FREEMAN PARK VISIT
COUNCIL CHAMBERS

The Park Commission met in Freeman Park at 6:00 to see what needs to be done. They
walked the trails and were pleased at the work Public Works has done on them. They
have cleared the trails, grubbing out brush, stumps, etc. and put down quite a
few woodchips. The Commission discussed what should be done. They feel they will
need 4 bridges on the trail system. Commissioner Laberee will present a bridge
plan that can be given to Public Works Director Zdrazil. He can look it over and
see if the bridges can be built by Public Works. Fitness trail equipment, benches,
and signs were also discussed. They looked at the drainage ditch from Shorewood
Oaks again. It has water flowing from Shorewood Oaks and standing in the ditch.
At one point one of the Commissioners pushed a branch to the bottom. It was about
half silt and half water and measured approximately 30 ". The sides up on the
Shorewood Oaks end of the ditch are deep, steep, and clay. Council Liaison Brancel
will talk to the Council about how hazardous the ditch is. They looked at the fill
dumped in the berm area. They want to know if Public Works is going to smooth out
the pockets in the fill or if a contractor has to do it. They walked through the
big open field and discussed the park plan for that area. They also looked at the
existing ballfields. Staff was asked to bring information on benches to the next
meeting.
CALL TO ORDER
Chairman Jakel called the meeting to order at 7:34 PM.
ROLL CALL
Present: Chairman Jakel, Commissioners Vogel, Lindstrom, Laberee, Christensen,
Andrus and Nicol; Council Liaison Brancel and Deputy Clerk Niccum
APPROVAL OF MINUTES
Laberee moved, Vogel seconded, to approve the minutes as written. Motion carried
unanimously.
MANOR AND BADGER FIELDS
Staff reported that Don Wagner of "Don's Sod Service" had been given a deadline
of Friday, April 3rd, 1987, to get his 1987 bids into the City for the work to be
done on the fields. Mr. Wagner did not turn in his bids.
The Commission discussed the other two bids and asked staff to tell Administrator
Vogt that they favored hiring C.G. Braun of "C.G. Braun Turf Farms" to do the work.
MANOR PARK VOLLEYBALL COURT
Chairman Jakel will contact Public Works Director Zdrazil and meet with him to show
him the location of the volleyball court. Zdrazil can then decide if City equipment
can do the job or if the work should be contracted out.

3. that any topsoil hauled in be free of any miscellaneous debris, roots, stumps,
etc.
4. that any fill which is hauled in be leveled properly.
Motion carried unanimously.
MANOR PARK WARMING HOUSE /PAVILION
Shortly before the Council meeting it was discovered that Ted Lepowsky was not a
registered architect with the State of Minnesota, therefore Chairman Jakel did not
present the request for payment of $350 to Lepowsky for drawings of Manor Park
warming house /pavilion. Meanwhile Staff contacted Commissioner Lindstrom with this
information. Commissioner Lindstrom talked to Lepowsky, Lepowsky is doing the
drawings, an architect he works with will sign them.
Laberee moved, Vogel seconded, to recommend to Council that payment to Ted Lepowsky
of $350 be made upon receipt of plans signed by an architect registered with the
State of Minnesota. Motion carried unanimously.
The Commission asked Staff to find out if the Conditional Use Permit request can
be re- entered on the May 5th, 1987, Planning Commission Agenda.
• SILVERWOOD PARK
Commissioner Laberee will bring the updated plan to the next meeting.
LANDSCAPING PLANS - MANOR AND CATHCART PARKS
Commissioner Laberee will bring the landscaping plans for Cathcart and Manor parks
to the next meeting.
GRANT
The Park Commission agreed with Administrator Vogt's suggestion that they try for
a grant for Silverwood Park this year because Freeman Park has been turned down
two years in a row. They then discussed what would be most likely to get grants
this year. They wondered if Freeman Park trails, fitness centers, benches, picnic
areas, etc. would have a better chance. They would like to know what Administrator
Vogt finds out.
RAILROAD CORRIDOR
The Park Commission again discussed the large size rock that presently is the base
on the corridor. They would like to do something to make it a smoother and safer
walking area for Shorewood residents. Chairman Jakel will se what he can do to
accomplish something about the situation.

The Commission also discussed the volleyball net, wondering if they should buy an
expensive net, keep it at City Hall, and require a deposit for use or buy a cheaper
one and leave it up permanently. They decided to go with the second choice. Next
year they will reconsider the situation based upon this years results.
PLAYGROUND AREAS - SAND AND BORDERING
The Commission discussed sand depth and whether or not to lay plastic to prevent
weed growth. Commissioner Laberee said 18" is a good depth. At this depth the
plastic wouldn't be necessary and the dirt doesn't get dug up and mixed with the
sand.
The Commission requests that Public Works Director Zdrazil get the following cost
estimates:
1. sand
2. timbers (CCA treated 5" x 6" wood)
3. labor
The Commission would like this information so that when the sand is being hauled
in for the volleyball court, it could be hauled for the playground at the same time.
CONTRACT MOWING
is If the City Council agrees to contract mowing, the Park Commission is willing to
have Administrator Vogt interview the lowest bidders and make the decision on who
does the work.
BRENTRIDGE - PRELIMINARY- PLAT AND REZONING
Laberee moved, Jakel seconded, to recommend to Council that park dedication fees
be accepted instead of land. Motion carried unanimously.
The Park Commission also requested that Council and Staff give consideration to
the 1980 Comprehensive Plan regarding acquiring land in that general area in case
of future development requests.
RIDGE POINT - PUD CONCEPT AND DEVELOPMENT STAGE
Lindstrom moved, Jakel seconded, to recommend to Council that park dedication fees
be accepted instead of land. Motion carried unanimously.
SHOREWOOD O ARS /FREEMAN PARK FILL
Laberee moved, Vogel seconded, to recommend to Council that fill be accepted from
Shorewood Oaks contingent upon the following:
1. that the areas where fill is needed in Freeman Park be stripped of topsoil,
that the removed topsoil be stockpiled and respread on top after fill is com-
pleted ........ the only way this would not apply would be if the fill being
hauled in is already topsoil.
2. that any clay material designated as fill be inspected by Shorewood's Engineer
and approved by same.

ROTARY MOWER
Council approved the Park Commission recommendation to have
Public Works Director Zdrazil rent a rotary mower per his
recommendation, and if the mower is needed more than once and
Zdrazil feels it would be wiser to buy one he will inform the
Park Commission.
TRAIL MATERIAL - FREEMAN PARK
Council approved the Park Commission recommendation to have
Public Works Director Zdrazil contact NSP for wood chils, that
Zdrazil designate dumpint location, and that Public Works spread
chips when they have time.
Public Works has been clearing trails, grubbing out stumps,
and clearing brush. They are also putting down woodchips as
they become available. They have also hauled out three truck-
loads of junk, including 3 car bodies, from the old farm property.
CLEAN -UP — FREEMAN PARK
Council approved the Park Commission recommendation for use
of Freeman Park for clean -up this year only, until they see
the results; that the mess be cleaned up as soon as possible;
and that any damage to the roads be repaired by the City - not
at Park Commission expense.
The Spring Clean -up will be held Saturday and Sunday, April
25th and 26th.

0 BADGER AND MANOR FIELDS
Council approved the Park Commission recommendation that "Don's
Sod Service" be hired to do Badger field at last year's price
of $ 3,350, and that he also be hired to do Manor field if his
quote is deemed reasonable by Administrator Vogt - this includes
1" or 2" of topsoil - whatever is needed.
As of this time no updated quote has been received from Wagner.
If none is received by Friday, April 3rd, a new contractor will
be chosen so the work is accomplished as soon as possible.
It has been determined that quick action is necessary in order
to get the job done on the fields. You will be informed of
the new contractor and price if Don's proposal falls through.
CRESCENT BEACH DOCK
Council approved the dock. On Friday, March 27th, Jeff Fox
of Sery -A -Dock came into City Hall with the bill and a form
for the City to sign. The form would have released him of any
liability as a result of the dock being placed at Crescent
Beach. Our City Attorney informed Mr. Fox that the City could
not sign such an agreement releasing Sery -A -Dock from any and
all liability. Mr. Fox then withdrew his quote. We are now
dealing with Rick Niccum of Crepeau Docks. Because of the
change the dock issue has to be represented to the Tonka Bay
go Council. This will hopefully be only a formality.
BADGER PARK WARMING HOUSE - STAINING
Council approved the Park Commission recommendation that Public
Works Director Zdrazil be given free reign to do whatever he
deems necessary to stain the warming house.
MANOR WARMING HOUSE /PAVILION
Council turned down the Park Commission's request to pay $350
to have the plans drawn when it came to light that the person
doing the plans is not a registered architect. This is a re-
quirement stated by Building Official Nielsen and confirmed
by the State.
Staff has checked with two other registered architects. They
have both quoted prices of around $2,000 for drawing the plans.
Staff looks for action relative to this project so that plans
are drawn and construction begun soon in order to have a warm-
ing house built on time for this coming skating season.
Remember, the plans must be signed by a registered architect.
It appears as though the going rate will be in the $2,000
range. It might be worth it to direct staff to find a suitable
architect with a cost not to exceed $2,000. If you have a
• registered architect in mind let staff know and we will check
to make sure of proper registration.

Again, positive action is necessary as soon as possible in order
to get this project done prior to skating season. It is expected
to take 4 to 8 weeks to get plans done once an architect is
hired.
CONTRACT MOWING - PARKS
Due to the mowing problems which occured last year, staff is
looking into the possibility of contracting with a provate firm
to perform the City's mowing services.
Six estimates have been received regarding such mowing. Public
Work's costs are estimated at approximately $10,000 per year.
The City wishes to stay close to or below this figure if possible.
Some estimates received make this possible.
The mowing season this year is a month ahead of normal due to
the warm weather. If you concur with staff relative to contract
mowing, recommending the Council to direct staff, it would be
wise to take action to expedite this as soon as possible.
Possible applicants would be carefully screened to see exactly
what they are offering for their fee.
• BRENTRIDGE - PRELIMINARY PLAT AND REZONING
Applicant: United Mortgage
25.9 acres approximately 150' east of Howards Point Road and
250' north of Smithtown Road
26 lots proposed
You will be asked for a park dedication recommendation at the
April 6th meeting. You will receive more information before
the meeting from Planner Nielsen.
RIDGE POINT PUD CONCEPT AND DEVELOPMENT STAGE
Applicant: Lake Minnetonka Homes, Inc.
5.15 acres approximately 250' east of Country Club Road and
150' south of Echo Road
3 lots proposed
You will also be asked for a park dedication recommendation
at the April 6th meeting on this one. Additonal material
will be given to you before the meeting by Planner Nielsen.
SHOREWOOD OAKS
The final plat was approved. $36,500 in park dedication fees

• SHOREWOOD OAKS /FREEMAN PARK — FILL
The sketch to show a travel route through the park, without
going on the roads, will not be presented at the April 6th
meeting. The contractor and Shorewood's Engineer will work
together on one after the contract is awarded and present it
at a later date. It has been determined that any propsed route
must either follow an already existing path, the new drainage
way, or roads into the park. No additional trees will be allowed
to be removed other than those absolutely necessary for construct-
ion of the storm sewer. Any damage to park roads would be repaired
by the contractor at no cost to the City.

** MANOR WARMING HOUSE /PAVILION
Christensen moved, Lindstrom seconded, to proceed with the
plans for the warming house /pavilion subject to comments
• received at this meeting from the Commission; subject to
Planner's approval; and with the understanding that the bath-
room plumbing be stubbed in at time of building but handicapped
bathrooms not be put in at that time. They recommend that
the Council approve the amount of $350 for drawing of all the
plans except the site plan. The following are the comments
recommended this evening:
1. Carry the vaulted ceiling all the way through the warming
house as well as the pavilion.
2. That an emergency exit be provided on the pavilion side
only if deemed necessary by the Planner.
3. Not plan for oversize handicapped bathrooms at this time.
4. Plexiglas window
