Chairman Jakel called the meeting to order at 7:00 PM.

APPROVAL OF MINU
Vogel moved, Lindstrom seconded, to approve the minutes of Monday, October 5,
1987, as written. Motion carried - 5/0.
SILVERWOOD PARK
Chairman Jakel referred to the letter from the Covington Vine Ridge residents
and asked for comments.
Vogel referred to the concern over trees that would be removed by following the
accepted plan, he said they're young scrub trees and it would be cheaper to replant
better quality trees than trying to work around existing trees. Jakel referred
to the willows along Covington Road, saying they are not slated to be removed.
There were several items discussed relating to the proposed ballfield. Is it
necessary to have it regulation size in a neighborhood park? Lindstrom felt it
should be due to the fact that parks are for people of all ages and if it were
smaller, it could not be used by adults. Others felt a smaller field would be
more appropriate for this particular park. Concern was expressed, after retouring
the park, over how deeply it would cut into the existing hill. Retaining walls
were discussed. Administrator Vogt had mentioned, while at the park, that the
cost of the retaining wall behind the pumphouse was bid at $17,500 for a three
• tier wall. It was mentioned that a boulder wall, such as the ones in Waterford,
would last longer than one made of timbers, which would eventually show signs
of decay. Jakel mentioned a definate need for more substancial landscaping on

on the east side of the ballfield facing Covington Vine Ridge. It was mentioned
that the residents were aware when they bought the property that there would be
a park in that area. It was also suggested that the residents could do some land -
scaping on their own property. The physical dimensions of the ballfield were
also discussed. 275' is regulation size. The angle of the ballfield was brought
up and it was explained that the north /south location is the field is that way
for a reason, it keeps the sun out of players eyes.
Fill was discussed. Administrator Vogt said the engineer's cut and fill calculation
was based upon the approved plan and included the fill that would be removed from
the hill for the ballfield in the 20,000 yard total. Vogt also explained that
the excess fill placed to the east of the pumphouse was placed in the approved
tennis court location.
Mayor Rascop asked if it was the feeling of the Park Commission that it was necessary
to have a full set of amenities? Lindstrom referred to the Comprehensive Plan
that had been done. He said it indicated that these facilities are appropriate
for neighborhood parks and he favors the plan as accepted. Weatherly said she
isn't convince there is enough space for all the facilities planned, and perhaps
they should be considered on a priority basis. Jakel agreed on crowding. Mayor
Rascop suggested checking on the need for various facilities in the area.
The possibility of lake or pond skating was discussed. Haugen said a lot of
Shorewood residents had expressed a desire for a relaxing neighborhood park where
• they could picnic and enjoy the quiet. She said she feels the Park Commission
is doing an excellent job.
Stover said Planner Nielsen had recommended that the Comprehensive Plan be reviewed
before any drastic changes are made. If changes are made, the Comprehensive Plan
should also be updated. Stover mentioned that the Park Commission and City have
only a limited amount of time, funds, effort and energy. Her suggestion was concen-
trating effort into Freeman and leaving the neighborhood parks alone for a while.
She mentioned that one of the Covington Vine Ridge residents prime concerns appears
to be the length of time it will take to finish the park, fill being added little
by little.
Niccum reported she had toured Freeman and Silverwood Parks with Sue Gunderson
of the Minnesota Department of Energy and Ecomonic Develpment relating to the
City's chances of receiving a LAWCON grant. Gunderson's opinion was that Freeman
Park had a good possibility of receiving an athletic grant if it is graded and
seeded, the Park Commission makes a decision on what they want, and at least 15%
of financing is provided, and valuation given in dollars, from civic groups, bus-
inesses, and /or individuals - with letters of commitment included. Gunderson did
not feel Silverwood Park would receive a grant.
Vogt recommended putting the park on hold for a couple years, stopping all filling,
and holding public hearings at a later date when the neighborhood will be more
developed and other surrounding residents may have input to offer.
Using a flail mower to take down the weeds in the ballfield area was also mentioned.
Vogt said that when Vine Ridge Road was put in, a 12" tile line was broken, and
a storm sewer inlet was put in to keep the pond level at a certain height. Since
that time the ponding area is very dry. The possibility of it staying dry, and
filling the whole area was mentioned.

The overall final suggestion, which the Park Commission appeared to agree with,
was to finish the pumphouse and parking lot, put in the tennis courts, pull out
some trees, and landscape - then put on hold for up to 5 years. Meanwhile set
up phases, that way Vogt would know when he could accept fill.
Other suggestions offered for the entire park system were:
- Do one park at a time, by year.
- Recommend a bond issue by referendum, to complete all parks at once.
- Set up an overall plan on completion of the park system. Figure priorities.
- Hire professional people when necessary and get the job done.
MANOR PAR
Warming house /pavilion
Those present discussed indoor plumbing vs. satellites at length, reviewing
satellite cost over a period of time. Contractor's estimates were also reviewed.
Vogel moved, Andrus seconded, to recommend to Council that Administrator Vogt
get specifications on the Manor warming house /pavilion, including the Planner's
recommendations, from a certified architect, and put it up for bids. Vogel_:.
• amended the motion, agreed upon by second Andrus, to also have Vogt seek estimates
on putting in a well. Motin carried - 5/0.
Walz Pronert
The question arose whether it was better to attempt to purchase the property
for parkland, or put the money toward the proposed warming house /pavilion.
Andrus moved, Lindstrom seconded, to recommend to Council that Administrator
Vogt'continue to negotiate with Mr. Walz on the purchase of the property up
to a maximum limit set by the Park Commission. Motion carried - 5/0.
CITY HALL EXPANSION PROJECT
The Park Commission reiterates their motion approving the city hall expansion
and Badger Park Improvement Project, accepting the change in city hall expansion.
FREEMAN- _ PARK BRIDGES /CULVERTS
The Commission discussed bridges vs. culverts and decided to get information
on size and' cost.
Lindstrom moved, Vogel seconded, to recommend to Council to have Administrator
Vogt contact Engineer Norton to get culvert recommendation. Motion carried -
5/0.
MATTERS FROM THE FLOOR

Niccum reported that A & G Electric will put up security lights on warming house,
lights on free skating rink, and repair lights on the hockey rink if necessary.

Manor Tennis Court Retaining Wall and Fence
Administrator Vogt sent a letter to Lan -De -Con, INc. on October 14th approving
their quotation and asking them to proceed with the work as soon as possible.
Silverwood Park Expenses
Administrator Vogt reviewed the expenses due and anticipated for the current
park plan. This figure includes the expansion of the proposed pumphouse parking
lot where extra spaces were added to accommodate nark users, and the cost for
stubbing in utilities. This comes to approximately $26,000. Of this $26,000,
the allocated payment, to the park fund for the pumphouse is $20,000, leaving
a balance to be paid to the Southeast Area Water Project of approximately $6,000.
Freeman Park Grading Plan
Administrator Vogt explained that he had received OSM's estimate for moving
the dirt (18,100 yards), removing trees, grading (including the berms), and
seeding for the presently approved plan at a cost of $76,150. He explained
if OSM redid the grading plans, putting the southernmost field and parking
lot on hold, leaving the trees, and omitting the berms, the cost would be reduced
by approximately $50,000.
Vogel moved, Lindstrom seconded, to recommend to Council that OSM redo the grading
plans, leaving the trees, omitting the berms, putting the wouthernmost ballfield
and parking lot on hold, and that staff go out for bids, and have the grading
done as soon as possible - this fall. Motin carried - 5/0.

RE: PLAN REVIEW - MANOR PARK WARMING HOUSE /PAVILLION

The building plans for the above- referenced building have been reviewed
and the following comments should be considered:
1. A second exit is required. It is suggested that it be located
between the warming house and the pavillion. It is recommended
• that the proposed double doors also be retai ed for convenience
and safety.
2. The foundation plan can be revised to eliminate the perimeter
foundation for the sidewalk and pavillion slab. This should reduce
cost significantly.
3. While installation of indoor plumbing is recommended, if portable
chemical toilets are to be used, consider separating the toilets
from the main building similar to the screened enclosure at the
Christmas Lake Access.
4. Separating the toilets will eliminate the need for interupting
the building footings, thereby reducing cost.
5. Consider using the space shown for portable toilets as a fire
proof compartment for snowblower and gas.
6. Building heating source has not been shown on the plans.
7. Illuminated exit signs are required.

I will be giving a verbal report on this at the meeting.
MANOR PARK WARMING HOUSE /PAVILION
Planner Nielsen will reply to your questions about footings,
what can be omitted if no utility lines are run, and what
procedure is necessary if a prefab unit is chosen, by memo.
FREEMAN PARK TRAIL - STUBBLE PROBLEM
Public Works is clipping out stubble and putting down more
chips.
LAWCON GRANT
I will be meeting with Sue Gunderson, the representative
for this area, regarding our chances of receiving a Lawcon
Grant tomorrow, Friday, October 16th. We will review the
parks and visit them. She is going to do some research
to see if there is any particular reason our grants have
been refused in the past. I will report on this at the
meeting.

Public Works Director Zdrazil will be meeting with Laberee
to discuss the reseeding.
