120787 PK MINCITY OF SHOREWOOD PARK STUDY SESSION MONDAY, DECEMBER 7, 1987 M I N U T E S CALL TO ORDER COUNCIL CHAMBERS 5755 COUNTRY CLUB ROAD 7:00 PM The meeting was called to order at 7:00 PM by Chairman Jakel. ROLL CALL Present: Chairman Jakel, Commissioners Lindstrom, Laberee, Vogel, Andrus, Weatherly, and Deputy Clerk Niccum Absent: Commissioner Christensen and Council Liaison Brancel APPROVAL OF MINUTES Weatherly moved, Lindstrom seconded, to approve the minutes of November 16, 1987. as written. Motion carried unanimously. PARK DEDICATION RECOMMENDATION - SOUTH FORTY ADDITION Lindstrom moved, Vogel seconded, to recommend to Council that cash be accepted in lieu of land for the "South Forty Addition ". Motion carried unanimously. LAWCON GRANT DISCUSSION The Commission wishes to know if the parking lots must be asphalt? They discussed various combinations of athletic facilities and asked Sue to check to see what Ms. Gunderson's recommendation would be on a combination of: hockey rink /soccer (summer) 2 softball fields football /soccer field the following people will check on the possibility of some type of donation Commissioner Laberee Minnetonka State Bank Soccer League Model Airplane Flying Association Commissioner Lindstrom Softball League Broomball League American Legion Boy Scouts Chairman Jakel Hockey Association Commissioner Christensen Football League Snowmobile Association -1- PARR COMMISSION STUDY SESSION MONDAY, DECEMBER 7, 1987 page two MANOR PARR WARMING HOUSE /PAVILION PLANS Administrator Vogt wished to know if the Park Commission had anyone in mind that they wished to have sets of the plans sent to. The Commission asked that they go to OSM and Max Daubenberger of Van Doren Hazard Stallings. BOND REFERENDUM DISCUSSION The Commission would like a more detailed description of what they would receive from OSM for the approximate cost of $10,000. If it includes detailed drawings for bidding purposes, and what else it includes. They also wondered if a reg- istered landscape architect might not be more familiar with parks and prices. The Commission prefers to hold off on carrying this any farther until they receive the information from OSM. CATHCART PARK — RENOVATION PLAN The Commission reviewed the new plan for Cathcart Park, relocating the ballfield and adding a parking lot, with future plans for a warming house /pavilion identical to the one proposed for Manor Park. They feel that it increases safety, playability, and provides parking on the premises. Lindstrom moved, Weatherly seconded, to adopt the plan as the preliminary plan for Cathcart Park renovation. Motion carried unanimously. FREEMAN PARK - CULVERTS VS. BRIDGES • Commissioners Laberee, Vogel, and Lindstrom met in Freeman Park and toured the area to see where they felt bridges or culverts were needed. They only saw a need for two. They asked Sue to get costs for bridges - 25', 30', and 35' in both 4' and 6' widths from Town and Country Bridges. FREEMAN PARR - REQUEST TO BLOCK AREA BETWEEN SHOREWOOD OAKS AND PARK DUE TO VANDALISM When Lindstrom, Laberee, and Vogel toured Freeman, they also noticed that there was a large mudhole and a lot of damage done to the area along the sewer line. Because this is a grassy area, and because any repairs necessary to the line can be done by going down the woodchip trails, causing less damage than using the grassy area...... Lindstrom moved, Laberee seconded, to recommend to Council that a permanent barrier be put in between Shorewood Oaks and the Park, consisting of some type of landscaping, rocks, berm, trees, for example, to prevent vehicles from driving down the storm sewer easement; also that any damage on the trails and lines be repaired by either the developer or the City. Motion carried unanimously. ADJOURNMENT Lindstrom moved, Laberee seconded, to adjourn at 9:15 PM. Motion carried unanimously.
