042391 PK MINCITY OF SHOREWOOD PARR COMMISSION MEETING TUESDAY, APRIL 23, 1991 M I N U T E S CALL TO ORDER COUNCIL CHAMBERS 5755 COUNTRY CLUB ROAD 7:00 P.M. Chairman Andrus called the meeting to order at 7:08 p.m. ROLL CALL Present: Chairman Andrus, Commissioners Lindstrom, Dzurak and Laberee; Administrative Assistant Niccum and Council Liaison Lewis Absent: Commissioners Vogel, Christensen, and Wilson APPROVAL OF MINUTES moved, seconded, to approve the minutes of Tuesday, March 26, 1991, as corrected [see attached]. Motion carried 4/0. NEW ADMINISTRATOR MEETS PARR COMMISSION • Administrator James C. Hurm, who officially joined the City as its new Administrator on Monday, April 22, 1991, made a point of appearing to meet the Commission. He was also introduced to Richard Young, Chief of the South Lake Minnetonka Public Safety Department. USER FEES - POSTPONED UNTIL MEETING OF MAY 14, 1991 SNOWMOBILE ENFORCEMENT DISCUSSION Chief Young, who was present at a meeting along with Park Chairman Andrus, Mayor Brancel, Shorewood Snowmobile Club President Mike Ellis, and resident Bob Belbeck, gave the Commission a list of changes to the Ordinance that had been prepared by Belbeck. He went over the changes, item by item, agreeing with some, disagreeing with some, making suggestions and answering questions. Niccum will draft these into the existing Ordinance, send it to Chief Young for review, then bring it back for discussion at the May 28 meeting. Andrus asked Young if having a Snow Patrol would cause harassment for the police. Young said he didn't think so. He referred to is Brooklyn Park's setup. He said they have a Snow Patrol. When the Police Department gets complaints, they turn it over to the Captain SHOREWOOD PARK COMMISSION MINUTES . TUESDAY, APRIL 23, 1991 - Page two of the Snow Patrol and the Snow Patrol visits the people and explains the City Policy. He said the Snow Patrol should be good at public relations... nonconfrontational. One question that arose was whether or not to put the Snow Patrol in the ordinance. Would is create additional insurance costs? Young said Brooklyn Park does not have their Snow Patrol in the Ordinance. Help from other sources was also discussed. Young said the Water Patrol only has 3 full -time deputies that would have authority on the "Hiking and Biking Trail ". He said the DNR has authority to patrol the trails, but he hasn't talked to them yet. Andrus asked if Young thought the possibility of having snowmobiles in SLMPSD would ever be possible. Lindstrom said he understood that a dealer had offered to provide the SLMPSD with a snowmobile. Young said it was not the equipment, but the other expenses involved which caused the problem, given the resources he wouldn't mind having snowmobiles. Hours of operation was an important area of discussion. What to do? Leave it as it is with the burden of proof to show that they • were either leaving home or returning home to the rider? Have it a straight 11:OOPM to 7:OOAM no riders policy? Leave hours with 11:OOpm to 7:OOAM no riders policy Sunday through Thursday, and have hours 1:OOAM to 9:OOAM on weekend? The Commission asked Niccum to get Kullberg's opinion. They also want to know when Snowmobile Club's insurance is in effect. JUNE PARK PROMOTION DISCUSSION Lindstrom said he had talked to Steve Cobb of Adventure Balloons. Cobb offered to show up for $50, and to give tethered balloon rides, going up approximately 50 for $5 per person. Lindstrom said this was really a good price. He said Cobb also wondered if he could launch an occasional ride from the park. The Commission also decided if they did "Bessie Bingo ", and sold 200 tickets - 4 of each number up to 50 - for $5 apiece - and paid $100 per winner - they would still make $600 if they sold all the tickets. Niccum was asked to check on legality of selling raffle tickets. Niccum suggested someone check with whoever is using the ballfield they plan to use for "Bessie Bingo" to see if they have any objections. The Commission asked Niccum to do a phone poll of the Council to see if they approved of the promotion, if they approved of the • balloon rides, and if they would be willing to appear to help promote the parks. U MATTERS FROM THE FLOOR Johnson's Addition - Trail Easement Request Dzurak said the Johnson Addition had been discussed at the Council meeting. He felt it would be important to get a trail easement over the property, this way a trail could extend from the "Silverwood Park /Highway 7" trail east to Vine Hill Road. The Commission asked Niccum to ask Planner Nielsen for a topography map, a copy of the plat, and a recommendation. REPORTS Spring Cleanup • Dzurak reported that "Spring Cleanup" will not be held in Freeman Park. The Council is considering a combination of curbside pickup and a drop off site. Landscaping of Water Treatment Plant Dzurak reported that Park Planner Koegler has been asked to submit a landscaping plan. Hiking and Biking Trail - bicycle track damages Lindstrom reported that there is tire track damage on the trail. Dzurak moved, Lindstrom seconded, to adjourn the meeting at 11:OOPM.
