PARR COMMISSION MEETING
MONDAY, AUGUST 17, 1987
M I N U T E S
CALL TO ORDER
Chairman Jakel called the meeting to order at 7:30 PM.

Present: Chairman Jakel, Commissioners Lindstrom, Andrus, and Christensen;
Council Liaison Brancel; and Park Assistant Niccum.
Absent: Commissioners Vogel and Laberee
APPROVAL OF MINUTES
Lindstrom moved, Andrus seconded, to approve the minutes of August 3, 1987 as
written. Motion carried - 4/0.
INTERVIEW PARR COMMISSION APPLICANTS
The following interested applicants were present to explain their interests, and ask
any questions they might have:
James D. Wilson 24140 Yellowstone Trail
Elizabeth Baird Lindow 27920 Smithtown Road
• Angela N. Weatherly 19435 Vine Ridge Road
Michele R. Herzig 5330 Vine Hill Road
The Commission explained how they operate, and that they would be voting on the applicant
at the next meeting.
Jim Wilson has lived in Shorewood for 8 years, has a 3 1/2 year old son and they are
expecting another child. He is a runner.
Elizabeth Baird Lindow expressed an interest in a bike /walking path along Smithtown
Road for safety purposes.
Angela N. Weatherly feels the parks are beautiful, but could use more publicity
regarding activities.
Michele Herzig feels parks have a large impact on families and children, and help
to prevent vandalism.
The Commission felt that all the applicants were good, and told them they would have
a hard time making a decision. They also stated that they hoped the applicants not
chosen would continue to be interested, and reapply in the future.
SOUTH TONRA LITTLE LEAGUE - DISCUSSION REGARDING A LITTLE LEAGUE FIELD IN FREEMAN PARR
David Walker talked to Park Assistant Niccum today and said they need to gather more
information before they are ready to appear. What they can do appears to depend on
the Tonka Men's Club, how much interest they show and what they are willing to contribute.

• BIKE PATH - VINE HILL ROAD - PARK RECOMMENDATION
Lindstrom moved, Christensen seconded, to recommend to the Council that all major
collector streets, when being built or rebuilt, have walking /riding trails incorporated
into the proposals. Motion carried - 4/0.
Lindstrom moved, Christensen seconded, to recommend to Council that an estimate be
received on widening Vine Hill Road to accommodate a bile /walking path, and to
include the following information:
- What fund will the money come from?
- Engineer Norton's opinion on considering a 2" overlay on the trail, to cut down
on the cost.
- Finding out if the City of Minnetonka would consider sharing the cost.
Motion carried - 4/0.
MANOR PARR WARMING HOUSE /PAVILION
Now that the plans are signed and delivered, various members of the Park Commission
will show the plans to a few contractors to see if there is any possibility of the
cost falling below $15,000. If not, they will go ahead with having the specs done
and getting it ready to put up for bids.
• EASEMENT ACQUISITION - MWCC - CATHCART PARR
The Commission discussed the easements that MWCC is requesting. There was a lot
of concern over access and the possibility of damage to trees or tree roots, which
might not show up right away.
Jakel moved, Christensen seconded, to recommend to Council that the decision be
placed in the hands of Administrator Vogt, Engineer Norton, and Attorney Froberg,
with the stipulation that the following guidelines be considered:
- That some type of access to the park be available at all times.
- That a sewer stub be put in.
- That a blacktop driveway be put in to the property line to the west of the
existing warming house.
- That any damage done be restored to its original state.
That the warming house, hockey rink, and trees be left untouched if possible.
The Commission also requests that they be allowed to review the proposed conditions
before they are submitted to MWCC, if time permits. Motion carried - 3 ayes -
1 abstain (Lindstrom).
SEPTEMBER MEETING
• Due to the first meeting of the month falling on Labor Day, the Commissioners present
decided to meet on Tuesday, September 8th, 1987. Sue will check with Commissioners
Vogel and Laberee to see if this date meets with their approval. If there are any
problems, you will be contacted.

This is postponed until the next meeting.
MATTERS FROM THE FLOOR
Skating Rink Attendant Raises
The Council passed the 25c increase in rink attendant wages making the following
changes:
1st year
2nd year
3rd year+
4.25 to 4.50
4.50 to 4.75
4.75 to 5.00
Signs - Freeman Park Ballfield
Council approved $835 for the repainting of the freestanding sign by the Little
League field. Admaster of Hopkins will do the work as low bidder.
Badger Hockey Rink - Mowing and Trimming
Administrator Vogt has talked to G.T. Lawn. They will mow the inside of the hockey
rink, trim around the outside, and also trim the weeds around the pond in Manor Park.
Launching of Hot Air Balloons from Freeman Park
Administrator Vogt has talked to Kirk McDonald, Tonka Bay Administrator about
• launching balloons. McDonald said in Tonka Bay it needed Council approval, he also
said he did not recommend allowing it.
Cathcart Well
Administrator Vogt has talked to Public Works Director Zdrazil about the well. It
is on their list of things to do and will be done before the hockey season starts.
Lights - Cathcart Park - Security Lip-hts on Warming House /Free skating rink, Lights
Administrator Vogt has talked to Frontier Electric, they will come out to give an
estimate. Vogt will also get one more estimate.
Tennis Court - Manor Park - Storm Damage
The "Federal Emergency Management Agency" will be coming out to look at the damage
to the court to see if it can be covered under disaster funds. If so, it will probably
cost the City about 10% of the repair cost, otherwise it will be covered under
maintenance.
Tennis backboards — Cathcart and Manor Parks
The Public Works crew does not have time right now but will do them at a later date.

Crescent Beach
The beach is still closed at this time. Everything possible is being done to
insure the safety of the residents.
Park Benches
The Eagle Scout has chosen to work with the Recycling Program, rather than the
benches. More will be discussed regarding the benches at a later date when the
full Commission is present.
Badger Park Football Field
Badger Park Commissioner Representative Christensen asked Sue to check with Don to
see if the field is playable this fall.
