100388 PK MINCITY OF SHOREWOOD PARK COMMISSION MEETING MONDAY, OCTOBER 3, 1988 0 M I N U T E S C ALL TO ORDER Chairman Vogel called the meeting to order at 7:00 PM. ROM. CAM. COUNCIL CHAMBERS 5755 COUNTRY CLUB ROAD 7:00 PM Present: Chairman Vogel, Commissioners Lindstrom, Andrus and Weatherly, and Deputy Clerk Niccum. Absent: Commissioners Laberee, Christensen, and Jakel (all called). MANOR P ARK — ADDITIONAL PROPERTY OFFER - 5075 SUBURBAN DRIVE Mrs. Clark of 5075 Suburban Drive wrote a letter to the Commission offering a piece of property for sale. The property would be north of the existing park and would run east to the Amesbury border. The Commission discussed the property. Andrus moved, Weatherly seconded, to recommend to Council that they have Administrator Vogt find out the possibilities of running water into the park from Amesbury, if it would be cheaper than running water down Manor Road, and how much she wants for the property. Motion carried - 4/0. RE UEST TO CAMP IN FREEMAN PARK • John Arnst was present to request camping overnight in Freeman Park. He is working with a group of Girl Scouts and teaching them to camp, then clean up the site so it appears that it has never been used. It would be John, 2 den mothers, and 10 scouts. He also asked about the possibility of having a fire. The Commission was leary of having a fire because he was talking about camping along the trail in a wooded area. Andrus moved, Weatherly seconded, to recommend to Council that they issue a special permit to allow the uabove to camp overnight, due to the Ordinance requirements which state no one is allowed in the Park from 10:00 PM - 6:00 AM. Motion carried - 4/0. CROSS CO UNTRY SKI TRAIL GROOMING Bill Kullberg of the South Tonka Trail Association was present by request due to the fact that Administrator Vogt and Deputy Clerk Niccum had been informed by Marsha Tauber of the Department of Trade and Economic Develpment that the grant applied for by the City would have a better chance of going through if the trail was useable all year around. Kullberg stated their willingness to help with the trails and will bring in a letter stating as much. John Arnst then entered the conversation and reiterated his view on snowmobiles until told that it was not an agenda item and would be discussed at a later date because the newer Commissioners need background material. is REMOVAL OF TREES FROM CATHCART PARK TO AMESBURY AND MANOR PARK Staff informed the Commission that the City wished to put two trees in Amesbury. It was suggested that, similar to other requests, the trees be given in return for the transportation of two other trees to Manor Park. PARK COMMISSION MINUTES MONDAY, OCTOBER 3, 1988 Page two • CATHCART TREES Andrus moved, Lindstrom seconded, to recommend to Council that they approve the removal of 4 trees from Cathcart Park, 2 to go to Amesbury, 2 to go to Manor Park, and that the cost of moving the trees be paid in exchange for the two trees received. Motion carried - 4/0. Tabled MANOR PARK WARMING HOUSE /PAVILION Staff reported that the construction of the warming house has been agreed upon by Western, there are a few smaller details to be ironed out before construction begins. FINANCIAL REPORT Staff passed out information showing that the Commission.has approximately $25,000 after all the already spoken for funds are removed, including the warming house. CATHCART BALLFIELD RELOCATION The Commission reviewed the letter received from Rick Dyer of South Tonka Little • League. They felt that the ideas presented, at a cost of approximately $100,000, were too overwhelming for Cathcart. They asked staff to contact Mr. Dyer and explain to him that they really wish to keep Cathcart more of a neighborhood park, that sometime in the future it might be possible to do something like that in another area, but not promising this. She was also to ask him if they will still be willing to help with the relocation of the field. MATTERS FROM THE FLOOR Freeman Park Signs Staff explained that the entrance to Freeman is hard to see and people not familiar with the area are frequently turning into the nursery driveway and the Wagners driveway. People get so frustrated that they either peel out or do more. In one case they actually ran into one of the Wagner's vehicles. The Wagners have requested additional signage and talked to Administrator Vogt. MnDOT will put up two signs. Lindstrom moved, Andrus seconded, to recommend to Council that the signs be installed and paid for out of park funds at a cost of $195.75. Motion carried - 4/0. Purchase of Sprinkler The City has purchased the Rainboy Irrigator w/ #p 85 sprinkler. The $1800 rental fee was applied toward the cost plus an additional $3300. This $5100 comes out of Park Capital Improvement Fund. • Manor Park Fence The fence across the property dividing the new park property from Mr. Walz's property has been installed. PARR COMMISSION MINUTES MONDAY, OCTOBER 3, 1988 Page three MATTERS FROM THE FLOOR — continued Freeman Park Ballfields Commissioner Lindstrom said he and Commissioner Christensen had been out to Freeman Park looking at the ballfields and felt that they did not look big enough. They went and got a tape and measured the field length and distance between bases and found that the distances were wrong. They reported this to Administrator Vogt. He will go out with the engineer and check it out. Freeman Trails /Dead Tree and Mowing Commissioner Lindstrom asked if Public Works Director Zdrazil could have the crew use the flail mower on the trails before they get too overgrown. There is also a dead tree fallen across one of the trails. Silverwood Park Commissioner Andrus said Councilwoman Haugen had mentioned to him that some of the neighbors to the park would like to see playground equipment installed. The high weeds, etc. were mentioned. Commission felt they should look at the park first. It will be on the next agenda. AD_7OURNWNT Weatherly moved, Lindstrom seconded, to adjourn at 9:30 PM.
