CALL TO ORDER

APPROVAL OF MINUTES
Andrus moved, Lindstrom seconded, to approve the minutes of Monday, February 2, 1987,
be approved as amended. Motion carried unanimously.
PARK COMMISSION APPLICANT VOTE
Lindstrom moved, Christensen seconded, to recommend to Council to appoint Bob Nicol
of 19375 Vine Ridge Road as a new Park Commissioner. Motion carried unanimously.
• SH OREWOOD OAKS
The Commission had expressed concern over the drainage into Freeman Park. This
included the present state of the work that has been done as well as whats to be
done in the future. Mr. Dave Johnson, owner of the project and Jim Norton, Shore -
wood's engineer, were present, at the request of the Commission, to offer additional
information.
Engineer Norton explained that Freeman Park is the downstream area for drainage,
that it has always been planned that way.
He explained that Richard Knutson Inc. had been hired to basically do all the utility
work. Most of the sewer has been installed. This was done in the winter to enable
the heavy equipment to work on frozen ground due to the high water table. This
left a problem on how to get rid of the water and the trench was dug for drainage
purposes. Due to Mr. Johnson's illness, the contractor ended up pulling out without
finishing the work. The Feasibility Report has been received and at present time
the City staff is working with Mr. Johnson to resolve any concerns dealt with in
this report.
Mr. Johnson said at this time he has asked the City to include all utilities in
a bond issue, the total amount to be assessed back to the project. He said he did
not make this request previously due to the time frame involved.

SHOREWOOD OAKS - continued
Commissioner Lindstrom referred to the original plan of 50 to 100 loads of fill
to be available for use in the northeast corner of Freeman Park. He also mentioned
the Park Commission's serious concerns over the swath cut through the middle of
the park; the straightness, the width, and the division of the park into two
sections. So far the swath extends 900' in a straight line, 500' in Shorewood Oaks
and 400' into Freeman Park.
Commissioner Christensen said his concern is the "end product"
Engineer Norton said Ray Brandt, Johnson's engineer, said the pipe will be a 42"
or 48" pipe. To prevent erosion a concrete surge basin approximately 10' x 12'
x 5', surrounded by rip rap, will be added at the end of the pipe where the drainage
makes the transition from the pipe to the ditch. The bottom of the ditch will be
dug out and rip rap will be placed in the bottom. An overflow control area, con-
structed before the 48" that exits the park under the abandoned railroad track,
will create an 18" outflow instead of a 48" outflow. When the design is done a
"dry pond" will exist. This will only become wet when there's a heavy rainfall.
The water will run off gradually and be gone within 24 hours.
Commissioner Christensen said he could see more water being dumped into the area
and wondered if it would end-up "mucky ". Engineer Norton doesn't think any change
will be seen. He said ponding is usually only caused by an excessive rain storm
(100 year).
• The pipe comes north from Shorewood Oaks 335', angles to the right and runs 115'
then angles left again 270' to the drainage ditch. The Commission, Mr. Johnson,
and Engineer Norton discussed the possibility of extending the ditch to create
a more natural environment, this would, of course, shorten the pipe. Norton said
the outflow pipe would require periodic maintenance due to debris.
Vogel moved, Laberee seconded, to recommend to Council that they approve Shorewood
Oaks but that they take note of the Park Commission's concerns stated in the February 2,
1987 Park Commission minutes (see attached). Motion carried unanimously.
SHOREWOOD OAKS /FREEMAN PARK TRAIL
The Commission discussed the bulldozing of the trail and whether it would create
any problems regarding Shorewood Oaks property line. The general opinion expressed
was that the trails conforin closely to the design drawn by Anne Bronkin and are
quite a distance inside the property line. Some of the Commissioners will be present
at the time the trail is done. if any area is questionable regarding the property
line , they will not bulldoze that area. A survey was discussed but the Commission
felt that Shorewood Oaks will stake their north property line and they will work
from that.
The Commission asked Engineer Norton if he had any suggestions regarding the trail.
He suggested it be wide enough for vehicular traffic in case repairs are needed.

NEAR MOUNTAIN - PARR DEDICATION
Near Mountain cut their number of units, thus reducing park dedication fees by
approximately $15,000. At the last meeting the Commission discussed various ways
of compensating for this loss.
Mr. Peter Pflaum of Lundgren Brothers appeared to represent Near Mountain. He
brought 3 plans of Near Mountain showing how the plans have changed since the begin-
ning. The lookout points were discussed. Mr. Pflaum stated that of the three origin-
ally planned lookouts, the one in Chanhassen was dropped by their City because of
maintenance costs, the other two were dropped by the City of Shorewood. He also
mentioned the fact that Shorewood also had the opportunity of receiving approximately
one acre of land at the time they chose the 20' access to Silver Lake. He went
on to say that a density change in a P.U.D. is not unusual. He said the Council
had told him to attend the meeting, that he felt he was "being held hostage ", and
that he felt that an ethical and legal question may exist. He said he would rather
deal in cash than services, and $15,000 is max.
The Commission reviewed the situation and informed newer Commissioners of why things
were done the way they were. At the time they were making these decisions they
were also trying to purchase Silverwood Park property. At that time the cash flow
was extremely limited and the cost of the lookouts and the cost of the one acre
piece of property would have been deducted from the park dedication fee. The
financial status of the Park Capital Improvement Fund at that time would not allow
the reduction in park dedication fees.
The Commission does not feel that the 20' strip going toward Silver Lake is worth
much to them because when they accepted the property the idea was that it would
be a good place to put in a dock or lookout area to view Silver Lake and allow
launching of canoes. The fact that it is in between two new homes in Bruce's Silver
Ridge development pretty much precludes the idea of putting in a dock of any kind.
The fact that there are about 500' of bullruches between the end of the property
and the lake makes it impossible to launch canoes or to see the lake. They felt
the only possibility regareding this property would be to see if it is possible
to dredge a small channel through the bullrushes to open water to allow launching
of canoes and allow cross country skiing in the winter. This would require DNR
approval.
Laberee moved, Vogel seconded, to recommend to the Council that the Council negotiate
with Near Mountain, starting at $15,000, for a monetary amount, to be used only
in Silverwood Park. Motion carried unanimously.
SILVERWOOD PARR P LAN
Commissioner Laberee presented a preliminary design for the park.
Mr. and Mrs. Christensen, who are considering buying a lot bordering the park, were
present. mrs. Christensen expressed concern over hockey rink lighting too close
to the Covington Vine Ridge homes on the east side of the park. She appeared satis-
fied with the location shown on the preliminary design.

SILVERWOOD PARK PLAN - continued
The Commission studied the design and propsed two changes: to the parking
lot to the south so it will be parallel with the road, and to try to fit two tennis
courts in on the lower level, possibly back behind the parking lot. They also dis-
cussed a winter sliding area. They discussed a retaining wall backing for the
tennis courts. Laberee said walls made of boulders could be hazardous if over 4
in height because they are easy for children to climb, he suggested wood. He will
bring a revised plan to the next meeting.
When the plan is definately decided, with no changes to be made, it can be presented
to the City Administrator who will give it to the City engineer to draw up the
grading plan.

• LANDSCAPING DESIGN FOR PARRS
The Commission discussed landscaping in all City Parks:
Freeman Park Not ready, plan could be changed.
Badger Park Wait until decision on remodeling City Hall reached.
Silverwood Park Not ready
Vogel moved, Lindstrom seconded, to recommend to Council that a landscape architect
be hired to do landscaping plans for Manor Park and Cathcart Park, 8 hours apiece
or not to exceed a combined total of 16 hours. Motion carried unanimously.
*The Commission would like also to inform the Council that there are trees in Cathcart
that can probably be transplanted into Manor but in three years these trees will
be too large to transplant.
Commissioner Laberee offered, as a favor to the City, to do it for $35 an hour.

Tonka Bay and Shorewood staff worked together to compile the presented information.
The Commission rejected #3 and #4 because they were used docks, and #1 because of
lack of back history.
Commissioner Christensen has had a Crepeau dock for over ten years and has been
very satisfied with it.
Jeff Fox of Sery -A -Dock has Crepeau, Ecklof, and Sery -A -Dock set up on his site
in case anyone would like to compare docks.
Andrus moved, Vogel seconded, to recommend a Crepeau Dock be purchased. Motion
carried unanimously.
The Park Commission's recommendation will be passed on to the Tonka Bay Council
(they do not have a Park Commission), if they are in agreement it will be passed
on to Shorewood's Council, if they disagree Shorewood and Tonka Bay will work together
until they reach a satisfactory decision.
MANOR WARMING HOUSE /PAVILION
Commissioner Lindstrom has passed the original rough sketches of the warming house/
pavilion to an architect who will draw up rough preliminary sketches and cost esti-
• mates free of charge.
BADGER FOOTBALL FIELD /MANOR BALL FIELD
Commissioner Laberee visited Badger and Manor Parks with Don Wagner of Don's Sod
Service. Wagner will be presenting an updated estimate on Badger football field
and a new one on Manor field. Wagner's one concern was that originally scraping
the old fill off the field was part of the bid and if it is done by the City he
says the existing grade is good and he wants to make sure the grade remains and
that too much fill is not scraped off.

Commissioner Lindstrom reported that Public Works Director Zdrazil had suggested
plowing, discing, and seeding the large field in Freeman Park.
