PARK COMMISSION MEETING
MONDAY, MAY 19, 1986
MINUTES
CALL TO ORDER
Chairman Schmid called the meeting to order at 7:22 PM.

Present: Chairman Schmid, Commissioners Jakel, Vogel, Jurgens and Laberee; and
Park Assistant Niccum
Absent: Commissioners Lindstrom and Squires
APPROVAL OF MINUTES
Vogel moved, Jurgens seconded, to approve the minutes of Monday, May 5, 1986 with
a misspelling of Jurgen's name to be corrected. Motion carried unanimously.
NEW COMMISSIONER WELCOMED
Mark Laberee of 6180 Chaska Road was welcomed to the Park Commission as a new
Commissioner.
• WARMING HOUSE/PAVILION- MANOR PARK
The Commission discussed the plans for a warming house /pavilion in Manor Park.
Staff reported that the setback from Manor Road would be 50 feet, Manor Road has a
width of 66 feet, this would place the building approximately 83 feet from the center
of Manor Road. They discussed a'roof extension and a concrete slab for summer use.
They decided to table discussion until a future meeting.
BADGER FOOTBALL FIELD
Commissioner Jurgens presented the Commission with grading maps of the existing
drainage pattern and the recommended grading that will correct drainage and crown
the field. He will be working on the rough grading and will contact Public Works
Director Zdrazil regarding plans.
The Commission discussed the football league's request to put up "GOLFER'S STAY OFF"
signs because golfers are practicing on the field, tearing up divots and not replacing
them.
They also thanked Commissioner Jurgens for the work he is doing on the field.
Another item discussed relative to the field was that it should be fenced off while
the seed is growing. The Commission asked Sue to check with Public Works Director
Zdrazil to see if the City has any snow fence that could be used to fence it off to
protect the area. The Commission feels that if they are going to the expense of
• fixing the field, it should be protected to protect their investment.

CHRISTMAS LAKE ACCESS - LIGHTING
Schmid moved, Jakel seconded, to recommend to Council that Northern States Power in-
stall a street light in the island closest to the boat ramp. Motion carried unanimously.
NOTEBOOKS FOR PARK COMMISSIONERS
Jurgens moved, Vogel seconded, to recommend to Council that park supplies in the form
of 3° notebooks and indexes, not to exceed $20 @, be purchased for purposes of organi-
zation and maintenance of parks information; notebooks to be returned to City Hall
upon ending of term or resignation. Motion carried unanimously.
CRESCENT BEACH
Staff reported that Julie Light of Community Services had mentioned the fact that they
would like a longer dock at the beach because of the raft, with only one lifeguard,
they could then sit at the end of the dock and patrol both areas. The Commission dis-
cussed a dock extension and said they were willing to work with Tonka Bay to come up
with a Council proposal.
BIRCH BLUFF ROAD /EUREKA ROAD FIRE LANE DOCK
Councilman Shaw came into the Park meeting from the Council meeting that was in pro-
gress to request an answer regarding the dock situation on the fire lane. There appeared
to be four options:
• 1. The neighbors install and insure the dock.
2. The dock be professionally installed at the expense of the property owner(s)
that requested the permit, and the City insure it.
3. The City completely take over the dock.
4. The dock not be allowed at all.
Jakel moved, Vogel seconded, to recommend to Council to go with #2, that the dock be
professionally installed to safeguard the workmanship. Motion carried unanimously.
FREEMAN PARK - USE OF OLD ENTRANCE
The Commission discussed the fact that the old entrance, entering Freeman Park from
State Highway 7, is still being used and asked Sue to ask Public Works Director
Zdrazil if some large rocks could be placed across the old entrance to prevent future
useage.
COUNCIL REPORT
Commissioner Jurgens reported on the Council meeting.

Staff reported that part of the hockey rink will be torn up when the water line goes
• through, and that Public Works Director Zdrazil would like to know if they want to
replace the rink at this time.

ENCHANTED ISLAND PARK PROPERTY
Richard Spellman of 5100 Shady Island Trail appeared to ask the Park Commission what
their plans are for the Parks on Enchanted Island. The Commission was under the
impression that the area is all wetlands, and discussed keeping it wild. They also
informed Mr. Spellman that right now they are operating on a limited budget but will
look into the issue.
