PARK COMMISSION MEETING

CALL TO ORDER

Chairman Jakel called the meeting to order at 7:08 PM.
Present: Chairman Jakel, Commissioners Lindstrom, Vogel, Laberee,
Christensen, and Andrus; Council Liaison Brancel (1/2 hr),
and Park Assistant Niccum
ANNOUNCEMENT OF C014KISSIONER NICOL'S RESIGNATION
Staff announced that Commissioner Nicol has resigned from the Park Commission.
An advertisement will be placed in the papers seeking a new Commissioner.
APPROVAL OF MINUTES
Laberee moved, Vogel seconded, to approve the minutes of July 6, 1987, as
amended. Motion carried unanimously.
MANOR WARMING HOUSE PAVILION
• The Commission discussed what to do about getting the plans signed.
Christensen moved, Laberee seconded, to recommend to Council that a total
amount, not to exceed $700, be approved for signed architectual drawings
of Manor Park Warming House /Pavilion (this would be an additional $350
over what was originally approved). Motion carried - 6/0.
FREEMAN PARK MASTER PLAN
Commissioner Vogel mentioned the proposed bridges on the trail system and
said he wondered if culverts would be cheaper and more practical. Reactions
from the Commission were mixed.
The Commission discussed rearrangements of the Freeman Park Master Plan.
After considering various rearrangements they decided on the following:
Christensen moved, Andrus seconded, to recommend to Council that the Freeman
Park Master Plan be accepted as drawn by Anne Bronken with one exception,
they recommend that the hockey rink be relocated to a north /south position
north of the free skating area between the football /soccer area and the
softball /baseball area. Motion carried - 6/0.
Laberee moved, Lindstrom seconded, to recommend to Council that they ask
Administrator Vogt to secure grading and seeding bids on the approved
Freeman Park Grading Plan so grading and seeding can be done by the end of
August so the area will be usable next year instead of having to wait a
whole year. Motion carried - 6/0.

TENNIS BACKBOARD REOUEST
A resident requested a tennis backboard for Cathcart Park. The Commission
discussed the request.
Lindstrom moved, Christensen seconded, to recommend to Council that they approve
the building of tennis backboards just like the one built last year at Badger
Park for Cathcart Park and Manor Park, Cathcart backboard to be built first
due to request. They request that Public Works build and install them at
their convenience. Motion carried - 6/0.
1988 PROPOSED EXPENSES
Some Commissioners turned in their recommendations for park expenses in 1988.
The others will turn their lists into Sue before the next meeting and a
combined list will be presented for consideration of priorities.
FINANCES
A financial report was included with the packets.
MATTERS FROM THE FLOOR
• Silverwood Park
The report from Administrator Vogt is that the fill from the pumphouse is
being moved to the proposed tennis court location and leveled out. Also,
a temporary structure will be placed directly behind the pumphouse until
the water tower is built. This structure will be metal and will be in
position for approximately 15 months. When it is removed everything will
be cleaned up and debris removed.
Eureka Road Entrance/Volleyball Court in Manor Park
Staff reported on the progress.
