CALL TO ORDER
Chairman Jakel called the meeting to order at 7:00 PM.

Warming House /Pavilion
The Commission measured off the location for the warming house /pavilion. They
measured 35' from manhole 49 -17 to reach the property line, then measured another
50' to meet the setback requirements. The proposed 34' x 58' concrete slab will
be 50' from the front property line (facing Manor Road) and 35' east from the
ponds high water level. The 35' setback from the pond was done this way for two
reasons - to move the north end of the slab farther away from the drainage ditch,
and to allow enough room for trucks to enter the pond for winter plowing.
Property offered for City purchase - 5125 Suburban Drive
• Mr. Robert Walz of 5125 Suburban Drive met the Park Commission at Manor Park to
ask them if they would be interested in purchasing part of his lot. His family
has grown up and left home and he has not used the back of his property for
pasture in the last three years. The property referred to abutts the Manor Park
property on the north side of the pond and the west side of the tennis courts.
Mr. Walz pointed out the general area and said he thought it was approximately
27,000 sq. ft. in size. He told the Commission that he was suprised that when
the City condemned the two lots to the east of the Park that he was not approached.
Jakel asked him what price he wanted but never received an answer.
The Commission thanked Mr. Walz for his time and told him they would discuss
the issue when the continued their meeting at City Hall.
Volleyball Court
Staff reported that Public Works Director Zdrazil recommended placing the volleyball
court on the north side of the drainage ditch. Zdrazil also said the work could
be done by the Public Works Department.

Volleyball Court - continued
Jakel moved, Vogel seconded, to recommend to Council that a 36' x 60' volleyball
court, with 18" - 24" of sand, be built in Manor Park at least 50', if possible,
east of the pond and 10' north of the drainage ditch. The court must have a
minimum setback of 15' from the warming house /pavilion according to Ordinance.
Motion carried unanimously.
Vogel moved, Andrus seconded, to recommend to Council that the motion of June 16th,
1986, requesting a $900 maximum cost be updated to a maximum cost of $1800 to
cover:
- 220 Tons of sand 24" deep
- 192' of treated 5" x 6" edging to be sunk even with the grass line
1 net - 3' x 32', 4" square mesh, 921 size dark, natural or synthetic cord,
with a double thickness sewn along the entire length of
the net and a 1/8" x 1/16" cable along the top.
(the net should be 7' 4 1/8" to 7' 11 1/8 ")
- 2 poles - possibly stainless steel or galvanized, about 30' of pipe
- Concrete - base for poles
Motion carried unanimously.
• Play Area - Edging and Sand
The Commission measured around the playground area at Manor to see how big an
area they wish to enclose with timbers and sand.
Jakel moved, Andrus seconded, to recommend to Council that an area, edged with
5" x 6" treated timbers and filled with approximately 18" of concrete sand, be
built around the playground equipment in the park. The shape would be an oblong
octagon clearing all equipment by 8'. The four corners of the octagon would
each consist of one 8' section of wood. They would like to have this done at
the same time as the volleyball court so all the sand can be hauled at one time.
They also request that Public Works Director Zdrazil inform then of the total
cost so they can decide if they can do the same thing to the playground equipment
in Cathcart and Badger parks. Motion carried unanimously.
Warming House /Pavilion
No plans were presented.
Pond
Andrus moved, Nicol seconded, to recommend to Council that Public Works Director
Zdrazil cut the weeds around Manor Park pond per his recommendation in order to
do a better job of maintaining the pond. Motion carried unanimously.
Landscaping Plans
Commissioner Laberee will try to have the plans ready for the next meeting.
• Ballfield Update
Staff reported that Council approved the Commissions request to have C.G. Braun
Turf Farm put down 3" of= :tops_oi.l,seed, fertilize and mulch the field for a cost
not to exceed $9,750. Administrator Vogt will handle procedure.

• BADGER FIELD UPDATE
Staff reported that Council approved the Commission request to have C.G. Braun
Turf Farm put down 2" of topsoil and sod Badger Field at a cost not to exceed
$8,150. Administrator Vogt will handle procedures. They plan to start later
this week or next Monday. The City of Excelsior has a large sprinkler that can
be used for watering.
CONTRACT MOWING UPDATE
Staff reported that Council had authorized Administrator Vogt to go ahead and
interview the 3 or 4 lowest bidders to see what they are offering for the amount
of money they quoted. Sue and Don will sit in on the interviews. Christmas Lake
Access with have to be added to the amounts as it was not on the original request.
The City Hall and house mowing will be removed from the park fund billing.
BRENTRIDGE - TRAILS
Andrus moved, Vogel seconded, to recommend to Council that in addition to the
park dedication fee requested in the minutes of April 6, 1987, the City should
require trail easements along the westerly edge of the wetland area. These trail
easements should extend westward to Brentridge Lane to provide pedestrian and
cross - country skiing access to the wetland. Motion carried unanimously.
COMPREHENSIVE PLAN - REQUEST FOR CHANGE
• The Park Commission requests that the Council, Planning Commission, and staff
disregard the statement in the Comprehensive Plan asking for park property
west of Howards Point Road and instead consider property not only west of Howards
Point Road but also east of Howards Point Road in the general vicinity
SILVERWOOD PARR PLAN
Commissioner Laberee presented the Silverwood Park plan along with a grading plan.
He said he did not do the cut and fill computations.
Christensen moved, Nicol seconded, to approve the Preliminary Site Plan as a Final
Site Plan regarding the location of:
- the pond
- the softball field
- the hockey rink
- the tennis court
- the building
- the parking lot
- the pump house
- the sliding area
The picnic area and the playground area are not shown on the plan, they will be
located on top of the hill and placed on the existing grades. Motion carried
unanimously. Commissioners present, Jakel, Vogel, Laberee, Christensen, Andrus
and Nicol, signed the plan approving it as the final park plan.
Commissioner Laberee presented his orininal plan and grading overlay to be used
to make copies. He would like to have the originals returned to him.

FREEMAN PARR
Staff reported that the pipe installation coming out of Shorewood Oaks into Freeman
Park is now a City project. This means the City bonds, advertises for bids, accepts
them, holds the pre - construction meetings, and our City Engineer does all the
inspections. All costs will be paid by the owner of Shorewood Oaks by special
assessment. The entire project is a 1.5 million dollar project.
Ditch Update
- Staff reported that the City crew will dig out a narrow trench long enough to
drain standing water out of the ditch. Installation of the pipe and restoration
of the area were given high priority at the request of the Park Commission, as
a result they will be done first. Construction will begin in about a month.
The contractor will not be paid until the job is done right. No unnecessary removal
of trees will be done. Please remember, it will look worse before it looks
better, have patience and wait for the end result.
Berm Update
Public Works Director Zdrazil reports that the berm has been "shaped" as requested.
Highway 7 Entrance Plan
Planner Nielsen's recommendation is to follow the plans drawn by Anne Bronken
of Northwest Associated Consultants for both the Eureka Entrance and the Highway 7
Entrance.
Jakel moved, Laberee seconded, to recommend to Council that Public Works Director
Zdrazil look at the plans drawn by Anne Bronken to see if the work can be done
by the city crew using these plans, if they cannot do it, that Administrator Vogt
pursue contracting it out, and that he return to the Park Commission with his
recommendation and some estimates. Motin carried unanimously.
BMX Track
Christensen moved, Laberee seconded, to recommend to Council that the area be
• cleaned up, and that all manmade objects (tower, etc) be removed excluding the
starting gate, tires embedded in the ground, and the actual track; that the
bleachers be checked to see if they are repairable and if they are, that they
be repaired and moved to Badger Park for use by the football field. Motion
carried unanimously.

0 FREEMAN PARK / SHOREWOOD OAKS FILL
Staff explained that if the fill from Shorewood Oaks were to follow a route through
the park, it would be the same route that the pipe would take. In order to follow
this route construction would have to be delayed for 3 -4 months in this area
because if the pipe were installed first, it could not withstand the weight of
the trucks hauling fill on a steady basis. Due to the request by the Commission
to resolve the ditch problem as soon as possible, the decision was made to go
ahead with construction.
Laberee moved, Vogel seconded, to recommend to Council that Administrator Vogt
negotiate with the contractor regarding fill for Freeman Park, keeping in mind
the following from a motion made April 6, 1987:
1. that the areas where fill is needed in Freeman Park be stripped of topsoil,
that the removed topsoil be stockpiled an re- spread on top after fill is
completed ......... the only way this would not apply would be if the fill
being hauled in is already topsoil.
2. that any clay material designated as fill be inspected by Shrewood's
Engineer and approved by same.
3. that any topsoil hauled in be free of any miscellaneous debris, roots,
stumps, etc.
4. that any fill which is hauled in be leveled properly.
And that Administrator Vogt keep the Commission informed and approach them if
i s problems arise. Motion carried unanimously.
Laberee moved, Nicol seconded, to recommend to Gounc_i1 that Administrator Vogt
approach the approved contractor with a proposal that he subcontract to do the
grading and berms in Freeman Park, and that he let the Commission know what it
would cost. Motion carried unanimously.
FREEMAN PARK GRADING PLAN
The Commission would like to see the grading plan done by OSM last year at their
next meeting.
CATHCART PARK
Well
Christensen moved, Nicol seconded, to recommend to Council that Public Works
Director go ahead and repair the well at Cathcart per his recommendation. Motion
carried unanimously.
Landscape Plan
Commissioner Laberee will try to have the landscape plan for the next meeting.

• The City of Tonka Bay agreed to go along with a Crepeau Dock. The dock and the
signs have been ordered. Tonka Bay will pay one -half the cost.

• GRANT INFORMATION UPDATE
Due to the fact that the grant application was only received a couple weeks ago,
it is impossible to do a good job putting one together in time to meet the
May 4th deadline. Administrator Vogt feels Silverwood Park is the best choice
and suggest trying for it next year.
FINANCES
The Commission would like to know if the bookkeeper Swankl has the park hours
in the computer. They also want to know all expenses each month.
MAPS OF ALL PARRS MADE FOR COMMISSION USE
Council Liaison Brancel suggested having maps of all the parks bonded onto some
type of backing with a replaceable overlay so the Commission can keep track of
what has to be done and what has been done in the parks. Sue was asked to do
this.
SIGNS - FREEMAN PARR - HIGHWAY 7 ENTRANCE
Commissioner Laberee will meet with Public Works Director Zdrazil some time this
week to show him where to relocate the wooden existing "Freeman Park" signs
so they can be done in time for "spring Cleanup ".
