051491 PK MINCITY OF SHOREWOOD PARR COMMISSION MEETING TUESDAY, MAY 14, 1991 M I N U T E S CALL TO ORDER COUNCIL CHAMBERS 5755 COUNTRY CLUB ROAD 6:00 P.M. The Park Commission met in Cathcart Park at 6:00 PM. They toured the Park to see what needs to be done, and came up with the following: Repairs Playground Equipment - Barrel Roll Bearings missing in ends of "barrel" Tennis Court Resurfacing needed Picnic Table Needs repair ... remove "fish cleaning board "! Basketball Court Sealcoating needed ... Commission wishes to know if this can be done in a color ... like the resurfacing on the tennis courts. Basketball hoop down ... Niccum told them that Zdrazil is aware of this, that they are being torn down approximately once a week and Public Works has to keep putting them back up. Mark Laberee said to check into "dunkable rims ", when they pull them down, they give but have a spring device that will snap them back up as soon as someone lets go of the rim. The cost may be more but by the time you count the hours it takes in employee time to fix them, it would probably be cheaper in the long run. Warming House Put outside screening on window - east window facing West 62nd Street - was removed to fix broken window - need new piece of wire screen, it was damaged when window was broken. SHOREWOOD PARK COMMISSION MINUTES TUESDAY, MAY 14, 1991 - Page two Cathcart Park continued - Questions and Requests Picnic Tables Where are the picnic tables in all the parks? Sign on Hockey Rink - Thank you to Legion Apparently this was approved a long time ago - the problem has been ... what kind of sign can be put on the rink that won't be torn off, etc. The Park Commission would like to see some type of wood sign (not plywood) , possibly routed, bolted to the curve on the northeast corner of the rink. Possible Parking - 2 or 3 Spaces - West side of Tennis Court (Off private road) The Commission noticed that people have been parking on the grass to use the tennis courts, they wondered if it would be possible to put enough ag lime for 2 or 3 parking spaces. Niccum said they may have to contact the neighbors because it is a private road. is Ground on west side of tennis courts The Commission would like to know what happened to the ground, it looks like its been filled, and its all uneven. Snowmobiles riding in park Dzurak said the snowmobiles are cutting along the west side of the park, hooking up the swings, and driving right under them. Christensen said this used to be an official trail, there is a culvert that runs under Highway 7, riders coming from the south side of Highway 7 would ride through the culvert (then they didn't have to cross 7), and on to Lake Minnetonka. Lindstrom said it had also been the corridor between Lake Minnewashta and Lake Minnetonka. More "No Snowmobiling" signs should be posted in that area (west of hockey rink -by basketball court, swing set, and tennis court). When the Commission was finished touring Cathcart Park, they went on to tour Freeman Park, and came up with the following: Parking Lot Problems -Need Immediate Solution- Dangerous The large parking lot was full of cars, they followed no • parking pattern, being too close on one side, with a large area on the other side, and parking all the way to the SHOREWOOD PARK COMMISSION MINUTES TUESDAY, MAY 14, 1991 - Page three Freeman Park - continued end, so cars had to back all the way out. Cars were also parked along both sides of the road, and on the grass. Parents were hanging on to their children, and cars were backing out all over the place. The smaller parking lot. off Eureka Road, and the parking lot up by the new Little League Field ( #3) were not being utilized to their full potential, one was about 1/4 full, and the other was empty. *IMMEDIATE Have Public Works run a temporary rope and pipe barrier down the middle of the large lot and across the ends shaped like this: This will center the cars, as well as creating a area on the end so cars can drive all the way around. Mark Laberee said he did the parking area at "Lord Fletchers ", and suggested that Zdrazil go over and look at • it, then give the Commission a cost estimate. Laberee said both the big lot and the lot off Eureka could be done this way. The Commission also felt the following should be done, if allowed by Ordinance: Siqns 15 mph speed limit signs No parking signs... Violators will be ticketed? No parking in fire lanes? No parking on grass? Additional parking signs with arrows? Pathway A defined pathway between the small parking lot off Eureka and the big parking lot. The Commission felt this might encourage more people to use the smaller lot. Definition of Parking Areas Define the parking area for fields near Highway 7 ( #1 & #2) Do something to define parking area north of new Little League Field ( #3), before cars end up parking up against SHOREWOOD PARK COMMISSION MINUTES TUESDAY, MAY 14, 1991 - Page four Freeman Park - continued the fence, and electrical box, and cause damage. Put in more parking, as defined on master plan. Clear out brush along west side of ballfield fences (Fields #4 & #5) so people can walk directly from this parking lot over to the soccer /football area. New Little League Field C931 The Park Commission thinks the Tonka Men's Club did a great job on the field. They would like to have a sign placed high up on the fence stating that the Tonka Men's Club donated the field. Satellites The Commission thinks there should be more than one Satellite down by the new fields (there are now 2 satellites in Freeman). Ouestions • Is there a problem with the pumphouse structure? One of the Commissioners said it had been sitting the same way for a while. Who drove down the "storm sewer line" and left the deep tracks, the City? 8:20PM - The Commission returned to City Hall and continued their meeting. ROLL CALL Present: Chairman Andrus, Commissioners Lindstrom, Vogel, Christensen, Laberee, Wilson and Dzurak; Administrative Assistant Niccum and Council Liaison Lewis. APPROVAL OF MINUTES Lindstrom moved, Dzurak seconded, to approve the minutes of Tuesday, April 23, 1991, as written. Motion carried -7/0. 41 SHOREWOOD PARK COMMISSION MEETING TUESDAY, MAY 14, 1991 - Page five ASKINS /ALMOUIST - PROPOSED DIVISION /COMBINATION AND LOT WIDTH VARIANCE Mr. Askins was present to state that there is a drainage problem between the Askins and Almquist properties. A pipe needs replacement, and an easement is needed. He said he measured the proposed property exchange and by his measurements, the City comes out 10 square feet ahead. Christensen asked if there would be any cost to the City. Askins said no. USER FEES The Commission had a discussion on "User Fees ". Comments were as follows: User fees help defray maintenance costs, leaving more opportunity for funds to be available for other park uses. • - All organizations should have user fees or none should have them. - When the referendum meetings were held, residents mentioned charging user fees to help bring down costs. - Several years ago user fees were charged for a short period of time, only one organization paid them, the Football Association. The other organizations raised such a fuss, that user fees were dropped, and the fee paid by the Football Association was refunded. - Many of the organizations have done volunteer work, on the fields, and otherwise, throughout the years. When the fees were charged before, it did a lot of damage to the relationships that had been built up between the City and the organizations. It would be sad to see this happen again. - The fees charged to the kids by the organizations are high already, the kids should be able to use the parks. The Commission decided to ask for input from Jim Jones of Community Services before they carry the discussion any further. Andrus asked Niccum to check with the cities of Excelsior, Plymouth, and Shakopee to see what kind of income is generated by user fees in their communities. SHOREWOOD PARK COMMISSION MINUTES TUESDAY, MAY 14, 1991 - Page six MATTERS FROM THE FLOOR Waterford Pond - Being treated by Waterford Association The Commission would like to have Planner Nielsen give them feedback on this. Dzurak asked if this isn't actually on the City Trail Easement. He said the Waterford Association is treating it for insects and algae. The Commission would like the City to contact the Association to see what kind of treatment is being done. They also showed concern over which way the water drains out of the pond, and if it would cause any harm on the Johnson property or the Covington Vine Ridge Outlot. Badger Warming House When will the work be done? Who chose and approved the location for the warming house? Trail marked by Lindstrom and Christensen in Freeman Park is Has this trail been cut yet? Park Promotion - June 22, 1991 The Park Commission has decided to postpone this promotion until 1992, therefore they do not need approval of date or $500 advance from the Council. Mr. Cobb was told by both of us that launching a balloon • from Freeman Park for commercial purposes was against the City Ordinance - it would be a commercial use in a residential zone. He was told that if he wished to launch his balloon for pleasure flights, and the Park Commission agreed, this would be allowable. Mr. Cobb said that if the City didn't allow him to use Freeman for commercial flights, he would not appear to give balloon rides. SNOWMOBILE ASSOCIATION INSURANCE I talked to Bill Kullberg. He said the insurance runs from November 1 to October 31, which gives year around coverage. WILL HAVING A SNOW PATROL AFFECT THE CITY INSURANCE? WHAT WAS BILL KULLBERG'S REACTION TO CURFEW? He said he thought the hours should be the same all the time. PARK COMMISSION ARTICLES - NEWSLETTER You will notice when you get the newsletter that there are no articles regarding Parks. A special Parks newsletter will be going out in June. A Residential Community on Lake Minnetonka's South Shore MEMO • May 10, 1991 Page two JOHNSON SUBDIVISION - REQUEST FOR TRAIL At this time three lots are being platted. There are probably two lots on Vine Hill Road, and six or seven lots on the north side of the property that will be platted in the future. At that time it will be part of the plan to designate the wetland area, and to request a trail easement. Nielsen recommended getting Koegler's input. He (Nielsen) said he would recommend running the trail along the north side of the wetland area. It could be on dry ground, and there is a steep bank, there so it would not be at the bottom of people's yards like it would be on the south side. He also thought the north side was drier than the south side. (25) F ae (91 (IS) i usL -C46) a (27) MEMO May 10, 1991 Page three NEW LITTLE LEAGUE FIELD - ELECTRICAL WIRING - IRRIGATION SYSTEM Mr. Jim Latterner has volunteered his services to do the electrical wiring for the irrigation system if the City will provide the materials and the structure. I am waiting to get feedback from Planner Nielsen, and hope to give you a verbal report at the meeting next Tuesday. PLEASE LET ME KNOW IF YOU WILL NOT ATTEND A MEETING - THANKS. TENTATIVE MEETING SCHEDULE FOR MAY AND JUNE May 28 This will be another 6:00 meeting. We will meet at Manor Park, go to Badger, then continue meeting at City Hall. Only agenda item so far is snowmobile Ordinance. June 11 7:00 at City Hall - Agenda items so far are Budget, and review of Shorewood Trail Plan. June 25 6:00 - tour Silverwood, Shady Hills, and Christmas Lake Access
