121190 PK MIN CITY OF SHOREWOOD COUNCIL CHAMBERS PARK COMMISSION MEETING 5755 COUNTRY CLUB ROAD TUESDAY, DECEMBER 11, 1990 7:00 PM MINUTES CALL TO ORDER Acting Chairman Andrus called the meeting to order at 7:00 p.m. ROLL CALL Present: Acting Chairman Andrus, Commissioners Lindstrom, Vogel, Dzurak, Laberee, and Wilson; Administrative Assistant Niccum; and Council Liaison Gagne. Absent: Chairman Christensen APPROVAL OF MINUTES Laberee moved, Lindstrom seconded, to approve the minutes of Tuesday, 1990, as corrected. Motion carried - 6/0. NOMINATION OF 1991 CHAIRMAN AND VICE CHAIRMAN Vogel moved, Lindstrom seconded, to recommend to Council that Jim Andrus be elected Chairman, and that Jim Wilson be elected Vice Chairman from January 1991 to December 31, 1991. Motion carried 4 ayes - 2 abstain (Andrus and Wilson). CROSS COUNTRY SKI TRAIL - FREEMAN PARK - MARK/GROOM The Commission discussed what to do to identify the cross country ski trails. Lindstrom thought they should be marked with temporary signs, and asked Niccum to find signs. Laberee and Wilson disagreed. They felt that they had talked to the Park Planner about it, that he was going to get aerials, and identify the trails, and it should be left up to him to do it properly. They asked Niccum to contact Koegler to reaffirm doing the map and deciding about the signs. The Council approved grooming the trails on January 22, 1990, for a period of one year, and the Commission felt this approval would cover most of the season. If it works out, they can reapproach the Council for the remainder of the season. BOOTS Lindstrom said he is against playing "Boots" on the Shorewood rinks. He said they are known for having the best ice in the area. He feels the Boots players should play in Excelsior or Tonka Bay. SHOREWOOD PARK COMMISSION MINUTES TUESDAY, DECEMBER 11, 1990 - Page two Laberee disagreed with Lindstrom. He said the rink should be available for use by all residents. Niccum explained that when she held orientation with the rink attendants, most of the attendants were experienced attendants, and she discussed the problem with them. They felt that if two sets of nets were provided, it would solve the problem. Lindstrom asked Niccum to check with Excelsior and Tonka Bay to see if their rinks are scheduled for organized hockey or broomball. Laberee moved, Dzurak seconded, that the rink attendants use discretion regarding arguments between hockey players and boots players, and that hockey takes precedence. Motion carried - 6/0. Laberee moved, Wilson seconded, to recommend to the Council that they approve purchase of two additional hockey nets for Badger Park so that “Boots” and hockey can be played at the same time - at a cost not to exceed $500. Motion carried - 6/0. Lindstrom said MYHA used to practice two nights during the week and on Saturday mornings. He said this left more time for freeskating. Niccum said MYHA does not schedule through Community Services. The Commission asked Niccum to contact MYHA and Community Services to see if they couldn't work on the scheduling together. The Commission discussed several other rink matters: nets at Manor; how to handle a team made up of 40 year olds that checks 10 and 12 year olds, and monopolizes the rinks on Saturdays; using the attendants as "babysitters"; and more light on Manor rink. IDENTIFICATION OF SHOREWOOD TO SURROUNDING COMMUNITIES Niccum said many people don't know where Shorewood is. She thought it would help to promote the entire City along with the referendum. REFERENDUM DISCUSSION It is the opinion of the Park Commission that until they have some dollar amounts cost per year per $1000 they cannot move forward. They reiterate their request for dollar amounts as requested in the Park Commission minutes of October 23, 1990. Dzurak would also like to know what type of financing would be used. The Commission asks that the dollar amount be figured for 5 and 10 years on 1.5 and 2.5 million dollars. They also ask that Finance Director Rolek attend their January 8 meeting so he can answer questions regarding financing. SHOREWOOD PARK COMMISSION MINUTES TUESDAY, DECEMBER 11, 1990 - Page three 1990 SUMMARY OF ACCOMPLISHMENTS, NON-ACCOMPLISHMENTS, 1991 GOALS AND OBJECTIVES, AND LONG RANGE PLANS The four major goals set by the Park Commission for 1990 were: 1. Silverwood Park 2. Freeman Park Irrigation 3. Relocation of Cathcart Ballfield/Parking 4. Tonka Men's Club Little League Field Two of these goals were more than met. Freeman Park Irrigation not only irrigates the three softball fields, it will also irrigate the football field, the soccer fields, and the common area. The Tonka Men's Club not only built the Little League Field, they also put in irrigation, which will allow the City to irrigate the other two fields on the south end of the park eventually. Electricity was run into Freeman Park, two transformers will provide all needed future electricity for the park. A drinking fountain was put into Freeman Park, thanks to a donation by American Legion Post #259. Additional chips were put on the walking trails. We have Public Works to thank for this. Master Plans were done for all existing parks. A new rink was built in Cathcart Park -- again thanks to a $5000 donation from American Legion Post #259, and the labor of our Public Works Crew. The Little League Association built benches for the ball field at Cathcart Park. The warming house at Cathcart was freshened up with a new coat of paint -- this was an Eagle Scout Project -- and deeply appreciated. Sand was placed in all the playground areas -- thanks again to Public Works. The Park Commission would like to commend the Public Works Crew and Public Works Director Zdrazil for all the work they have done in the parks. The funds were not available to finish Silverwood Park, or to relocate the ballfield and put in the parking lot in Cathcart Park. A master plan of trails for the entire City was begun, and should be finished shortly. SHOREWOOD PARK COMMISSION MINUTES TUESDAY, DECEMBER 11, 1990 - Page four Because the Minnewashta Church is for sale, there is a concern that Cathcart Park may suddenly lose its parking all together -- this could suddenly create an emergency situation. The Commission discussed the revenue due from Waterford III. They want to get Silverwood Park done - but - what happens in the above emergency situation? They asked Niccum to find out exactly what amount they will receive, andwhen. Their goals are: 1. Make a definite decision on the referendum. 2. Correct the Highway 7 entry into Freeman Park. It is dangerous. The entrance cannot be seen, the signs need relocating, and there should be a left turn lane put in. The Commission directed Niccum to contact MnDOT concerning the left turn lane. 3. Silverwood Park 4. Cathcart Parking 5. Relocation of Cathcart ballfield DEDICATION CEREMONY Niccum reminded the Commission that the Freeman Field Dedication Ceremony is to be held on Saturday, December 15, at 10:00 am. LETTER OF APPRECIATION - VERN WATTEN The Commission asked Niccum to draw up a letter of appreciation, and bring it to the meeting so they can all sign it.
