MINUTES
CALL TO ORDER
Acting Chairman Andrus called the study session to order at 7:05PM.
ROLL CALL
Present: Commissioners Andrus, Vogel, Weatherly, Wilson, Laberee and
Lindstrom; Council Liaison Gagne; and Park Administrative
Assistant Niccum
Absent: Commissioner Christensen (Vacation)
COUNCIL REPORT - BY LIAISON WILSON
Silverwood Park Trail
At the last meeting of the Park Commission concern was expressed over
the fact that part of the unfinished trail from Silverwood Park to
Highway 7 is being maintained and used as yard by some residents. The
Park Commission felt it might be wise to determine the boundaries now
to alleviate problems later on.
The Council asked Administrator Whittaker to notify these residents
by registered letter. The Council felt if it was staked, the stakes
would be removed.
Gagne asked Niccum to ask Whittaker if the City owns the property, or
if it is an easement.
Freeman Park "Ordinance Signs"
The Council said to let Public Works Director Zdrazil what is needed in
the way of "Ordinance signs" and he will take care of it.
Freeman Park Road
The Council agreed that the road would have to be widened in spots to
remain a two-way road. The question arose -- where is the money coming
from?
Joint Park Commission/Council Meeting
The Council said to have Niccum contact the Park Commission and Council
and set this meeting up.
The Park Commission wants Niccum to check with Park Planner Koegler to
see if preliminary park master plans and CIP will be ready for the
meeting of July 24 before setting the meeting date. They discussed
several items they want to discuss at the joint meeting. Niccum will
send the Commission a worksheet on agenda items.
Tee Shirts
The Council agreed to sell the tee shirts in City Hall. The funds will
still go to Jim Andrus. Wilson said they also discussed sweatsuits
with the Shorewood logo.

Payment of Freeman Park Voucher
The Council approved payment of the Freeman Park voucher without any
discussion.
City Engineer/Park Planner Roles
Gagne said a letter dated 6/29/90 had been sent to the Council from the
Administrator. Whittaker had a long meeting with the City Engineer. The
Council and Park Commission minutes were reviewed during the meeting.
The Council then had to decide the level of work to be perform by 0SM
and by VDHS. Six alternatives were presented to the Council.
Wilson said a motion was made by Gagne, seconded by Brancel, to accept
alternative No. 2 - "Recognizing that VDHS has all the necessary
disciplines for the planning and construction of almost all Park
projects and using them as the consultant for all Park Projects". This
motion was defeated 3 to 2.
Another motion was then made to accept No. 4 - "Treating VDHS as part
of the staff - like the City Engineer, Attorney, Planner, etc. and
having the City Administrator decide what part of the work should be
done by each - as Whittaker now does effectively with other staff
members." This motion passed 3 to 2.
Gagne said the Administrator understands, from his past experience,
what
has to be done by whom. The Council wanted the Administrator to make
the decisions.
Wilson pointed out that Watten asked Norton directly how much civil
engineering actually takes place in parks, and the answer was primarily
City sewer and water.
Weatherly said this is not a negative decision, she feels Whittaker is
bright and objective. Lindstrom said he also has a lot of confidence in
Whittaker. The rest of the Commission agreed to support the
Administrator. Weatherly suggested taking this as "day one of the
future", with the hope that things will improve. The Commission has
willingly accepted the Councils decision. They wish only to clarify
their reasons at the joint meeting. One of the reasons being to make
sure no misunderstandings remain between the Council and the
Commission, so they can develop an open healthy working relationship.
Iron Removal/Softening Building - Silverwood Park
Wilson said that if the City decides to do the above, this would
directly affect the Park Commission, and the park plan done by the Park
Planner, which has already been accepted by the Park Commission, and is
being presented to the area residents at the meeting of July 24. It
would place a large building - 54' x 20' x 16' - right in the parking
lot.
Lindstrom reviewed the past history of the existing building in the
park, saying it was a Council decision, and the Commission had not even
been consulted at that time. The Commission had been given the
understanding that it would be located in one area, where it would not
interfere with the park, and it was moved right into the center
instead. The Commission asked if the "City" would buy the land back
from the Park. They hope this will not, if it happens, affect an

already severely limited park plan.
Gagne said the hearing on this will take place September 12, 1990.
SOCCER FIELDS
Wilson said he had talked to a member of the Soccer Association, and
asked them to move the nets two weeks ago because the area around the
nets is getting so bad. The nets have not been moved.
APPROVAL OF MINUTES - TUESDAY, JUNE 26, 1990
Laberee moved, Wilson seconded, to approve the minutes of Tuesday, June
26 1990, as corrected. Motion carried - 5 ayes - 1 abstain (Andrus)
FREEMAN PARK LITTLE LEAGUE FIELD PROPOSAL
Mr. Paul Krueger was present to ask if there had been any fund
discussion yet? Niccum said the Park Planner has given an estimate for
grading, stakin and drainage. Before this is approved, a decsision must
be made to ensure that the Tonka Men's Club will finish the field once
it is started. Bondir and a letter of credit were discussed. Krueger's
concern was that the field would end up "half finished". Weatherly felt
it would be better to have a level seeded field there than nothing.
This will be discussed at to next meeting.
VOLUNTEER PROJECTS
Niccum explained that the bleacher project presented by a young man for
his eagle scout badge was not a suitable project due to stress factors
and liability. She said another project has been found for him to do.
She suggested the Commission make a list of projects for review by the
staff. This way the City would be ready if others come in to volunteer
their services. The Commission discussed this and came up with the
following suggestions:
- a map of the trails in Freeman park - with mileage included
- Signs - design, making, and placing - identifying vegetation -
Freeman
- Benches - build and place along trail in Freeman Park
- Build permanent receptacles for trash cans
- Build "picnic pods" (cement pads with grill and picnic table)
- Clear brush - save labor for Public Works - picnic areas
- Take out trees (Vogel said there are too many of one type, some
should be cleared out so others can be planted and existing trees
can grow better) (Ask Don)
- Start garden club - lay out plan
- Pick specific area - design and plant

DRINKING FOUNTAINS
The Commission discussed the fact that there is $2500 available for
drinking fountains. They will discuss this with the Park Planner.
TEE SHIRT PRICES
Andrus said he had set the prices at $10 for adult shirts, and $8 for
junior sizes. He asked the opinion of the rest of the Commission. They
felt this was a reasonable price.
PCIP
This will be on the agenda for the next meeting
BUDGET
Niccum told the Commission that it is imperative to get information
together for the park budget. The Commissioners will do this
individually and mail or deliver their information by Monday, July 16,
1990.
ADJOURNMENT
Weatherly moved, Lindstrom seconded, to adjourn at 10:15 PM. Motion
carried - 6/0.
