091686 PK MINCITY OF SHOREWOOD PARK COMMISSION MEETING MONDAY, SEPTEMBER 16, 1986 M I N U T E S CALL TO ORDER COUNCIL CHAMBERS 5755 COUNTRY CLUB ROAD 7:00 PM Chairman Schmid called the meeting to order at 7;00 PM. ROLL CALL Present: Chairman Schmid, Commissioners Lindstrom, Jakel, and Vogel; Council Liaison Shaw; Administrator Vogt and Deputy Clerk Niccum. Absent.: Commissioner Laberee PLEDGE OF ALLEGIANCE Chairman Schmid led the Pledge of Allegiance. APPLICANTS The Commission read two applications which were presented by Mr. James D. Andrus of 4971 Kensington Gate and Mr. Gordon T. Christenson of 26190 Birch Bluff Road. Commissioner Lindstrom also said Mr. Lawre.nce;MacCormack of 26020 Birch Bluff Road had shown an interest in the position, and asked staff to contact him and let him know the closing application date is September 26th, 1986 so he can sub- mit a letter before that date if he wishes to do so. Staff was asked to contact applicants and ask them to attend an informal discussion period on October 8th. P-4 a aal t00 Administrator Vogt was present at the meeting to bring the Commission up to date on the following items: A. Communications Administrator Vogt said he had discussed the communications problem with Park Assistant Niccum. They already meet after Park Commission meetings. They will now meet after Council meetings as well. Dan will fill Sue in on what's happening and she will write a memo to the Park Commission. This should solve the problem. B. Silverwood Park The main reason Administrator Vogt appeared at the Park Commission meeting was to apologize for not keeping the Park Commission up to date regarding the moving of the well into a different area of the Park. He said resi- dents of Waterford had appeared at a couple of Council Meetings and objected that the proposed building would block their view of Silver Lake. He de- scribed the building, saying the size had been cut down to a 16' x 20" building. It will be an attractive building with cedar shakes and a gable roof with cedar shingles. The entire area used will be the 16' x 20' space the building occupies and a driveway with a small turnaround. • -1- PARK COMMISSION MINUTES MONDAY, SEPTEMBER 16, 1986 page two B. Silverwood Park - cont. 14W Council Liaison Shaw said he felt part of the blame was his as he should have kept the Commission informed. He said there was controversy at the Council level over whether it has been passed, and the minutes of that meeting did not address the issue. Shaw suggested using the building to the Park Commission's advantage by designing a park building to be attached to the well building - one wall would already be provided and a number of things could be considered: Warming house, picnic pavilion, restrooms (would involve bringing sewer up from Covington Road), storage, etc. Administrator Vogt said the grading plan has been ordered using Planner Nielsen's concept plan, and that everything shown on the plan will be allowed for on the grading plan. He also said when the grading plan is done, he, Planner Nielsen, Engineer Norton and Park Assistant Niccum will go over the plan. It will then be presented to the Park.Commissionfor re- view before any grading is done. Mrs. Vogel, a resident, asked to go on record as strongly objecting to the way the Park Commis <si.on was left uninformed regarding the moving of the well. She felt it was done deliberately and that the Park Commission should get their money back for the Park. Some members of the Commission had been upset to think that the change had been done without their knowledge but they presented a united front in stating that they did not feel it was a deliberate action by Council and • Staff. Now that the change is made, their concern is to develop the Park around the pump house as effectively as possible. C. Freeman Park Dan said he, Don Zdrazil, Planner Nielsen Freeman Park. The Public Works Department, using Minnetonka School's equipment, aerated both directions so as to do a thoroughjob. Badger Football Field Mayor Rascop visited Badger Field and Manor Park with Commissioner Lindstrom. The bid by "Don's Sod Service" to do Badger Park had been accepted. City Attorney Froberg has been in touch with Aspen Excavating. Mike Jurgens was employed by them at the time he ordered the dirt. They feel they full - filled their agreement. Pictures taken by Planner Nielsen showing large rocks, hunks of concrete, metal, etc. in the fill received by the City have been forwarded to Aspen's Attorney. E. Snowmobile Ordinance The City Council made one change in the Ordinance, they changed 602.03.h. to fit the LMCD requirement, the change was from 100 feet to "within 150 feet of any lake shore, or any fisherman, fish or ice house, nor shall operation be permitted within 150 feet of any sliding area or skating rink when in use, nor where the operation would conflict with the lawful use of property or would endanger other persons or property." The council commended the Park Commission and Park Assistant Niccum on their work on the Ordinance. F. LAWCON Grant The grant for Freeman Park was denied. This year we ranked 21st and had a total of 158 points, last year we ranked 17th and had a'total of 172 points. Commissioner's Jakel and Lindstrom questioned why a special meeting had not • been called as agreed to at the la�-t Park meeting if everything did not pass Council regarding Badger field. Commissioner Lindstrom said a long time ago a lot of people on the Park Commission felt ignored by the Council. He said things have changed for the better but several things have bothered him lately. He especially referred to the fill dumped in Freeman Park and the placement of the well building in Silverwood Park, stating he didn't like the way they were done. FINANCES Staff Reported there is $54,111.00 in the Park Capital Improvement Fund. Administrator Vogt suggested that the Commission ask Planner Nielsen to do an update on expected Park dedication fees so it makes it easier for the Commis- sion to plan their priorities in spending. PARK APPLICANTS Mr. James D. Andrus of 4971 Kensington Gate and Mr. Gordon Christensen of 26190 Birch Bluff Road have submitted letters of application. Nancy Boyer of 5020 Suburban Drive also expressed an interest but decided that it might be too much for her at this time. She may, however, be interested in the future. Commissioner Lindstrom said that Larry MacCormack of26020 Birch Bluff Road had shown an interest and suggested contacting him. 'Staff was asked to write letters to the 3 inter- ested parties inviting them to the next meeting to participate in an informal discussion as discussed earlier in the meeting. -3- PARK COMMISSION MINUTES MONDAY, SEPTEMBER 16, 1986 page four is MATTERS FROM THE FLOOR Salt Pile The Commission would like something done about the salt pile as it is running through the Park and ruining the grass. They are also concerned with it entering the creek. Administrator Vogt said Council had discussed it and there isn't anywhere to move it. They had mentioned covering it with a tarp. Trees - Freeman Park Commissioner Lindstrom said there are a lot of trees in the open field that are getting fairly good sized, he said they're "weed trees" and wondered if Public Works could cut them down before they grow large enough to present a real problem. Freeman Park Fill Commissioner Lindstrom felt the black dirt should be scraped off the NE corner, and any fill (except road) should be stockpiled in that corner. Badger Park - Public Works /Park Buffer The Commission would like to improve the appearance of Badger Park. They dis- cussed a separate entrance coming in from County Road 19, and some type of natural barrier dividing the Park from Public Works. Trees, shrubbery, and a berm were some of the suggestions. Freeman Park Road The Commission discussed having a contractor come in and excavate in the road area and push the fill into the hole so it wouldn't be such an eyesore. Next Meeting - 6:00 PM - October 6th The Commission will meet at Freeman Park. Use the Eureka Road Entrance. WCL Acres Park Dedication Dan said WCL Acres is up for final plat approval for 6 lots and that fee should be coming in soon. BMX Track One of the Commissioners expressed concern over the deterioration of the track and wondered if its safe. The Commission will look at it when they tour the Park. Basketball Backboard - Cathcart Commissioner Jakel mentioned that the backboard has not been replaced. Park Mainte nance - Con tract vs. Crew The Commission discussed having Park maintenance contracted out. Tad Shaw asked Lindstrom how much he thought it would cost. He said for mowing and trimming it would probably be approximately $100.00 a week per Park for 22 weeks, or approximately $11,000.00. They would like to know how much it costs when Public Works does it. Chairman Schmid thanked Administrator Vogt for appearing at the meeting.
