PARK COMMISSION MEETING
MONDAY, JANUARY 5, 1987

r CALL TO ORDER
Acting Chairman Jakel opened the meeting at 7:07 PM.
ROLL CALL
COUNCIL CHAMBERS

Present: Acting Chair Jakel, Commissioners Andrus, Laberee, Lindstrom and
Vogel; Acting Council Liaison Gagne and Park Assistant Niccum.
Absent : Commissioner Christensen
APPROVAL OF MINUTES
Vogel moved, Laberee seconded, to approve the minutes of December 15, 1986 as
corrected, Motion carried unanimously.
REAPPOINTMENT OF COMMISSIONER LINDSTROM
Laberee moved, Vogel seconded, to recommend to Council to reappoint Commissioner
Lindstrom to a 3 year term ending December 31, 1989. Motion carried unanimously.
APPOINTMENT OF CHAIR AND VICE CHAIR
Lindstrom moved, Laberee seconded, to recommend to Council to appoint Martey Jakel
as Chair and Ken Vogel as Vice Chair. Motion carried unanimously.
CRESCENT BEACH -DOCK DISCUSSION
The Park Commission would like to know if a member of the Public Works crew could
measure depth of water 100' from shore at the beach.
A special meeting will be held Wednesday, January 14th, at 6:00 PM in the Council
Chambers at City Hall to discuss the dock. Kirk McDonald, Tonka Bay Administrator,
will be present. Any interested parties are welcome to attend. This meeting will
also take the place of the second regularly scheduled January Meeting and any
other Agenda items will be discussed after the dock discussion.
MANOR WARMING HOUSE /PAVILION
The Commission discussed contacting other cities regarding warming houses.
Commissioner Vogel will contact Deephaven regarding their "Thorpe Park" building.
Chairman Jakel will contact Hennepin County.
CROSS COUNTRY SKI TRAILS
Chairman Jakel brought up the fact that the DNR charges a fee of $5.00 for cross
country ski trail use,its used to build and maintain public trails. The Commis-
sion discussed whether a city would be eligible but decided to check with the
DNR to find out. Commissioner Laberee will do this.
PICNIC TABLES
The Commission discussed the picnic tables behind the Public Works Garage. They
would like to see them used in the spring- 2 in Manor, 2 in Badger, and several in
Freeman. They thought if repair or painting is needed, maybe Public Works would
40 have time this winter - especially if it keeps snowing like it has been doing!

NEAR MOUNTAIN PARK FEES
Staff was requested to see if they are up to date.
COMMERCIAL PARK FEES
The Commission would like to know how commercial fees are figured.
MATTERS FROM THE FLOOR
Representative to Athletic Associations
The Commission discussed updating the liaisons to the different Athletic
Associations. This also includes who is responsible for what park and who
deals with various staff and council. New forms will be furnished to the
Commission.
Skating Rinks
Commissioner Lindstrom mentioned the fact that the rinksare, getting used more
this year.
Cathcart Rink - Alcohol Problems
The problem of alcohol use or drunkness at the Cathcart rink this season was
discussed. Commission felt the rink attendant should not become involved.
They are to call the police and let them deal with the problem. Staff was
requested to contact SLMPSD to ask them to patrol the area at least once on
Friday and Saturday.
Priorities
Commissioner Lindstrom said he felt the Commission should work on a priority
list for 1987 so they can start working on issues early in order to get them
accomplished before its too late in the year. He mentioned what he thought
were priority items: Badger and Manor fields, Silverwood grading plan and
Freeman Park berms.
Freeman Park - Entrances and Gates
The Commission asked staff to ask Planner Nielsen if he would consider drawing
up a plan of the two entrances and gates to keep the 4 wheel drive vehicles
from tearing up the field. They thought maybe a good place for the gate coming
off Highway 7 would be where the blacktop ends. They also thought SLMPSD might
consider locking and unlocking the gate as it would prevent trouble in the
park. They thought maybe Brad could also get an opinion from SLMPSD as to gate
location.
Walking Trails
The Commission discussed the walking trails in Freeman Park. Weather permit -
ing, they will meet on Saturday, January 17th, to mark a route. Anyone on
the Commission is welcome to attend if they choose to do so.
Martey Jakel Pay Raise
The Commission discussed Martey's salary as a rink attendant. They feel he
does a lot of extra work and feel a raise to $5.00 an hour is fair.
