PARK COMMISSION MEETING

CALL TO ORDER

The meeting was called to order at 7:10 PM by Chairman Jakel.
ROLL CALL
Present: Chairman Jakel, Commissioners Vogel, Lindstrom, and Christensen;
Council Liaison Brancel; and Park Assistant Niccum
Absent: Commissioners Laberee, Nicol, and Andrus
APPROVAL OF MINUTES
Vogel moved, Christensen seconded, to approve the minutes as written. Motion
carried unanimously.
SILVERWOOD PARR - PARKI LOT
The Commission reviewed the plans for Silverwood Park. They discussed the pros
and cons of having water and sewer. Commissioner Lindstrom said he is not in
favor of concrete curbing because he feels it channels all the runoff directly
on course to the Mississippi River instead of letting it dissipate into the ground
• to provide moisture where needed, he did agree in this case that the curbing fit
the neighborhood.
Staff provided the following approximate figures for Commission consideration:
Figures relating to the pumphouse part of the property:
Parking Lot $ 3,400.
Curb /Gutter 600.
Water 5,600.
Sewer 10,400.
$20,000.
Due to the fact that the "City" owes the "Park Fund" for use of the property
for the pump house, the Park Commission was asked to consider a "trade ", meaning
that services listed above would be exchanged in lieu of cash owed to the "Park
Fund ". This way the "Park Fund" would not have to pay the additional costs
due to the "City" for services to be used in the park.
Figures relating to the park property where additional parking will be placed.
This entire amount to be paid for out of PCIF.
Parking Lot $ 8,800.
Curb /Gutter 3,000.
Gravel Fill 4,000.

. SILVERWOOD PARKING LOT - continued
Vogel moved, Christensen seconded, to recommend to the Council that the money
be taken from the PCIF to finish the portion of the parking lot that is on park
property at the same time the pump house parkingis done. Motion carried unanimously.
Christensen moved, Vogel seconded, to recommend to Council that the complete grading
of Silverwood Park, including the work on the pond, be done at the same time the
parking lots are done. Motion carried unanimously.
WESTWOOD 4TH ADDITION - RECONSIDERATION OF PARK DEDICATION
At the Council meeting of May 11th, 1987, Planner Nielsen reviewed Mr. Bernie
Eisenreich's request to divide up his present homestead into 5 lots that met
zoning requirements. The Planning Commission had recommended approval. Mr.
Eisenreich had redesigned his subdivision to incorporate a 40' x 147' tot lot
as requested by the residents on Star Lane, in lieu of park fund fees. Mayor
Rascop requested the Park Commission opinion on this lot and whether they would
want this lot or whether it should be an association park. Council moved to
recommend approval subject to Planner's recommendations and conditioned upon the
Park Commission's recommendations.
The Park Commission discussed the City Attorney's confirmation that City property
cannot be donated, that it must be sold at a fair market value.
• Mr. Bernie Eisenreich was present to describe the lot and to answer any questions.
The Commission reviewed the fact that their Comprehensive Plan is opposed to
accepting any amount of land under 2 acres for a tot lot.
Jakel moved, Christensen seconded, to recommend to the Council that the Council
uphold thee-Park Commission's original motion of May 4, 1987, asking for cash in
lieu of land as the park dedication fee. They also recommend to Council that
they recommend to the homeowners that they negotiate directly with the developer
regarding the tot lot, that they are not opposed to the idea of the tot lot.
Also that some type of written maintenance agreement be suggested. Motion carried
unanimously.
CATHC.. PARR - SEWER ASSESSM
Vogel moved, Christensen seconded, to recommend to Council that they are in agreement
with Administrator Vogt's letter of May 12, 1987, to Mr. Gary G. Warren, P.E.,
City Engineer for the City of Chanhassen. They do not feel that additional
sanitary sewer would benefit the park property. Motion carried unanimously.
MANOR LANDSCAPING PLAN
Commissioner Laberee was not present. No plan was received.
MANOR PARK WARMING HOUSE /PAVILION
• Commissioner Lindstrom has spoken with Ted Lepowsky. He will have the building
plans done by June 1, 1987.

• FREEMAN PARK - EUREKA ROAD ENTRANCE
Chairman Jakel will contact Commissioner Laberee and Public Works Director Zdrazil
regarding the staking of the entrance road.
CATHCART PARK - BASKETBALL COURT
The Commission would like to have Zdrazil contact Bill Dawson and ask him how
much it would cost to overlay the basketball court at Cathcart Park.
FREEMAN PARK FILL
Commissioner Lindstrom requested that staff talk to Administrator Vogt about
removing the trees in the field and making sure that fill is placed in that area.
He would also like to know how much the fill will raise the area.
COUNCIL LIAISON FOR MAY 26. 1987
Vogel will be the Liaison.
Vogel moved, Christensen seconded, to adjourn at 8:28 PM. Motion carried unanimously.

MEMORANDUM
TO: PARR COMMISSION AND CITY COUNCIL

RE: MISCELLANEOUS PARR ISSUES
MANOR PARR WARMING HOUSE /PAVILION
. The Conditional Use Permit for the warming house /pavilion was approved
by both the Planning Commission and the City Council. The door on the
warming house must open outward, it is the suggestion of Planner Nielsen
that double doors be put in. The doors would be situated so when you
entered the building you would use the right door, and when you exited
the building you would use the right door. Mr. Ted Lepowsky can now
be asked to finish the construction plans.
SILVERWOOD PUMP HOUSE
The Council approved the Conditional Use Permit for the pumphouse.
Bids will be taken May 26th. Administrator Vogt will try to get cost
estimates on the sewer line, water line, and additional parking from
Engineer Norton.
The additional Darkine area needed for the park will be on your agenda.
The question being do you want this part of the parking lot done at
the same time the entrance and pumphouse parking is done?

FREEMAN PARK - THREE - WHEELER NEWS ARTICLE
The news article has been written, checked by the Administrator, SLMPSD,
and our Attorney. The article has been sent to the Sun and the Sailor.
SILVERWOOD PARK - DEEPENING POND
Administrator Vogt will talk to Engineer Norton about doing a cut and
fill plan for this area so the work can be done on the pond.
MANOR PARK VOLLEYBALL COURT
Public Works Director Zdrazil will try to get to the volleyball court
before June lst. If he cannot do so because of their busy road patching
schedule he will let me know and I will contact you.
MANOR PARK PLAYGROUND SAND AND EDGING
Zdrazil will see how the volleyball court goes, if they can do it,
how much time it takes, and if they have time to do it-before he makes
a decision on whether the crew can do it or if it will have to be
contracted out.
FREEMAN PARK - EUREKA ROAD ENTRANCE
• Zdrazil asks that the Park Commission stake out the road so he can
look it over and decide if P blic Works can do it. Planner Nielsen
is looking over the entrance -plan and will cut back the corners and
check to see if the sign will cause an obstruction problem.
CATHCART WELL
Nothing has been done on this yet. Estimates for repair cannot be
given until the well is torn apart to see what is causeing the problem.
CATHCART PARK BASKETBALL COURT
Zdrazil would like to know if any of the Commissioners are experienced
regarding basketball court surfaces, and if so, how they suggest finishing
the court.
