section with the other part
of the road that comes north from Highway 7 past the ballfields and BMX Track and
up to the south side of the creek.
Public Works Director Zdrazil will locate a site for storage of blacktop pieces, not
to exceed 6 in size, and granular material.
is The Park Commission is willing to have some outside Contractors haul in blacktop pieces
but want to be sure they are reputable and will only bring in material allowed.

CALL TO ORDER
Chairperson Schmid called the Park Commission meeting of April 7, 1986 to order at
7 :20 PM in the Council Chambers.
ROLL CALL
Present: Chairperson Schmid, Commissioners Lindstrom, Jakel, Kooi, Vogel, Squires
(7:39) and Jurgens; and Deputy Clerk Niccum
APPROVAL OF MINUTES
Vogel moved, Jurgens seconded, to approve the minutes as corrected. Motion carried
unanimously.
SKATEBOARD RAMP PROPOSAL FOR FREEMAN PARK
Chet Frantz, 950 Iris Circle, Excelsior (474 -4150) and Jack Tobin, 27475 Blue Ridge
Lane, Shorewood (474 -7805) appeared before the Park Commission to propose the building
of a skateboard ramp in Freeman Park.

• SKATEBOARD RAMP PROPOSAL FOR FREEMAN PARK continued
The boys submitted photographs and plans, and the following information:
- Ramps can be made of wood, fiberglass or concrete. they don't recommend concrete.
- The plywood ramp that they submitted plans for costs approximately $1200.
- Helmets, kneepads and elbow pads are worn.
- They are working on volunteers to build the ramp. They have worked out a plan where -
by anyone volunteering 10 hours of labor will receive a free one year membership.
Others will pay $10 per year. They ask that the City pay for the material, with
the understanding that they should be able to reimburse, the City within a three
year period.
- A petition with 114 signatures was presented to the Commission.
The Commission was concerned about insurance. Staff had checked with the City carrier
and reported that they would either delete the insurance from the City policy, or
else the insurance would be very high. Commission asked staff to check on the exact
rate.
They were also concerned about injury, wondering how he wearing of protective gear
could be guaranteed.
Chairman Schmid told the boys that the Park Commission would take the issue under
• consideration.
LANDSCAPING
No plans have been presented at this time.
PARK COMMISSION APPLICANT
The Commission requested that Staff run a news article advertising for a new Commissioner
using a deadline of May 1, 1986.
HOCKEY RINK - ROOFING CONSIDERATION
The Park Commission discussed the possibility of roofing the hockey rinks. Public
Works Director Zdrazil said it would save a lot of money in maintenance costs.
The Commission asked Staff to find out from Zdrazil how much it has cost over the
last five years to maintain the rinks. They figured it would have to be about
200' x 75' and may be cost prohibitive.
CHRISTMAS LAKE ACCESS
Hours
Kooi moved, Jakel seconded, to recommend to the Council that the hours be from
5 :00 AM to 9:00 PM (Because people that fish like to start early, and it usually
gets dark around 9:00). Motion carried unanimously - 7 ayes.

Is CHRISTMAS LAKE ACCESS continued
Lights
Jakel moved, Jurgens seconded, to recommend to Council that underground wiring be
put into the island nearest the ramp, so a light can eventually be put in if
vandalism becomes a problem, at the expense of the DNR. Motion carried unanimously -
7 ayes.
Maintenance
Kooi moved, Jurgens seconded, to recommend to Council that the annual maintenance
budget be increased by $10,000 a year to provide for upkeep of the access. Motion
carried unanimously — 7 ayes.
Signage
The Park Commission would like the DNR to provide two signs:
One stating the hours and information concerning the 25 horsepower limit at the
entrance to Merry Lane to prevent large boats from entering the road and then
discovering they cannot launch; and
one within the access similar to the sample with all the following information
• included on the sign.

The Park Commission feels that subcutting the road and parking lot and the expense
of hauling fill should be paid for by the street department, and that the park depart—
ment should pay for the gravel.

. LAWCON /LCMR GRANTS
Vogel moved, Lindstrom seconded, to recommend to the Council that both grants be re—
submitted. Motion carried unanimously — 7 ayes.
MANOR PARK WARMING HOUSE /PAVILION
Commissioner Lindstrom said the City of Minnetonka has warming houses with cement
floors and concrete bin -v walls, they can have a roof extension to use in the summer.
He will check to see what size they are
He will also talk to Public Works Director Zdrazil to see if Public Works can dig
the footings.
