MINUTES
CALL TO ORDER
Chairman Jakel called the meeting to order at 7:15 PM.

APPROVAL OF MINUTES
Andrus moved, Laberee seconded, to approve the minutes of June 15, 1987, as
written. Motion carried unanimously.
Andrus suggested that the telephone poles mentioned in the last minutes be
used for the bridges in Freeman Park.
Sue reported that Staff would rather have the bridges built professionally, than
• by the road crew or the Boy Scouts, due to possible liability problems.
Laberee will bring the bridge plan to the next meeting so that Staff can look
it over.
MANOR PARK WARMING HOUSE /PAVILION
Mr. Lepowsky will try to present the signed plans at the next meeting. In the
mean time, the Park Commission asks that he present the unapproved plans to
Lyman Lumber and Scherer Brothers in order to receive estimates on the cost of
materials. This will give them an idea of total cost, and where to go from here.
FREEMAN PARK MASTER PLAN
The Commission discussed the existing master plan. Commissioners present said
they had tried various ways of rearranging the ballfields but could not figure
out another way to place them. Commissioner Andrus presented one rearrangement.
Sue will give this arrangement to Administrator Vogt and ask him to get an
estimate from Engineer Norton on the cost of changing the grading plan for a
this or a similar rearrangement. Meanwhile the Commission will continue to
work on other ideas to present at the next meeting.
MANOR PARK LANDSCAPE PLAN
Commissioner Laberee presented the landscape plan for Manor Park done by Eric
Owen and Assoc. He pointed out the various plantings, explaining that they
• would provide color all four seasons of the year. He also showed how they
would screen various areas.

0 CATHCART PARR PARKING LOT
The Commission discussed putting a parking lot in the northeast corner of
Cathcart Park. Commissioner Laberee said that moving the ballfield could prove
to be expensive, plus shutting down the use of the field for a year or two.
Chairman Jakel expressed concern over the present placement of home plate,
and the amount of traffic using Church Road and West 62nd Street. Screening
the field was discussed but it was felt that children might dart out from
between the screening and create an even more hazardous situation. The idea
of putting in a gravel parking area was also discussed. Discussion will
continue on this topic at a later meeting.
MANOR PARK PROPOSED PARK LAND
Staff explained what is currently going on with the property offered to the
City as parkland by Mr. Walz. Right now the City is waiting for a survey in
order to find out exactly how much property he will have available. The
Park Commission felt that $30,000 was too steep a price for 30,000 sq. ft.
They ask that Administrator Vogt continue to negotiate with Mr. Walz to see
what price can be reached.
1988 PROPOSED EXPENSES
• The Commission will present these at the next meeting.
REPORTS
Brentridge
Council Liaison Brancel reported on the Brentridge Addition. She said that
two easements had been offered with a 26 lot proposal. The Council preferred
a 24 lot Addition. With the 24 lot Addition the developer was only willing
to give one easement, either on the north or on the south. The southern ease -
ment was chosen because there_ was more room on_ that _ end and less lot disruption.
This gives a trail easement along the southern edge of the development leading
to the wetlands that is 20' wide, and the wetlands themselves.
Near Mountain - Fill removal
Council Liaison Brancel mentioned that fill was being hauled out of Near Mountain
and up Covington Road, possibly into Silver Ridge. She asked Sue to check with
Administrator Vogt to see if he knows what the situation is.
Hot Air Balloon Launching Request
Council Liaison Brancel said that Adventure Balloons is looking for a place
to launch their hot air balloons. She asked if the Commission would consider
balloon launching from Manor and Freeman Parks. The Commission was concerned
about driving on the grass. They asked Sue to ask Administrator Vogt to check
on liability and the idea of permits. They did not feel there should be a
• charge for the permits.

Silverwood Park Fill
Brancel asked for an update on the fill situation at Silverwood Park. Sue
told her that as far as she knew Staff was working on trying to send any
excess fill from Shorewood Oaks to Silverwood Park. This depends on whether
they will haul it that far. She also said that she had thought the fill from
any park work at Manor Park might be hauled to Silverwood.
Freeman Park Fill
Administrator Vogt said that more fill is being hauled into Freeman Park. They
will haul up to the 26,000 cu. yds. required by the grading plan. Vogt said they
will dump the clay in the northeast corner and separate the black dirt and put
it in another area.
Manor Park Volleyball Court /playground
Estimates were received from C. G. Braun and Lan -De -Con. After looking over
the estimates and the increase because of contractual service, the Commission
decided to wait with the playgrounds, and to make a change in the volleyball
court specifications. Sue had talked to the University of Minnesota about
their courts, and they recommended some of the following:
Dig out 5" - 56' x 80'
• Use 5" x 6" Timbers - staked in - 2 24" stakes per tie
6" fine washed sand (They said this was important -they used the wrong sand)
Requests for new estimates will be requested from G. G. Bran and Lan -De -Con.
Laberee moved, Vogel seconded, to recommend to Council that they increase the
amount for the volleyball court from $1800 to $2500, an increase of $700,
due to the change from the work being done by the public works crew to the
work being done contractually. Motion carried unanimously.
Crescent Beach
Sue said she'd been down to the beach today and didn't see any weeds. Brancel
said she was there two days last week and the weeds were so bad in the afternoon
that she is now going to another beach. Sue will check with the Public Works
Crews and see what they have noticed regarding weeds.
Badger Hockey Rink
Public Works Director Zdrazil recommended completely rebuilding the hockey rink.
When the decision is made on City Hall addition, and the City Hall /Badger Park
Improvement Plan has been approved, this can be done.
Minimum Wage /Rink Attendants
The minimum wage changes will be co #tired by the existing wage scale.
E ureka Road Entrance
• The survey to determine property lines and setbacks will be done within 10 days.
at a cost of around $1000. The Commission decided to use 10" cedar posts, with
the gate and one post on each side.

At the June 15th meeting the Freeman Park Master Plan was
discussed. The idea is to take 1 master plan and cut out the
various proposed athletic facilities and the parking lot,
rearrange them according to your suggestions, AND HAVE YOUR
PROPOSED SUGGESTIONS READY FOR THE NEXT MEETING.
The following issues were discussed:
Having the ballfields close together would save on fencing and
expenses, plus locating all "like" activities in one area.
Parking lot should be convenient to various activities.
Shelter should be convenient to various activities.
Hockey and Free Skating rinks -mud problem could be created
when located in center of activities.
0 Don't forget warming house will be in shelter building.

Mr. Walz is asking approximately $30,000, $1 a square foot, for the

SILVERWOOD PARR - PUMPROUSE
They will begin building the pumphouse within a couple weeks. The
map enclosed within the packet will show you the work boundaries.
Administrator Vogt has already spoken to them about any fill they
may have and where to put it.
1988 PROPOSED EXPENSES
Enclosed in your packet is a copy of the "Parks and Recreation
Capital Improvements Program ", along with a sheet for "Projected
Expenses for 1988 ". Please review the "Parks and Recreation
Capital Improvements Program" sheet and see if you have any

MISCELLANEOUS PARK ISSUES
CATHCART PARK - CREOSOTE POWER POLES
When Gary Carlson was present he mentioned having power poles stored behind
the Cathcart tennis courts picked up by the power company. He felt the creosote
• was dangerous to children.
Staff asked me to check with Public Works Director Zdrazil. He said we can't
ask them to pick them up becuase we got them from the power company in the
first place. He said he doesn't have any use for them right now but feels
they can use them in the future.
FREEMAN PARK MASTER PLAN
Maps were sent to the Park Commission on Tuesday, June 16, 1987. Park
Commission - please have your suggestions ready for the next meeting.
CRESCENT BEACH
I talked to Julie Light of Community Services regarding the beach questions
raised in the minutes:
Julie said it is the lifeguard's job to clean up weeds on weekends, however,
they are not supposed to do this if anyone is in the water. She will instruct
them to come 10 minutes early and call everyone out of the water while they
clean the beach. The fact that they start at noon, and it's been so hot
that the beach has been really crowded when they arrive has caused the problem.
Also, there was a substitute on duty that Saturday, that person was not as
familiar with various procedures.
There is a lifeguard meeting coming up and Julie will go over everything
we discussed with the lifeguards.
Light informed me that when someone is close to the beach on a floatation
device the lifeguards are instructed to inform them that floatation devices
are allowed on part of Excelsior beach and to suggest they go over there.

Light also said when a beach is in a residential area, they have to be
concerned with people abusing the use of private property next to the
beaches. She also said if one person is using a floatation device right
outside the beach area, it can encourage other people to do the same, if
there were several people outside the actual beach limits on these devices,
it would end up with the lifeguard guarding half the lake.
The guards are taught to do drills. They blow their whistle and call every-
one out of the water for 5 minutes. This allows families to reunite, mothers
to keep track of their children, and mothers and lifeguards to take a restroom
break. They are encouraged to do these drills when the weather is hot and
the beach is crowded, maybe 5 -6 times a day, if the weather is coller and
there are only a few people, they may not be necessary at all.
Light felt it would probably be impossible, too dangerous, to screen off
the weeds. She suggested I check with the DNR.
I talked to Howard Krosch at the DNR about the weed problem and whether it
is possible to screen off the area in any way. He said the main problem
with weeds right now is a weed called "Curly Leaf Pond Weed ". It has a
short life cycle, then it dies. He said the season should be over in about
1 -2 weeks.
• Regarding screening of the beach, he told me that the "Hennepin County Park
Reserve District" has closed off a couple beaches. They have used a very
expensive process, using oil spill screen and having it custom made. The
reason in their case was to prevent "swimmer's itch ". He did suggest a
inexpensive method of control that their rules allow. That is taking 3'
lengths of cheap plastic, draping them over the buoy ropes, weighting them
with light chain or bolts, and stapling them to the ropes. They do not
have to go all the way to the bottom, in fact they prefer that they don't.
I informed Julie Light of this conversation. She will have her lifeguards
keep an eye on the weed situation and keep me informed. I will report on
this at the July 7th meeting.
