Chairman Vogel called the meeting to order at 7:07 PM.
APPROVAL OF MINUTES
Laberee moved, Jakel seconded, to approve the minutes of Monday, March 7, 1988,
as corrected. Motion carried unanimously.
Laberee moved, Jakel seconded, to approve the minutes of Monday, March 21, 1988
as written. Motion carried unanimously.

Present: Commissioners Lindstrom, Jakel, Laberee, Christensen, Andrus, Weatherly,
and Chairman Vogel; Council Liaison Brancel; and Deputy Clerk Niccum
PARK DEDICATION DECISION - STRAWBERRY FIELDS
Lindstrom moved, Andrus seconded, to recommend to Council to accept cash in lieu
of land for Strawberry Field's park dedication. Motion carried unanimously.
• PARK DEDICATION DECISION - NEAR MOUNTAIN P.U.D.
Laberee moved, Jakel seconded, to recommend to Council that they accept cash in
lieu of land for Near Mountain's park dedication, $14,000 ($350 x 40) for the
eliminated lots and $26,500 ($500 x 53) for the lots which will be developed,
a total of $40,500. Motion carried unanimously.
BMX TRACK BLEACHER LOCATION IN BADGER PARK
Christensen moved, Lindstrom seconded, to request that Public Works Director,
in accordance with a previous motion approved by Council, move the bleachers
from Freeman Park to Badger Park. They are to be located on the 50 yard line
on the west side of the field, between 30' and 50' back from the field, 50'
being the preference, but ask that he use his discretion due to the drainage
swale that is in that area. Motion carried unanimously.
FREEMAN PARK - SHAPE OF PARKING LOTS
At the pre- construction meeting on Freeman Park Grading and Appurtenances on
March 22, 1988, Russ Widmer of Widmer, Inc. asked that the Commission consider
grading the parking lots in a rectangle, omitting the cutout 20' corners.
Laberee moved, Jakel seconded, to recommend to the Council that they approve
grading the two lots in Freeman Park in rectangular shapes. Motion carried
unanimously.
• Laberee said it would not be a problem if there was a decision to berm or plant
in the corners at a later date to prevent parking problems.

The Commission reviewed the material provided by Finance Director Beck and Niccum.
MATTERS FROM THE FLOOR
Freeman Park - Water and Sprinkler System
Lindstrom felt that there should be sprinkling installed on the three ballfields
and the soccer field. He had talked to some people and they figured it would
cost approximately $2,000 per field. Niccum said she had talked to Engineer
Norton and he also felt that a sprinkling system was necessary, and was including
it in the estimated cost of running water into the park from Shorewood Oaks.
Laberee will call recreational people to see how much water volume is needed.
He will then contact Niccum who will contact a couple well people to get cost
estimates on a centrally located well, including electrical services.
It was then suggested that Planner Nielsen be contacted first to see if the
park is required to hookup to City water.
Cathcart Park - Easement Request
Christensen said he drove out to look at the situation and cannot see how in
good conscience a governmental unit can voluntarily cause a hazardous safety
condition in a City park.
Weatherly moved, Jakel seconded, to recommend to Council to reject the proposal
for an easement along the east side of Freeman Park due to safety considerations,
and that the Council and others involved personally visit the site to see for
themselves the danger involved. Motion carried unanimously.
Manor Park — Request to use Ballfield for practice
Bruce Carmichael requests to use the ballfield at Manor for practice. The
Commission asked Niccum to check with Public Works Director Zdrazil to see
when they are going to disc and seed the field, or work on the infield.
They would also like to know if Zdrazil has plans to put lime on the infield.
The Commission requested that after Niccum talks to Zdrazil, she let Carmichael
know when or if the field will be available for use.
Annual Park Visits
Lindstrom asked if the Commission planned to do their yearly park visits.
Volleyball Court - Manor Park
Jakel feels that the net for the volleyball court should be kept at City Hall,
and people that do not have their own nets should come to City Hall to get it.
Niccum pointed out that April 6, 1987, the Commission discussed this issue and
made the decision to leave the net up, part of the reason being that City Hall
is not open weekends or evenings. The Commission had decided to try it that
way for a year, and then to re- evaluate their decision. Jakel felt that this
would be a waste of money. Brancel suggested paddlelocking the net. Jakel
said the policy of most cities is to take the net down. The Commission asked
Niccum to get prices and see of nets are guaranteed for any period of time.

Cathcart Park - Repair needed
Christensen reported that the net on the south end of the basketball court at
Cathcart needs repair.
REPORTS
Vogel reported on the Council meeting.
MANOR PARK WARMING HOUSE
The Commission discussed the warming house /pavilion. Niccum reported that Administrator
Vogt has talked to Attorney Froberg and he does not have any objection as long
as the price is under $15,000. Vogt is in the process of obtaining quotes from
three different people regarding construction prices. The Commission, as a whole,
prefers to remain with a hip roof.
