PARK COMMISSION MEETING

CALL TO ORDER
Chairman Jakel called the meeting to order at 6:03 PM.

Present: Chairman Jakel, Commissioners Vogel, Laberee, Christensen, Andrus,
and Lindstrom (7:00 PM); Council Liaison Brancel; and Administrator
Vogt.
APPROVAL OF MINUTES
Vogel moved, Laberee seconded, to approve the minutes of January 5, 1987 as
written. Motion carried unanimously.
CRESCENT BEACH DOCK DISCUSSION
Kirk McDonald, Tonka Bay Administrator, and Julie Light from Community Services
were present to join in the discussion.
McDonald said his Council discussed the dock and raft at their meeting on Monday,
January 13, 1987. The majority of the Council is in favor of abandoning the
raft due to the fact that it should be in at least 9' of water and the water
depth 100' straight out from shore is only 5' 3" deep, 300' out from shore the
depth is only 6' 6 ". The Tonka Bay City Council would prefer to have the main
tenance crews of the two cities install the dock in the spring and remove it
in the fall. They discussed the issue of no diving. They talked to their City
Attorney and definately want the beach posted to state this. Tonka Bay wishes
to share in the decision making and continue to maintain a good relationship
between themselves and Shorewood. Tonka Bay has taken into consideration the
opinions expressed by Julie Light of Minnetonka Community Services and the
American Red Cross. They are willing to share an expinse of between $1,000
and $2,000. They did say they would consider a used dock.
Julie Light of Community Services is against a raft because of the depth. She
also said a floating raft is nothing but an attractive nuisance, it attracts
unqualified swimmers and moves which makes the anchoring device very available
for causing injuries. She recommended a dock running down the west property
line, built fairly close to the water, and starting at least 8' from shore in
water shallow enough so the life guard is able to jump on and off of the dock
easily. She felt the dock should have a life guard chair, a ladder, and wood
decking. She would not recommend metal decking. She felt that a dock would
be beneficial for swimming lessons. Julie discussed "no diving" and suggested
the sign read "NO DIVING — UNDER 3 FEET DEEP ". The word "under" was stressed
because she said experienced divers can do a racing dive in 3 feet of water.
The Commission discussed a straight 50' dock, starting 25' from shore with wood
decking, capped posts, and sitting fairly close to the water with the ability
• for periodic adjustment according to lake levels.
Administrator Vogt, Administrator McDonald, and Julie Light will meet and return
a proposal to the Park Commission.

COMMERCIAL PARK FEES
The Commission discussed Shorewood's Park fees. They would like to have Sue
check with other cities to see what their Commercial /Industrial fees are.
NEW COUNCIL LIAISON WELCOMED
Administrator Vogt introduced Barb Brancel to the Commission as the new Liaison.
CITY HALL /BADGER PARK CONCEPT PLAN
Administrator Vogt said the drawing of the Concept Plan would be available at
the next meeting of the Park Commission. He asked that they present a formal
recommendation to the Council giving them any comments and concerns that they
have regarding the plan. He suggested general comments, saying the details
can be discussed later.
BADGER PARK FOOTBALL FIELD
Administrator Vogt discussed the football field. He said Shorewood's Attorney
has not heard from Aspen's attorney and no litigation has been initiated. He
suggested clearing the field and disposing of the dirt, stockpiling it at Freeman
or whatever. Commissioner Vogel said perhaps it could be used to start a berm
in :$aftex Park.
MANOR PARK WARMING HOUSE /PAVILION
• Administrator Vogt said we do have a floor plan and elevation plan for a couple
Minnetonka Parks. He said now is a good time to plan for building next spring
and summer.
SHOREWOOD OAKS
Administrator Vogt said Shorewood Oaks is beginning again and is coming before
the Council January 26th. He suggested the Park Commission plan now if they
have any ideas regarding this project. He said the final plat could come in
as soon as April 1. This would mean about $36,500 for approximately 73 lots.
He also mentioned that Near Mountain is coming in with a new plat for their
10th Addition, and Waterford 2nd Addition is coming in with about 30 units.
SECOND SNOWBLOWER
Council approved the purchase of a second snowblower.
JAKEL - RINK PAY RAISE
Council approved Martey Jakel's pay raise to $5.00 hourly retroactive as of
the beginning of the 1986 -1987 skating season.
FREEMAN PARK BERM - REMOVING MOSOUITO BREEDING POCKETS
Administrator Vogt said if the Commission wants the dirt leveled to alleviate
the water pockets to let him know. The City does not have the equipment to
do so. He will make arrangements for a dozer. The Commission asked Vogt to
go ahead with this. They also asked him if he would ask Public Works Director
Zdrazil and Planner Nielsen where they would suggest placing the dirt.

COMMISSION QUESTIONS
Administrator Vogt said he'd noticed that a lot of questions came up at the
last meeting that could have been answered before the meeting. He suggested
that in the future if a Commissioner has a question that could be answered before
the meeting they contact Sue, she in turn will contact the proper source and
have the answer by meeting time if possible. This will benefit the Commission
by making issues move along faster and shorten meeting time.
CATHCART PARK - SEWER MAIN
Administrator Vogt said Metro Waste Control Commission is planning to put in
a new sewer force main. It will start at the Lake Virginia lift station, run
up the hill straight east, and go down West 62nd Street right past Cathcart
Park. This could cause some inconvenience in reaching the park, however Vogt
will suggest that Metro Waste Control do the work as soon as possible. He has
requested that they put in a sewer stub for Cathcart Park free of charge.
They will be tearing up the whole street and replacing it with a new one.
They will have to repair any damage done. He'll see if they will throw a load
of Mn Class 5 in the present drive in the area next to the warming house.
In answer to a question he said Cathcart Park is in the City of Chanhassen but
owned by the City of Shorewood,
Commissioner Laberee mentioned that putting in the force main might create
more fill for Freeman Park.
SILVERWOOD PARK
Administrator Vogt showed the Commission a plan form OSM showing the exact location
of the well and pumphouse. He also showed them the plans for the 16' x 20'
pumphouse which will have red cedar shakes and trim. He then went over a plan
for the Park and, with cutouts of various proposed recreational facilities,
went over various layouts. He would like to see the Park Commission create
a design for the park. He mentioned that they may want to move the tennis courts
down, build them into the hill, and put a berm or a wall in the back. This
would prevent blocking the view of the homes on top of the hill. He also said
Engineer Norton had said if they wanted to retain the pond, or part of it, they
could do so. It is not a designated wetland and it would take a lot of fill
in that area if a ballfield was placed there. They alsotdiscussed leaving some
open area in the Northwest corner of the park.
Commissioner Laberee will talk to a professor at the University of Minnesota
to see if his landscape architect students would beinterested in working on
a plan for Silverwood Park. He will report on the results at the February 2nd
meeting.
DON'S SOD SERVICE - BADGER /MANOR ESTIMATES
Commissioner Laberee reported that he had talked to Don of "Don's Sod Service ".
Don said his existing price is still good and if the weather cooperates he'll
start in the spring.
The Commission would like a current quote from "Don's Sod Service" for Badger
and Manor parks. They would also like other estimates.

CROSS COUNTRY SKI TRAILS
Commissioner Laberee reported that he had talked to the Department of Natural
Resources (DNR). The money allocated for trails was not enough to begin with
and the funds are long gone. If they can help in any other way they will be
glad to do so.
LIAISONS TO ATHLETIC ASSOCIATIONS. PARKS. STAFF, AND COUNCIL
The Commission chose new liaisons to work with above.
FINANCES
Finances remain about the same.

A motion was made and passed unanimously to adjourn. The meeting was over by

If you recall the discussion at the meeting of January 5, 1987, Julie
Light of Community Services had passed along the American Red Cross
recommendation that a raft be in 9' or more of water at all times.
NEAR MOUNTAIN PARK FEES
Planner Nielsen said these fees are paid up to date. This includes the
first development area discussed at the meeting.
COMMERCIAL PARK FEE
The commercial park fee is: $500 per each 20,000 sq. ft. of land area.
POLICE — CHECKING CATHCART RINK
I talked to John Hodgdon of SLMPSD and asked if they could swing by the
rink at Cathcart whenever they're in the neighborhood, and at least once
on Friday and Staurday nights. I -lso explained the alcohol problem.
He said to have attendants call police to deal with problems like this
right away. He will put it into the log to check the rink.

BERMS - FREEMAN PARK
Administrator Vogt said the City does not have the equipment to "shape"
the berms. The work would have to be contracted out. Public Works Director
Zdrazil agrees with Administrator Vogt.
FREEMAN PARK ENTRANCE AND GATES PLAN
Planner Nielsen said he would draw up a plan. He will go out to the park
and look it over. He will also ask SLMPSD's opinion. He would like to
appear at the 1st meeting in February to discuss it with the Commission.
