CALL TO ORDER
Chairman Jakel called the meeting to order at 7:00 PM.

APPROVAL OF MINUTES
Vogel moved, Lindstrom seconded, to approve the minutes of October 19, 1987, as
amended. Motion carried - 6/0.

Chairman Jakel informed the representatives of Covington Vine Ridge that at the
last meeting of the Park Commission /Council, the Commission had decided to finish
the pumphouse and that portion of the parking lot, put in the tennis courts, pull
out some trees, and do some landscaping. They would then put the other facilities
on hold for up to five years. In the meanwhile they would set up phases, then
Administrator Vogt would know when to accept fill.
Harold Ness suggested that instead of putting in tennis courts, the playground
be put in. Niccum reported that Christensen (who was not present) had relayed
a desire to include the sliding area in the first phase.
Mrs. Vogel said that she had seen a program on Channel 2 where a playground had
been built by volunteer help. Ness said he had also seen the program. He said
he would contact neighbors to see if there would be enough interest to undertake
a like project, with the precut playground equipment furnished, and the labor
volunteered. Mrs. Vogel said she would try to contact the station that showed
the program, as it was mentioned that the plans would be available for use.
The Commission again discussed the fill. Laberee mentioned that it was not always
easy to get the large amount of fill needed in one lump sum.
Administrator Vogt suggested that if the Commission plans to put in the tennis
courts next spring, they should start procedures now. He said the landscaping
around the pump house was started today, and that there will be quite a bit done.
He also suggested saving the trees between the parking lot and the tennis court
location if possible, and that landscaping also be included with the tennis court
plans.

Laberee moved, Vogel seconded, to recommend to Council
Vogt to talk to the City Engineer and have him draw up
including necessary landscaping and preserving as many
carried - 6/0.
Vogel moved, Lindstrom seconded, to amend the above mo

Jakel mentioned the fact that neighborhood parks referred to in the comprehensive
plan are talking about 10 or more acres, and perhaps this park is too crowded.
Lindstrom said this is not the consensus of the whole Park Commission, he feels
that the plan should stay as it is, that all the planned facilities are necessary
to provide for the whole neighborhood area.
The Covington Vine Ridge residents did not feel they would have any objection
if an opportunity arrived to receive all the needed fill at once, as long as it
was graded and seeded right away.
FINISHING FREEMAN PARR WALKING TRAILS
Administrator Vogt said the remaining trails within the area to be graded can
be done along with the grading. It would be less expensive and will follow the
master plan.
• DEVELOPMENT OF PICNIC /VOLLEYBALL AREA IN FREEMAN PARR
The Commission discussed the proposed picnic area and volleyball court. After
discussion, they decided to hold off on the volleyball court until the park is
more developed. They would like to see more open spaces. They decided to do
the picnic area gradually, and see how it works out.
Laberee moved, Vogel seconded, to recommend to Council that 5 picnic tables be
placed in the picnic area next spring, the locations to be staked out by the
Park Commission; and that some of the brush and scrub trees be removed to create
more open space. Motion carried - 6/0.
LAWCON GRANT DISCUSSION
Niccum reviewed her discussion with Sue Gunderson, and suggested the Commission
start making decisions on what areas to apply for and who to contact regarding
financial or volunteer help. The Commission thought that the hockey rink /soccer
field and the football /soccer field might be a good combination. Niccum also
asked for help from the Commission in making contact with prospective volunteers
of money, time or equipment. More will be done on this at a later date, so that
the application can be filled out starting in March.
MATTERS FROM THE FLOOR
Cathcart Park - Discussion on Relocation of Ballfield
• The Commission discussed the relocation of the ballfield, the primary reason
for this consideration is safety. The possibility of additional parking
within the park was also discussed. They discussed the possibility of trans-
planting trees, Commissioner Laberee said they are not worth transplanting, although
there are some pines that might be transplantable. He will look at them. He
also said there are some trees at Freeman that could be transplanted.

Cathcart Park MWCC Easement
The Commission reviewed the "Easement Agreement" written by the City and basic-
ally agreed with the document. They did ask for the following addition:
d. To replace any trees removed as a result of construction within the ease-
ments with comparable trees with the total number of caliper inches equal
to trees damaged or removed to be selected by the City.
W alz Property
Staff reported that Walz had come down in price, the Commission asked that the
Administrator continue to negotiate.
Freeman Park Culvert Information
Administrator Vogt has talked to Engineer Norton about the culverts for the
walking trails. He will get back to the Commission with the information.
Freeman Park Grading
Administrator Vogt has talked to Engineer Norton about redoing the grading plans,
leaving the trees, omitting the berms, putting the southernmost ballfield and
parking lot on hold. They will try to go out for bids and get the grading done
as soon as possible.
• Manor Park Warming House /Pavilion Update
Administrator Vogt is meeting with the architect that signed the plans. The
architect will submit a proposal very soon.

G FREEMAN PARK GRADING
The Commission reviewed the grading cost estimates provided by OSM (see attached).
Christensen, upon reviewing his minutes, referred to the minutes of October 19, 1987,
where the total cost of $76,150 was given for finishing the grading of all proposed
improvements, including the softball field to the south, the other parking lot, and
the berms.
Christensen moved to recommend to Council that Administrator Vogt be authorized to
have the entire park graded, at a cost not to exceed $77,000. Lindstrom seconded
the motion for purposes of discussion.
The fact that the moving of a large quantity of earth to create the berms was a
large expense item was mentioned. The question was then asked: What happens to
all the dirt that was to be used for the berms? Staff said the way she under-
stands it, it will be spread over the field and graded flat, raising the level of
the fields a little bit. She will check on this.
Christensen withdrew his motion.
Vogel moved, Jakel seconded, to recommend to Council that they continue with the
cost estimate proposed by OSM, not to exceed a cost of $37,950. Motion carried
unanimously.
Laberee moved, Christensen seconded, to recommend to Council that they have
• Administrator Vogt get a breakdown in cost from the Engineer on how much it
would be to add the additional softball field and parking lot, due to the
fact that it might be much cheaper with the cost of the berms removed. Motion
carried unanimously.
FREEMAN PARK CULVERT
Staff reviewed the Engineer's report with the Commission. She also reported that
she had spoken with Engineer Norton this afternoon and he had said that the two
crossings not on the main channel could possibly get by with 24" pipe, dropping
the cost for pipe and the trash guards. He explained the high cost for the trash
guards, saying they are made of galvanized steel. He also said that if railings
were put across, you might get by with 32' instead of 44'. He does not advocate
straight sides. He also said that if bridges were being considered, it is very
important that they be built to withstand the flow from a heavy storm.
The Commission discussed the cost involved and would like to get estimates on
bridges also.
Christensen moved, Jakel seconded, to have Laberee get bridge estimates. Motion
carried unanimously.
SKATING RINK HOURS
Commission agreed to extend the hours during the week to 9:30 PM due to the fact
that it gives older teenagers and adults more time to skate. They also agreed to
• keep Cathcart open this year on New Year's Eve until 12:30 PM to give families
and non - drinkers a chance to participate in musical skating. Jakel has agreed to
be the attendant on this evening.

0 LAWCON GRANT
The Park Commission received copies of the Lawcon Athletic Grant Form in their
packets. They were asked to study these forms. There will be a special study
session meeting on the Grant on Monday, December 7, 1987 *.
DECEMBER MEETING
The December 7th meeting will be the only meeting held in December.
MANOR PARR WARMING HOUSE
The Architect that signed the plans has not submitted specifications by the date
requested.
Laberee moved, Weatherly seconded, to recommend to Council that Administrator
Vogt obtain estimated quotations from three (3) architects for specifications and
bidding documents regarding Manor Park Warming House /Pavilion. Motion carried
unanimously.
FUTURE PARR DEVELOPMENT - FINANCE - OPTIONS
Laberee moved, Christensen seconded, to recommend to Council to have Administrator
Vogt seek advice on the way to explore costs for development of all parks with the
idea of approaching Council regarding a bond referendum, and the steps to take to
accomplish this. Motion carried unanimously.
