Park Commissioners Vogel, Andrus, and Lindstrom; Public Works Director
Zdrazil; Council Liaison Gagne; and Parks Administrative Assistant
Niccum met in Freeman Park. Zdrazil explained what the Public Works
Department had done to the north field and the warning tracks. Those
present were impressed by the smoothness of the north field. They
then returned to City Hall.

CALL TO ORDER
Acting Chairman Vogel called the meeting to order at 6:40 PM in the
Council Chambers.
ROLL CALL
Present: Commissioners Vogel, Lindstrom, Andrus and Weatherly;
Council Liaison Gagne and Niccum.
Absent: Chairman Laberee, and Commissioners Christensen and Wilson.
• APPROVAL OF MINUTES
Lindstrom moved, Weatherly seconded, to approve the minutes of Wednesday,
September 20, 1989 as corrected:
Page 1 - Paragraph 2 - last line of South Tonka Babe Ruth Field
Remove the word South from "South Tonka Men's Club ".
Page 2 - Freeman Park New Fields - Paragraph 2 - line 7
Remove to return so sentence reads "that they had offered control
to the City an ..................

Include fol lowing information on auestionnaire
The Park Commission reviewed the questionnaire revised by Commissioner
Weatherly, the cover letter she presented, and the list of requests
from the Silverwood Park area residents. The Commission decided
to use the questionnaire presented by Weatherly, which is short and
simple,!and to include a map showing Silverwood Park boundaries and
• acreage, and the Addition names and Street names around the park.
They removed one paragraph from the cover letter which referred to
the map because they decided they would put the map on the back of
the questionnaire and it would "speak for itself ". There is a space
on the questionnaire for any additional comments.

Old Market Road Intersection - Commission Comments Regarding Effect
on Silverwood Park
Councilmember Gagne asked for feedback from the Commission.
Two Commissioners gave their requested opinions to Niccum. One
felt the intersection would have a dangerous impact on the park,
and cut off Near Mountain residents from using the park. The
other Commissioner said he abstained from comment because he was
not familiar enough with the whole situation.
The Commissioners present said:
-- -that nothing should be done to increase traffic.
-- -that crossing Vine Hill Road to use the park in Minnetonka had
been considered a safety problem because of busy traffic, and if
traffic increases due to the intersection, it would create another
safety problem.
-- -they knew the intersection was planned when the lots were platted
and when they were bought.
-- -there would be more traffic and it would be more dangerous but
• it was in the original plan.
Meeting Night Change
The Commission discussed changing the meeting night to Tuesday
again because two Commissioners have commitments on Wednesday.
Niccum will check with the other Commissioners.
Freeman Park Fencing
Gagne and Niccum reported on the pre- construction meeting with
Finley Brothers. Work will begin on the three softball fields
on Monday, October 23, and be finished by Saturday, November 4,
1989. They will be using 4" posts on the large gates.
Andrus said he understood the bid was supposed to be on both types
of fencing and was to come back to the Commission for recommendation.
Hiking and Biking Trail
Gagne again told the Commission about compliments received.
Gagne and John Arnst, a resident, reported on a garbage dumping
incident by a car pulling a trailer on the trail. Two concerned
citizens called SLMPSD with information and the matter is in the
City Attorney's hands. Gagne would like to see signs posted on
the trail requiring a $1000 fine for dumping debris on the trail.
He wants to know if this can be legally done. He would also like
• to see posts put in next year similar to the City of Minnetonka's
posts, the middle post is removable but is locked in with a heavy
lock. Keys could be given to those who require access.

Hiking and Biking Trail - continued
The Commission would also like to see the trail extend from the
City of Minnetonka to the City of Victoria, and encourage other
cities to visit Shorewood, see whats been done, and follow suit.
Gagne said he is concerned about the "Lyman Lodge" property because
he understands several large houses are going in on that property -
the trail goes through the middle of the property - and he's
afraid the new owners will think it's part of their property.
He wants to make sure they are informed of the trail and who
it belongs to.
The Commission would like to see a sign close to the trail reading
"Welcome to Freeman Park" so trail users would know the park
exists. They want to wait until the fences are up before they
do this.
Silverwood Park Questionnaire
The Commission would like the questionnaire to go out as soon
as possible because residents are starting to ask what happened
to it. Niccum said it can be put together when the map is done.
They asked when that would be done and she said this week.
Freeman Park Project Update
• Gagne asked Administrator Whittaker to join the meeting and to
give the Park Commission the cost of bringing the field up to
spec.

is Whittaker said the total cost was approximately $20,000. If the
retainer form T &S and the remaining budget amount are subtracted,
the amount is approxmately $14,000.

Freeman Park Project Update
The Park Commission is still of the opinion that they should not
have to pay any more money - that they trusted the Engineer to
provide adequately playable fields - that the project was not overseen
properly - that the drainage or infields were badly designed -
and that OSM should be responsible.
They discussed the berm on the southwest field, and wondered why
no temporary erosion control was established?
They would like to know what percentage of the total costs are
engineering costs?
They also discussed irrigation, and feel it is important to make
sure the fields are protected.
