Chairman Andrus called the meeting to order at 7:00 p.m.
ROLL CALL
Present: Chairman Andrus, Commissioners Lindstrom, Vogel,
Christensen, Dzurak, and Wilson; Administrator Hurm;
Park Planner Koegler; Administrative Assistant Niccum;
and Council Liaison Lewis.
Absent: Commissioner Laberee
APPROVAL OF MINUTES
Minutes of Tuesday, May 14, 1991
Dzurak moved, Vogel seconded, to approve the minutes of Tuesday,
May 14, 1991, as written. Motion carried - 6/0.
Minutes of Tuesday, May 28, 1991
Lindstrom moved, Dzurak seconded, to approve the minutes of
Tuesday, May 28, 1991 as written. Motion carried - 5 ayes - 1
abstain (Wilson).
SHOREWOOD TRAIL PLAN - REVIEW DRAFT
Park Planner Mark Koegler reviewed the proposed trail plan with the
Commission. He said there are three things to consider: the trail
alignments themselves, the priorities, and on street vs. off street
trails. Koegler said there are two things not included in the plan
at this time: a phasing schedule and a budget.
Koegler said the planned improvements of Highway 7 could have an
effect on the trail system. He said a bridge over Highway 7 is in
the improvement plan, which would give the trail access to the
other side of Highway 7 at that time. One of the Commissioners
mentioned that it might not be done for years. Koegler said that
is true. The Commission asked what would happen if no bridge went
in over Highway 7. Koegler said the Old Market Road intersection
would then be checked for feasibility.
Koegler said the City of Excelsior is also working on a trail plan
• at this time, and is focusing on the railroad right -of -way at the
present.

Commissioner Christensen complemented Koegler, saying he thought
the plan was wonderful, it gives the Commission something specific
to work with.
Commissioner Wilson wondered if the format in the plan would be
presented to the public. Koegler said the format was for City use,
the plan is what would be presented to the public.
Christensen wondered if individual maps of each park should be
included to give more detail to the residents. Dzurak said he felt
it would be a good thing to have a City map, that could be sold at
a small profit, showing all parks, municipal buildings, (City Hall,
schools, etc) trails, and street names. The Commission asked
Koegler what the cost would be. He said it depends on the base
material but he thought a black and white high -tech computer
generated map, including lots, could be done of the City of
Shorewood for approximately $2500. Christensen said he thought
such a map should be available from OSM, as they have been the City
engineers for a number of years. Dzurak said Niccum had mentioned
the possibility of including the cities of Tonka Bay, Excelsior,
and Greenwood, because the cities intermingle so much, she felt it
would help identify the cities, and show the overall trail plan.
Lindstrom said he felt such a map would be beneficial to the City.
• Koegler said he would like to know what routes are most important
to the Commission, and which routes should be separated from the
streets. He said right now there are fairly significant shoulders
on County Road 19. Andrus asked if the City has any easements?
The Commission discussed the fact that at one time they had wanted
a trail around Silver Lake. Niccum said there are no easements
around Silver Lake except the area across from Silverwood Park.
The Commission again mentioned that they want to be sure to get
trail easements on the Johnson property (36- 117 -23 -11 -0001) when
the additional lots are platted. They know that Planner Nielsen is
aware of their wishes and plans to request trail easements. The
Commission's main safety concerns were:
Smithtown Road
County Road 19
Covington Road
Vine Hill Road
Yellowstone Trail
Commissioner Vogel said he felt it was important to make the parks
accessible, this should come first. Andrus said anything that ties

Wilson said he lives on Yellowstone Trail and it is busy,
especially in the morning and afternoon.
Suggestions and Comments from the Commission regarding plan
Consider moving the Country Club Road part of the trail over
to Minnetonka Drive, traffic is not as busy on Minnetonka
Drive. Further discussion concluded it might be more sensible
to leave the trail on Country Club Road to keep people away
from the heavy traffic.
What will be done on the islands? Koegler said only nature
trails through the wetlands
Consider extending trail across Birch Bluff Road from Grant
Lorenz Road to Eureka Road

Cathcart Park to see if it can be used to extend trail across

Christensen felt this statement would cause a lot of contention.
PARK BUDGET /PARK CAPITAL IMPROVEMENT PLAN
Administrator Hurm opened the discussion, explaining that Jim
Andrus, Park Commission Chairman; Steve Dzurak, Park Commissioner;
Mark Koegler, Park Planner; Dan Lewis, Council Liaison to the Park
Commission; and himself, had met to discuss the referendum. Hurm
said the concern was the size of the bond issue. When the input
meetings were held in City neighborhoods, public comment made it
clear that the people present wanted the parks improved but did not
want a large increase in their taxes.
At the meeting the above gentlemen came up with a proposed option
to a major referendum. They proposed a 3 pronged approach ... to be
spread over a 10 year period:
• 1. Projects funded by a cutback referendum
This would be a smaller amount spread over a longer period of
time.
2. Projects funded by the City by park and year
This would include Park Dedication Fees and a contribution
from the City's General Fund.
3. Projects funded by Groups and Donations
This explains itself.
Hurm reviewed the proposal for the Park Commission and asked the
Commission to thoroughly review and revise the plan at the two
meetings in May, so the revised plan can be presented to the
Council in July.

MATTERS FROM THE FLOOR
Irrigation Building /Drinking Fountain /Irrigation System
The Park Commission would like to know when the building will
be completed, when the irrigation will be turned on, and when
the drinking fountain will be hooked up.

Freeman Park - Mark Trail running between Shorewood Oaks and
Entering Park between Fields #1 and #2.
Commissioner Lindstrom asked if the trail can be marked in
some way. The Park Commission requested that Public Works
mark the trail a long time ago with woodchips. Public Works
Director Zdrazil, at that time, said that it is too wet to use
woodchips. Now they would appreciate having the boundaries
marked, as the trail goes between two houses, and they don't
want the property owners to encroach upon the trail like they
• did on the Silverwood trail.
Freeman Soccer Field - Soil Erosion causing Hazard
Wilson said that the area around one of the irrigation heads
on the soccer area has eroded The head is exposed about 6 11 .
He was concerned because he feels it is a safety hazard.
Badger Park Warming House
Christensen questioned the progress on the warming house,
expressing concern that it should be done soon or it would
again be too late in the season.
City Property - Trail from Highway 7 to Silverwood Park
The Commission asked Niccum to ask Planner Nielsen if letters
were ever sent to the adjoining property owners regarding the
two larger lots on the trail. They would also like to know if
Nielsen can provide them with a map of the area of the two
lots with visual landmarks - risers, poles, trees etc. - so
they could identify the property lines better themselves when
they tour the trail in July.

Freeman Park Gates
Public Works Director Zdrazil is concerned about medical
emergencies if the gates to the fields are kept locked, and an
ambulance has to get in to the field. The Commission asked
Niccum to contact the Police Department, the Emergency Squad,
and Waconia Ambulance, and see that they have keys to the
gate.

Playground Equipment Removed
Public Works Department has removed the barrel roll in
Cathcart Park because it was broken and not repairable. They
also removed all the slides on the wooden playground
structures in all the parks because kids were bending the tin
back and causing people to be cut by the tin. They have
looked into replacing the slides but the cheapest replacement
cost they've come up with is $700 per slide, and this is not
in the budget at this time.
Cathcart Park - Picnic Table that needed repair and fish -
cleaning board removed
This table has been removed and discarded.
Basketball Court - Colored sealcoating like tennis courts
Public Works wants to know when? and what color? This will
have to be a 1992 budget item.
• Basketball Hoop - "dunkable rims"
1992 budget item - this can be researched for 1992, the hoop
is up again.
Cathcart warming house - fix screen on window
This has been fixed
Where are all the picnic tables in the parks?
2 new ones are in Freeman Park, the crew is putting 2 other
new tables together, and 3 more are on order. The price has
gone up over $100 per table. More tables will have to be
budgeted for in 1992.
Ground on west side of Cathcart Courts - why torn up?
Zdrazil said its from horses.
Freeman Park - Parking Lot Hazard
Public Works ran a temporary pipe and rope barrier down the
center of the parking lot Thursday a.m., May 16, 1991.

Zdrazil said the area is all mowed and people should be able
to walk across it anywhere.
