CALL TO ORDER
Vice Chairman Vogel called the meeting to order at 7:00 PM.

Mr. Bill Kullberg appeared at the meeting to pass out new maps, showing the new trail
map which accentuates the City of Shorewood as "Endangered Trail -Stay On Trail Only ".
He also brought in a sign showing what they look like. He said they will be posted
in 4 areas: Timber Lane near the lake, down by "Pepper's Pub ", Eureka and Smithtown,
and the south side of Cathcart Park where you enter Shorewood. The signs read:

PARK COMMISSION APPLICANT - MR. BOB NICOL OF 19375 VINE RIDGE ROAD
Mr. Nicol really didn't have any questions. He lives near "Silverwood Park" and
is interested in the development of it. He has been active in coaching, T -ball,
Soccer, Scouting and various youth activities. He feels the parks are for every-
one. He also felt they should be developed individually according to land use
and environment.
The Commission filled him in on the long range park plan, 1987 priorities, park
fees, various parks, and explained the candidate selection procedure.
SHOREWOOD OAKS
Commissioner Lindstrom went out to Freeman Park to look at the drainage ditch.
He went into Shorewood Oaks and followed the ditch from the road. He estimates
that the ditch now runs approximately 900 feet from its beginning in Shorewood
Oaks to where it ends in the park. The Commission discussed ways to alleviate
a straight cut right through the park. They also discussed why large trees had
been removed and hauled out of the area, leaving open holes.
They would like to see the following take place:
- Restoration of trees, including repairing any trees damaged, and reseeding lost
trees.
- Restoration of the area to its natural state.

40 - Zig -zag cutting of trees, which would allow the pipe to run in a straight line
but give the illusion of a winding path, instead of straight.
- The Performance Bond in the hands of the City to enable more control over whats
going on.
- That a City Staff member or a Park Commission member be present when the work
is being done in the park so that it is being done according to Park Commission
recommendations.
- A copy of the original Shorewood Oak's Agreement provided to the Park Commission
so they can see what the original requirements were regarding the park and the
drainage area.
Christensen moved, Laberee seconded, to request that someone be present at the
next Park Commission meeting to present a storm sewer plan and explanation of
same. Motion carried unanimously.
SHOREWOOD OARS /FREEMAN PARK -TRAIL
Commissioner Lindstrom also met with Don Zdrazil in Freeman Park and they went over
the designated trail. Zdrazil estimated 1 day or less for use of the dozer. The
Commission discussed combining dozing the trail with knocking down the berms but
decided against it after discussing the fact that the dirt in the berms would be
• too hard, whereas this is the best time to do the trails.
Lindstrom moved, Christensen seconded, to recommend to Council that they approve
the use of an independent contractor to use a bulldozer to cut walking trails
through Freeman Park. Motion carried unanimously.
SILVERWOOD PARK PLAN
Commissioner Laberee reported he had checked with the University regarding having
landscape architect students work on the park plan. Their projects were already
planned but it is a possibility that one or more of them could take it on as a
year end project.

The Commission requests that when the dozer is hired, Administrator Vogt let Sue
know, she can then contact Park Commission members so that some of them can be
present when the work is done.
BADGER PARR /CITY HALL CONCEPT P LAN
Lindstrom moved, Andrus seconded, to recommend to the Council that the Park Plan
portion of the Concept Plan be accepted as submitted by Planner Nielsen. Motion
• carried unanimously.
The Park Commission would like to see the berms done as soon as posssible. They
also felt by moving the hockey rink straight back, only one set of lights would
have to be moved.

NEAR MOUNTAIN
Christensen moved, Andrus seconded,to recommend to Council that Near Mountain's
request be approved contingent upon the erection of an 8' wide wood dock with a
railing along the sides extending into open water, constructed into Silver Lake
from the park property, with an octagonal end with seating, the above a partial
attempt to replace the park fees that will be lost by the request. Motion carried
unanimously.
CRESCENT BEACH - PROPOSAL FOR USED DOCK
Andrus moved, Christensen seconded, that the Commission pass on the used dock and
go for something similar to a Crepeau dock. Motion carried unanimously.
SILVERWOOD PARR
Postponed until the February 18th meeting.
MANOR PARK WARMING HOUSE /PAVILION
The Commission looked at the Minnetonka and Eden Prairie plans. They asked staff
to provide the original sketch at the next meeting.
PARR DEDICATION FEES
Sue reported on the information gathered. She will put copies into the next packets
and the Commission will decide if they want more information.

REPORTS
Commissioner Vogel attended the Council meeting and reported on the Commission's
visit to Freeman Park and the status of the drainage ditch.
Commissioner Lindstrom plans to attend the Planning Commission meeting regarding
Shorewood Oaks.

Lindstrom moved, Christensen seconded, to adjourn at 9:47 PM. Motion carried
unanimously.
