021688 PK MINCITY OF SHOREWOOD PARK COMMISSION MEETING TUESDAY, FEBRUARY 16, 1988 AMERICAN LEGION POST #259 24450 SMITHTOWN ROAD 7:00 PM M I N U T E S CALL TO ORDER Chairman Vogel called the meeting to order at 7:00 PM. ROLL CALL Present: Chairman Vogel, Commissioners Christensen, Lindstrom, Andrus and Jakel; Council Liaison Brancel; and Deputy Clerk Niccum Absent: Commissioners Weatherly (ill) and Laberee APPROVAL OF MINUTES Lindstrom moved, Christensen seconded, to approve the minutes of Wednesday, February 3, as written. Motion carried unanimously - 4/0. MATTERS FROM THE FLOOR Manor Park Warming House /Pavilion Commissioner Christensen talked to Sussell regarding the changes discussed with the Planner at the last meeting, the addition of these things changed the Sussell way • of thinking, changing the building from a "garage" to a "house ", and changing the pricing structure. This added $10,000 - $15,000 to the price of the building. The Commission discussed the issue at length: Could the building be built as a garage and the insulating, and utilities be added at a later date? Is there any way to avoid putting in bathrooms when they are only used two months out of the year and satellities are used the other 10 months? What if they were open all year? Who would lock and unlock them? maintain them? Would there be problems if they remained open unattended? Andrus moved, Christensen seconded, to recommend to Council that they thank Mr. Reese and decline his offer to provide Architectural /Engineering services for the project at a $3,050. fee. Motion carried unanimously - 5/0. Commission tabled the Manor Warming House /Pavilion project until a full Commission is present. Cathcart Park - Snowmobile Problem Jakel reported that snowmobiles are cutting between the warming house and the rink at Cathcart, endangering the safety of skaters. The area has been posted but the signs are being ignored. He asked staff to contact Bill Kullberg of the Southwest Snowmobile Association to see what suggestions the Association could come up with to control the problem. L J -1- PARK COMMISSION MINUTES TUESDAY, BEBRUARY 16, 1988 Page two MATTERS FROM THE FLOOR - continued Financial Report Council Liaison Brancel reported on year to date PCIF and Park Maintenance figures through November. The Commission reiterated their January 4th motion requesting the Financial Director to give them a monthly detailed report of Park Commission expenses and balances. They asked that maintenance figures contain salaries. March 14 Council Liaison Commissioner Lindstrom will not be able to attend the meeting. Would someone care to volunteer to fill the position for that meeting? PARKS - PHASING. NEEDS. REFERENDUM The Commission discussed the process of doing this. They had received several sheets in their packets where they could fill in "things to be done ". Staff will send the Commission copies of past budgets and information that might be helpful.
