050189 PK MINCITY OF SHOREWOOD PARK COMMISSION MEETING MONDAY, MAY 1, 1989 SHOREWOOD CITY HALL 5755 COUNTRY CLUB ROAD 7:00 PM The Shorewood Park Commission met at the Excelsior Commons to view their ballfield, fencing and structure. They were impressed by the fencing. Both the backstop and outfield fence are vinyl coated black fencing and much easier to see through as well as being a lot safer. The slope of the Excelsior field is 12 ". The structure is a combination of restrooms, kitchen, pavillion, team equipment storage area, and City equipment storage area. There is a drinking fountain on the back of the building under the pavillion roof. The building itself is concrete block. M I N U T E S 1. CALL TO ORDER The meeting was called to order in City Hall at approximately 8:00 PM by Chairman Laberee. 2. ROLL CALL Present: Chairman Laberee, Commissioners Lindstrom, Christensen, Vogel, Andrus, and Weatherly; and Deputy Clerk Niccum 3. APPROVAL OF MINUTES Andrus moved, Lindstrom seconded, to approve the minutes of Monday, April 17, 1989 as written. Motion carried 6/0. 4. " SPRING CLEANUP" COMMENTS Mr. Paul Krueger of 6015 Burlwood Court was present to explain to the Commission how he feels about the "Cleanup ". He said garbage was piled 2 feet from his property lines. He said he had been into City Hall and Cleanup had been explained to him but he did not expect the amounts that were received. He mentioned that after the City crew left the premises people came in and pawed through everything and took what they wanted. He also said about 5 -6 kids came in to play and were throwing windows and breaking glass. He showed concern over the idea of possible injury to children. He also mentioned the appliances and wondered if the doors were off the refrigerators. He said "I suggest the City get out of the garbage business ". The Commission explained the benefit to the community. The idea of a security guard was mentioned. Mr. Krueger said that there will be approximately 75 families living in the new development and he doesn't feel they will care for the cleanup at that location. He said he thought City Parks should be put to a better use than a garbage dump. -1- PARR COMMISSION MINUTES MONDAY, MAY 1, 1989 Page two 5. FREEMAN PARR Chairman Laberee reported on the meeting with the City Administrator, Larry Whittaker; City Engineer, Jim Norton; Public Works Director, Don Zdrazil; Phil Tipka of OSM; and Park Assistant Niccum. Laberee said the spec done were the most "open" specs he has ever seen. He referred to the term "Ballfield Surfacing" in the spec. What steps should be taken next were discussed by the Commission. One comment made during discussion was the fact that when the blacktop from City Hall was dumped in the Park the Commission was totally unaware of it, it was an Administrative decision. After much discussion the Park Commission decided that instead of making a motion to the Council they would like to issue a joint statement from all the Commissioners stating: The Park Commission feels it inconceivable that anyone could construe Freeman Park communications to mean anything other than completely finished, playable athletic fields and, therefore recommends that: In the event that the fields are not completely finished, within budget, by the July date promised in the December 5, 1988 joint Park Commission /City Council meeting (minutes attached) motion That the city hire a new engineer and contractors to finish the fields; and • That the City pursue litigation or alternatives that allow completion of.all playing fields without cost to>the Park Commission. The Park Commission understood the Council request on making a decision on raising the NW field 3' and having Widmer do the work at a cost of $1,500. Their answer is in the above statement. The Commission asked why, if the field was going to have to be reseeded, such an expensive mixture was put on the fields? Fencing The fencing in Freeman Park cannot be done until the field is finished anyway so it will be discussed at the next meeting. 6. AMERICAN LEGION Chairman Laberee has volunteered to attend a meeting at the Legion to explain to the Legion people exactly what we are trying to accomplish and ask for guidance on what type of items they would be interested in funding. 7. PARR APPLICANT INTERVIEWS SET - MAY 15 Staff will send letters to the four applicants setting up an interview time. The applicant chosen by the Park Commission • will be recommended to the Council. After Council decision the applicants will be informed and thanked. DOOM PARR. COMMISSION MINUTES MONDAY, MAY 1, 1989 Page three 8. SILVERWOOD PARR - COMMISSIONER WEATHERLY'S MEETING WITH RESIDENTS MW Weatherly presented the Commission with a written report (see attached) regarding her visit to the park, and what it is the people would like to see in Silverwood Park. Laberee and Zdrazil will meet with the residents to see what the possibilities of putting in playground equipment are, and what would be involved in the way of grading, as well as answering any other questions they may have. 9. MATTERS FROM THE FLOOR Hennepin County Railroad Corridor Christensen moved, Lindstrom seconded, to recommend to Council that the Hennipen County Regional Railroad Authority be contacted to request them to resurface the Railroad Corridor with 3/8" minus limestone. Motion carried - 6/0. If the Railroad Authority will not resurface the corridor, the Commission would like to see if they would pay for k the costs, if they will not pay anything the Commission would like an estimate on the cost. 10.
