CALL TO ORDER
Chairman Jakel called the meeting to order at 7:02 PM.

PARK DEDI CATION RECOMMENDATION - TOWNE ADDITION - 24740 SMITHTOWN ROAD - 10 LOTS
Laberee moved, Andrus seconded, to accept money instead of land as park dedication.
Motion carried unanimously.
LANDSCAPING PLANS - CATHCART AND MANOR PARKS
Commissioner Laberee presented the plan for Cathcart Park. On the plans a proposed
driveway was shown on the west side of the park. Laberee was not aware that this
is a private road. After discussing the issue the Commission mentioned the possibility
• of placing a parking lot behind the ballfield on the east side of the park instead.
This would put the entrance on Church Road and require Chanhassen's approval.
Also shown on the plan was extended play area and small picnic areas within the
park. The landscaping plan moved existing trees and also used quite a bit of
shrubbery around the perimeter of the park. Mark said the cost would probably
be around $10,000 for landscaping as shown on the plan. He also said it cannot
be done until next spring. This will be discussed gradually over the coming season.
FREEMAN PARK ENTRANCE
Staff reported that she had spoken with Herb Strom, the gentleman that did the
City of Shorewood signs. Due to the fact that the road locations, both the one
coming off of State Highway #7 and the one coming off of Eureka Road, are no
longer in the same area they were when the concept plan was done by Anne Bronkin,
the Park Commission will have to look over the plan and decide what changes they
wish to make.
The Commission reviewed I the entrance plans.
Laberee moved, Vogel seconded, to recommend to Council that the road remain in
its existing location, that it be widened to 30' in width, that it be extended
30' into the park, that the 6' island shown on Bronkin's plans be installed with
the sign in the center, that the 3 posts and gate be installed, as well as one
free standing post on each side, and that the road be paved with a 3" base coat
of blacktop. Later another 3" of blacktop will be put on to finish the road.
They ask that Planner Nielsen look at the proposed sign location to see if it
• meets the Ordinance requirements, and will not block the sight line; and that
he also look at the way the corners are cut on the plan and redesign them to
give more turning room. Motion carried unanimously.

Laberee moved, Andrus seconded, to accept cash instead of land as park dedication.
Motion carried unanimously.
FREEMAN PARK TR AIL - THREE- WHEELER PROBLEM
The Commission discussed the problem of three wheeler's tearing up the trail.
Staff reported SLMPSD's John Hodgdon agreed that posting signs on the trail is
a good idea. He also suggested that the newspaper article be addressed to the
parents because it is kids that are doing the riding.
Christensen moved, seconded by Laberee, that at least 4 signs be purchased and
placed on the trails, signs to stipulate fine amount in dollar value, that the
wordage and amounts be checked with the Administrator, Attorney, and SLMPSD, and
that articles be written to the papers, articles to be addressed to parents.
Motion carried unanimously.
SILVERWOOD PARK
Staff reported that there will be a hearing tomorrow night (5/5/87) before the
Planning Commission regarding the pumphouse. The Commission reviewed two plans
that are proposed for the area which included the pumphouse, water and sewer
lines, parking lot and driveway (partial), grading, and landscaping. There was
• a Council meeting taking place and Administrator Vogt and Engineer Norton stopped
by to see if there were any additional questions they could answer. Administrator
Vogt explained that the Park Commission has money coming from the City because
the pumphouse is on park property, the water line, sewer line, and part of the
parking lot cost will be subtracted from this amount, the reason for this being
that if the park was not there the water line, sewer line, and extra parking
would not be necessary. The Commission would like to see a little more land -
scaping around the pumphouse.
Commissioner Nicol, who was not present, requested the Commission to consider
deepening the pond area in June because the low water situation presents a perfect
oportunity to do so. The Commission agreed with Nicol.
FREEMAN PARK GRADING PLAN
The Commission reviewed the Freeman Park grading plan done last year by OSM.

The Commission will work on this at a later date.

The Commission discussed putting grills in Manor Park. They decided to wait until
more work is done in the park. They picked out the grill they intend to use,
it is heavy, permanent, and rotates 180 degrees.

0 PARR BENCHES - BRIDGES - FREEMAN PARR
The Commission looked at catalogs to see what type of bench might meet their needs.
One of the Commissioners suggested very rustic benches made out of large logs
cut in half, with the "legs" also logs that are cut in half, notched together
in the fashion of a log cabin. They also felt the needed bridges could be built
in the same manner, rustic, and of logs. One of the Commissioners is going to
approach the Boy Scouts to see if they would take both the benches and the bridges
on as a project.
BADGER PARR FOOTBALL FIE
Commissioner Laberee said he has looked at the football field. He said he walked
around the field and there were a lot of air pockets, he feels it needs to be
rolled. He suggested C.G. Braun be contacted, he thought they might come out
and do it for nothing. He also suggested top- dressing and seeding around the
edges.
ORDINANCES DISPLAYED IN PARRS
It was suggested that the entire park ordinance, plus a map of that particular
park, be installed eventually in every park. The idea is to contact a glass
company, have them build a frame with glass on each side so the ordinance and
map would be enclosed and weatherproofed. Glass was chosen because plastic can
• be scratched, the glass they were referring to is very thick. They will install
the first one in Manor Park when all the improvements are done.
FINANCES
The Commission received reports from the financial statement, as well as the total
hours worked so far this year by Public Works and Sue. A Park Dedication fee
of $2,000 was received from R.W. Reutiman.

MEMORANDUM

RE: MISCELLANEOUS PARK ISSUES
MANOR PARK WARMING HOUSE /PAVILION
This will go before the Planning Commission Tuesday, May 5, 1987, for
approval of the Conditional Use Permit.
• MANOR PARK VOLLEYBALL COURT
Council approved an expenditure not to exceed $1800. Work will begin after
the road restrictions are lifted.
MANOR PARK PLAY AREA
Council approved an expenditure not to exceed $1800. Work on this will begin
after weight restrictions lift.
MANOR PARK BALLFIELD
Work by C.G. Braun Turf Farms will begin after May 1 when the weight
restrictions lift. They will seed, fertilize and mulch the field.
BADGER FOOTBALL FIELD UPDATE
C.G. Braun has completed work on the football field. It is being watered
daily.
CONTRACT MOWING OF PARKS
Council approved the contract mowing. The work will be done by G.T. Commercial
Services Inc., 16159 Valley View Road, Eden Prairie, for $850 a month,
approximately $5000 for the year.
*Mr. Trainer of G.T. has now requested an additional $250 per month to do the
Christmas Lake Access. Administrator Vogt is negotiating with him to lower
the price. If he will not come down in price, the Public Works crew may
end up doing the mowing.

0 PARK MAPS
I am working on getting the park maps together. They have to go to Albinsons
to be copied, then somewhere else to be bonded. I will get them to you as
soon as they're done.
BADGER WARMING HOUSE
The warming house has been stained at a total cost of approximately $750.
SILVERWOOD PARK PDMPHOUSE
Engineer Jim Norton will be giving a rather lenghty presentation on the pump -
house at Tuesday night's (4/5/87) meeting of the Planning Commission. He
will discuss landscaping, the driveway entrance and parking, etc. if any
of you care to attend. It will be a Public Hearing for a Conditional Use
Permit.
BM% TRACK
Council was concerned about liability if the track remains. City Attorney
Froberg will check into it. The tower, building, etc. are being removed
right now by the Public Works crew.
SHOREWOOD OAKS /FREEMAN PARK
• Bids have been taken by the City. If all goes well the contract will be
awarded Monday night. Dan will then bring up the Park Commission's requests.
FREEMAN PARK - THREE- WHEELER PROBLEM
I talked to John Hodgdon of SLMPSD and he had two suggestions:
I. placing signs on the trails
2. a newspaper article directed at parents (he says it is kids)
FREEMAN PARK ENTRANCES
I have contacted Harvey Strom, the person that did the signs for City Hall.
He should be coming in today with some figures. I will report on this
Monday evening.
