CALL TO ORDER
The meeting of Wednesday, February 3, 1988, was called to order by
Chairman Vogel at 7:00 PM.
ROLL CALL
Present: Chairman Vogel, Commissioners Andrus, Lindstrom, Christensen,
Weatherly, and Laberee; Administrator Vogt; Planner Nielsen,
Council Liaison Brancel, and Deputy Clerk Niccum (7:30)
Absent: Commissioner Jakel
APPROVAL OF MINUTES
Lindstrom moved, Andrus seconded, to approve the minutes of Tuesday,
January 5th as written. Motion carried unanimously.
The meeting of Tuesday, January 19th was cancelled due to the weather.
MANOR PARK WARMI HOUSE /PAVILION
Administrator Vogt reviewed the background of the warming house /pavilion
with the Commission. He explained that he had been in contact with
the original architect twice to see if he was interested in following
through with the project, he was not. Vogt then contacted Architect
Frank Reese who submitted a`letter December 7, 1987, stating his firm
would provide architectual services for the project, prepare the bidding
specifications, distribute the document and receive bids for a cost
of $900.00. However the letter stated that the design architect would
answer all questions during the bidding which created a problem because
the design architect is not interested in being involved. This creates
a situation where, if the Commission decides to go ahead with the same
plans, there is a need for an architect to review the plans, sign them,
and go through the whole bidding process again. If the building could
be built for less than $15,000, an architect's signature would still
be required but the bidding process would not be as extensive. The
specs could be given to three builders, and three quotes could be received.
Architect Reese was present to answer questions. Commissioner Christensen
asked if Reese could take the plans, tell the Commission how much it
would cost to build the building, then build it? Reese said he didn't
think he could build the building because he doesn't think thats the
way the City would like to operate. He said he could, however, put
together a cost estimate. He explained that he had been looking at
other City's park buildings, especially Brooklyn Center which did one
very similar to the Commission's plans about a year ago, except that
one was a little fancier. Reese said usually plans and specs go "hand
in hand" and this is whats creating a problem, its a hard thing to divide.
In this case you have some of the specs but theres a lot that isn't
covered, especially in terms of bidding documents. Reese said he had
several suggestions as what he could do: suggest ways of saving money
on the existing plan, possibly using the option of doing it on a con-
struction management basis, etc.

Christensen asked the cost on the Brooklyn Center building. Reese said
around $40,000, but with the extras they had added, he felt the Park
Commission should look more in the vicinity of around $30,000.
Christensen also asked how Reese would handle signing someone elses
plans? Reese said he has looked at the plans. If tracings had been
done, he could basically go through them, make changes, and write specs,
this would save some money by using the tracings. Lindstrom will check
with the original person that drew athe plans to see of the tracings
are available,
Reese also said he felt someone in "home building" would probably give
a better price than a generqal acontractor.
Reese will present a proposal in writing as soon as possible.
There is more discussion on this issue at a later point in the minutes
LAWCON GRANT
Niccum asked the Commission if they wished to add anything to their
original request for a Soccer /football field and a soccer /hockey rink?
They wish to continue their original request. Niccum will send copies
• of the grant request to the Commission when it is received. The Com-
mission discussed ways of gaining financial assistance. Administrator
Vogt suggested they look at Tonka Bay's grant from last year as Tonka
Bay received a grant.
F REEMAN PARR BALLFIELDS
The Commission discussed whether the infields should be done at the
same time as the grading or at a later date. There was some discussion
on whether there would be a problem with settling, but it was felt that
it would make more sense to have Widmer do this while their equipment
is on the site. Administrator Vogt will check with Widmer to see if
they will do it and what the cost would be.

Administrator Vogt reviewed a letter he had received from Springsted
regarding procedure to follow and how to implement the process. The
Commission will have to look at each park individually, see exactly
what is needed, and make a list of everything. The cost will also
have to be determined, this can be done by a landscape architect if
desired. Then a Feasibility study should be done, the cost of this
may be able to be incorporated into the bond issue. Administrator Vogt
said he can get an idea of the impact on the taxpayer form Springstead.
Laberee asked Planner Nielsen if any area in the City is weak regarding
parkland. Planner Nielsen suggested the Commission study the park plan.
He mentioned the Grant Lorenz /Howards Point area and the Galpin Lake
area. The question then arose of funds for more parkland should be
included in the referendum. Landscaping, Engineering costs, and
working drawings were discussed.

Christensen stated that he had been concerned over the expense of the
proposed warming house /pavilion. He got an idea and talked to the Sussel
Corporation who are in the garage building business. He explained to
them exactly what the City was thinking of doing and asked if they could
come up with some kind of proposal. He presented two sketches showing
a 24' x 24' building with a 12' x 24' pavilion, stating it would be
on a 8" slab with electric heat, a hip roof, box overlang, 2 skylights,
2 windows, panelling inside, and a finished ceiling for $10,870.
Planner Nielsen asked if it included plumbing? The answer was no.
Nielsen said he had looked it over and it will need footings, 2 exits,
it must be insulated, and according to Ordinance it is required to have
bathroom facilities connected to the sewer. Christensen made note of
the additional requirements and will go back to Sussel and see what
they can do.
BMX TRACK
The Commission reviewed the BMX Track use. It is not used professionally
anymore but receives a lot of use from neighborhood children.
Christensen moved, Laberee seconded, to recommend to Council that the
BMX track surface be dragged once a month to remove the ruts, thus
reducing liability risks, and that mowing, trimming, and cleaning up
• be included specifically if contracted out or be done by Public Works
if not contracted out. Motion carried unanimously - 6/0.
SNOWMOBILES
Administrator Vogt told the Commission that the Council had requested
that they review the Snowmobile Ordinance before next winter.
Planner Nielsen invited the Park Commission to a Study Session of the
Planning Commission on Tuesday, March 15, 1988, to discuss future use
for the Railroad Corridor.
John Arnst was present to complain about noise and excessive speed on
the Railroad corridor, saying snowmobiles woke him up several times
during the night.
Kent Adams of Glen Road was also present. He stated he would like to
see the Railroad corridor used for other purposes.
Niccum stated that there had been a problem in Freeman Park on the trails
with snowmobiles. She talked to the Southwest Snowmobile Association
who offered to police the area. She also talked to Police Chief Young,
who said there might be legal complications if the Southwest Trail
Association did the patrolling so refused their help, but called in
the Water Patrol who did police the area. According to the person that
issued the complaint regarding the Freeman Park trails, the situation
has been taken care of and they called to say thank you. The Southwest
Trail Association did drop off some "No Snowmobiling" signs for use
iin the parks and offered to help in any way possible.

SNOWMOBILES - continued
The Commission will review the Snowmobile Ordinance later on in the
year.
Arnst stated that he had bicycled the Luce Line last summer. He also
stated that no snowmobiling at all was allowed east of Stubbs Bay and
that as cities develop there is no longer room for snowmobiles.
The Commission discussed the difficulty in enforcing the speed limit
and curfew.
WARMING HOUSE VACUUM CLEANERS
Christensen moved, Laberee seconded, to recommend to Council that they
allow an amount, not to exceed $300, to replace the vacuum cleaners
with wet vacs in Badger and Cathcart warming houses. Motion carried
unanimously - 6/0.
BADGER PARK WARMING HOUSE CARPET
The carpeting in Badger warming house is rotting away and does not
provide adequate skate protection in the restrooms.
Christensen moved, Laberee seconded, to recommend to Council that the
carpeting to be removed from City Hall be laid in the Badger and Cathcart
• warming houses as soon as possible. Motion carried unanimously - 6/0.
ADJOURNMENT
Christensen moved, Weatherly seconded, to adjourn at 9:54 PM. Motion
carried unanimously.
