PARK COMMISSION MEETING
MONDAY, APRIL 18, 1988
M I N U T E S
CALL TO ORDER
Chairman Vogel called the meeting to order at 7:00 PM.

Present: Chairman Vogel, Commissioners Lindstrom, Jakel, and Weatherly;
Council Liaison Brancel and Deputy Clerk Niccum
Absent: Commissioners Andrus (excused), Laberee, and Christensen
APPROVAL OF MINUTES
Lindstrom moved, Weatherly seconded, to approve the minutes of Monday, April 4,
as written. Motion carried - 4/0.
CATHCART EASEMENT
Staff reported that the Council had approved the easement. Chanhassen has agreed
to put a 4' chain -link fence along the eastern boundary of the park. The NSP
representative has been on vacation so no cost estimate has been received on
burying the utility lines. The Commission would like to know this cost when it
• is available. Lindstrom would like to know what concessions were given to the
private property to the south of Cathcart that is in the process of being developed.
The Commission requests that Administrator Vogt deal with Chanhassen regarding the
fence and burying of utility lines.
FREEMAN PARR WATER
The Commission discussed the need for water at Freeman Park to protect the new
fields to be seeded soon.
Weatherly moved, Jakel seconded, to recommend to Council that water be run into
Freeman Park from Shorewood Oaks as soon as possible. Motion carried - 4/0.
Jakel moved, Weatherly seconded, to recommend to Council that the City Engineer
figure the most cost efficient method, as soon as possible, to efficiently water
all 6 fields; and that Administrator Vogt follow through and get bids from qualified
bidders if necessary. Motion carried - 4/0.
The above motion does not include a sprinkler system. It does include running a
line to a central location among the 4 new fields so hoses and sprinklers can be
used, as well as a way to water the 2 exiting fields. The Commission cannot
afford a sprinkler system at this time, the installation of one might be feasible
at a later date.
MANOR PARK WARMING HOUSE /PAVILION
• The Commission will discuss this when all the estimates have been received.
RESIDENT REQUEST - SAND ON PLAYGROUNDS
Commission discussed this. They will get information on cost. Staff will inform
resident it is being considered.

GRANTS
Staff informed the Commission about FAPRS (Federal Assistance Program Retrieval
System). The program is handled through the University of Minnesota Extension
Service. Staff will present more information at the next meeting.

MATTERS FROM THE FLOOR
BMX Track
Public Works has been working on the BMX Track for 3 days.
Bleachers
The bleachers have been repaired and painted and placed in Badger Park for
use with the football field.
Football Field
The field at Badger has the top dressing on it and will be seeded tomorrow.
M anor Ballfield
• The fertilizer was delivered today. It will be aerated and seeded soon.
BMX Track Ramp
Public Works Director Zdrazil said there is a hole in the ramp and suggested
the Park Commission look at it.
MANOR PARK WATER
Jakel moved, Weatherly seconded, to recommend to Council that Administrator Vogt
get a cost estimate on running water from Amesbury into Manor Park so the field
can be watered. Motion carried - 4/0.
LAWCON GRANT
BRING YOUR GRANT INFORMATION TO THE NEXT MEETING.
REPORTS
Council Liaison Brancel informed the Commission of a Hennepin County Park Tour on
Wednesday, May 18th from 5:00 - 7:00 PM. It will give you an opportunity to meet
the Hennepin County Commissioners.
