CALL TO ORDER
Chairman Jakel called the meeting to order at 7:05 PM.
APPROVAL OF MINUTES
COUNCIL CHAMBERS

Lindstrom moved, Laberee seconded, to approve the minutes of July 20, 1987, as
written. Motion carried - 6/0.
ROLL CALL
Present: Chairman Jakel, Commissioners Vogel, Lindstrom, Christensen, Andrus,
and Laberee; Council Liaison Brancel; and Park Assistant Niccum.
SOUTH TONKA LITTLE LEAGUE
Staff reported she had received a call from Mr. David Walker saying they are not
ready to meet for discussion and advice on a ballfield in Freeman Park.
FREEMAN PARK
• Sign on Little League fence and scoreboard repainting
Staff is meeting on Thursday, August 6th, with another sign painter, Barry Lawrence,
to get a second estimate.
Andrus moved, Laberee seconded, to recommend to Council that staff take the
low bid, not to exceed $1200, and have the work done. Motion carried 0 6/0.
Cost Estimate - Freeman Park Grading
Staff referred the Commission to the letter of July 29, 1987, written to Engineer
Norton of OSM by Dan Vogt, Shorewood Administrator, asking him to prepare a
cost estimate for the final grading of Freeman Park per the grading plan prepared
by OSM in 1985. The change in location of the hockey rink was included.
Administrator Vogt said the estimate will be done this week.
MANOR PARK WARMING HOUSE /PAVILION
Ted Lepowsky will get the signed plans to Commissioner Lindstrom this weekend.
They will be placed on the August 20th agenda for review.
HOCKEY
Lights - Cathcart Park
• The Commission requests that Administrator Vogt have someone get estimates on:
1. A security light for Cathcart Warming House.
2. Lighting for the Cathcart freeskating rink similar to the lighting at
Badger on that freeskating rink - possibly attached to the center pole
that now services the hockey rink lights.

Rink Attendant Salaries - Consideration of Raise
Laberee moved, Lindstrom seconded, to recommend to Council that the following
raises take place:
lst year - from $4.25 to $4.50 hourly
2nd year - from $4.50 to $4.75 hourly
after that - from $4.75 to $5.00 hourly
The reason being that MacDonalds and other places are now paying higher wages
and the Commission would prefer to maintain their policy of being able to hire
older attendants because they feel they do a better job.
Motion carried - 6/0.
MANOR TENNIS COURT
Staff reported that Administrator Vogt and Public Works Director Zdrazil are already
working on the repair. Three estimates have been requested. The money will either
come out of the maintenance budget, or if possible, from disaster relief.
The Commission suggests that new wood be used for the retaining wall as the old
wood is primarily decaying.
PARK BENCHES
i The Commission discussed the benches for the park. Commissioner Vogel suggested
building benches like they have at the Arboratium. It was suggested that the
Eagle Scout that had requested a project be asked to build them. Commissioner
Vogel will show him how it should be done. The Commission discussed selling the
benches for park donations. A plaque would be engraved and placed on the bench
with the contributer's name and dedication. The benches would have a concrete
pebbled set of bases with a wood top.
FINANCES
Information was received in the Park packets.
MATTERS FROM THE FLOOR
Balloon Launching - Freeman Park
Administrator Vogt talked to Ken Jarcho, the City's insurance representative
who told him that he definately felt that it would be high risk. He said to
get a request in writing and he would send it to the underwriter. He also
said the City should be named as co- insured.
Council Liaison Brancel suggested that Administrator Vogt check with West Jr.
High and the City of Tonka Bay to see how they handled it when the balloons
were being launched from their property.
Cathcart Well
The Commission requests that Administrator Vogt check into the repair of the
well at Cathcart Park so that it is done in time for the hockey season to prevent
hauling water for flooding the rinks.

Mowing Contract
The Commission requests that the inside of Badger hockey rink be mowed, and
that it be trimmed around the edges.
Park Commission Applicants
James D. Wilson of 24140 Yellowstone Trail and Elizabeth Baird Lindow of
27920 Smithtown Road have applied for the Park Commission. The Commission asked
that Sue write letters inviting them, and any other applicants that apply between
now and the August 17th meeting, to appear at that meeting.
Manor Park - Walz property acquisition possibility
Staff referred Commission to the letter included in their packet that was written
July 28, 1987 to Mr. Robert J. Walz by Administrator Vogt requesting a survey
showing lot boundaries and building locations. The letter stated that after
the survey has been received the amount of property available will be calculated
and the City will then decide if it wishes to make an offer on the property.
The survey will be done any time now.
Manor Park Field - Re- seeding
Niccum stated that she, Administrator Vogt, and Craig Braun of Brauns Turf Farms
• will be meeting some time this week to look at the field and see what should
be done with it. The Commission wishes to reseed it in August. Commissioner
Laberee said the topsoil should be broken up with an aerator or disc. He thought
it would take about $200 of seed, 3 pounds per 1000 square feet.
Cathcart Basketball Court
Commissioner Christensen said the basketball court has been resurfaced and looks
great.
Resignation of Public Works Director Zdrazil
The Commission was sorry to hear of Public Works Director Zdrazil's resignation.
They asked staff to write a letter thanking him for all the help he has given
them.
Crescent Be ach
Park Assistant Niccum and Council Liaison Brancel brought the Commission up
to date on the sewage drainage problem at Crescent Beach. The Commission
suggested the beach be posted "possible sewage contamination" to keep people
out of the water. The beach has been closed since immediately after the
problem was reported and will remain closed until it tests out safe.

CHRISTENSEN MOVED, ANDRUS SECONDED, TO RECOMMEND TO COUNCIL THAT
THE FREEMAN PARK MASTER PLAN BE ACCEPTED AS DRAWN BY ANNE BRONKEN
WITH ONE EXCEPTION, THEY RECOMMEND THAT THE HOCKEY RINK BE RE
