Chairman Jakel called the meeting to order at 7:00 P.M.

Present: Chairman Jakel, Commissioners Lindstrom, Vogel, Laberee, Andrus,
Christensen, and Weatherly; Council Liaison Brancel; and Deputy
Clerk Niccum
APPROVAL OF MINUTES
Christensen moved, Andrus seconded, to approve the minutes of November 2, 1987,
as written. Motion carried unanimously.
MANOR PARK - WALZ PROPERTY
Staff explained that Administrator Vogt, City Attorney Froberg, Planner Nielsen,
Mr. Walz, and herself had met earlier today to discuss the sale of the property.
Mr. Walz, at this time, stated that he was thinking about dividing the front
part of his property into two buildable lots and asked how this could be done.
Planner Nielsen explained that each lot would have to consist of 20,000 square
feet in order to comply with the Zoning Ordinance. The way the property for
sale to the City for $22,000 is now split, it would not give him enough square
footage. It was brought to his attention that if he did not keep enough land
now for the two lots, he would have a hard time proving "hardship conditions"
in applying for a variance due to the fact that he had recently sold off part
of his property. It was the recommendation of the City Staff that he maintain
enough property to make up his two lots and offer the remainder to the City for
a proportionate price. Planner Nielsen prepared a new map showing that the
difference would be a loss off the 30,454 sq. ft. of approximately 4,000 sq. ft.,
which is about a 16' strip. The land has to be resurveyed, at that time the
City will know exactly how much land is for sale. This is being brought before
the Park Commission to see if they wish to continue with the purchase of the
property .
Mr. Walz was present to answer any questions the Commission might wish to ask.
The Commission discussed the change in size. They felt that as long as the area
is being used as a passive area, and the cost of the land would lower proportion-
ately, they wish to continue with the purchase of the property.
Mr. Walz explained that the chain link fence around the property belongs to the
City. The Commission would like to have Administrator Vogt ask Public Works
Director Zdrazil if the public works crew can remove the fence after the property
is purchased.
Mr. Walz also pointed out that a portion of the fence along the pond was damaged
by the storms, and is lying flat on the ground. He asked if the City would repair
it as he has been asked by neighbors to do so.

The following is an-itemized list and material cost estimate for the ditch /trail
crossings. The size of pipe per crossing -is to be 48" R.C.P. The length of pipe
per crossing shall be 44'.
The pipe costs for pedestrian versus vehicular traffic are as follows:
48" R.C.P. Class III = $58.30 /LF. (pedestrian)
48" R.C.P. Class IV = $69.95/LF. (vehicular )
The cost for a typical crossing (pedestrian):
44 L.F. 48" R.C.P. Class III $ 58.30/L.F. = $2,565.20
2 Each 48" R.C. End Section /Trash Guard $1,200.00 /EACH = $2,400.00
TOTAL MATERIAL COST ..................................... = $4,965.20
The cost for a typical crossing (vehiclular):
44 L.F. 48" R.C.P. Class IV $ 69.95/L.F. = $3,077.80
2 Each 48" R.C. End Section- /Trash Guard: $1,200.00 /EACH = $2,400.00

It is our estimate that-four-(4) such crossings will ~be -required.
