M I N U T E S CALL TO ORDER Acting Chairman Wilson called the meeting to order at 7:00 p.m. ROLL CALL Present: Acting Chairman Wilson, Commissioners Lindstrom, Vogel, Christensen and Laberee; Administrator Hurm; Park Planner Koegler; Public Works Director Zdrazil; Council Liaison Lewis; and Administrative Assistant Niccum Absent: Chairman Andrus and Commissioner Dzurak (called ahead) APPROVAL OF MINUTES Christensen moved, Vogel seconded, to approve the minutes of Tuesday, June 25, 1991, as corrected: • Page two - Paragraph 3 - after "for approximately $2500" add Christensen said he thought such a map should be available from OSM, as they have been the City Engineers for a number of years. Page three - 1st sentence under " suggestions and Comments from the Commission regarding plan" add after traffic is not as busy on Minnetonka Drive Further discussion concluded it might be more sensible to leave the trail on Country Club Road to protect people from heavy traffic. Page five - Paragraph 2 - Change to read: Freeman Soccer Field - Soil Erosion causing Hazard Wilson said that the area around one of the irrigation heads on the soccer area has eroded. The head is exposed about 6 ". He was concerned because he feels it is a • safety hazard." PARR BUDGET /PARR CAPITAL IMPROVEMENT PLAN Administrator Hurm reviewed five different reports with the Park Commission: 1 ..... Park Capital Improvement Plan Projections This is one part of the "three pronged approach ". It covers a 12 year span, from 1991 to 2002, and refers to monies provided by the City, including Park Dedication Fees and the General Fund Contribution. It shows the amount of expenditures planned for each year. Hurm brought it to the Commission's attention that these figures are not "cast in concrete" but can be changed as the needs change. Mav Financial Statement He went through the various accounts, explaining MTD ACTUAL ( "Month to Date Actual" - the amount of money actually paid out in May); YTD ACTUAL ( "Year to date Actual" - the total amount of money paid out from January 1, 1991 through May 31, 1991; TOTAL AMOUNT BUDGETED (the total amount budgeted for the entire year, and; is PERCENT (the percentage of the total amount budgeted spent so far in 1991 (five months). CITY OF SHOREWOOD PARR COMMISSION MINUTES • TUESDAY, JUNE 25, 1991 - Page three Hurm expressed concern over the following accounts: 10 -6926 General Supplies 64% spent Public Works is spending more and more time on parks. It is important to budget as accurately as possible, so there is enough money left to carry the budget amount to the end of the year. Public Works Director Zdrazil gave an example, saying that in the last two years he has spent $3000 each year on ag lime for ballfields #4, #5, and #6 at Freeman Park. 10 -6934 Planning 97% spent This 97% is because of the trail plan. The trail plan was authorized, but additional funds were not appropriated. This does not mean the Park Planner cannot be used the rest of the year. Funds, however, will have to be transferred to cover the cost of the Trail Plan. 10 -6963 Other Improvements • This is where the money comes from to do repairs and improvements for the parks. $5000 was designated in the budget for Resurfacing tennis courts, replacing picnic tables, and other equipment. Some money has already been spent out of this account, $900 for picnic tables and $400 for the posts put in to protect the electrical connections for the irrigation system on field #3. This leaves a balance of $3,700. 4.....1991 Operating Budget ..... 63 Account This shows the $3700 balance. The following expenditures were recommended by the Park Commission: to repair the fences on Freeman fields #1 and #2, and possible slide purchase to replace the slide(s) removed by Public Works due to injuries. 5 ..... Preliminary List - 1992 Park Budget This is a list of items that Niccum compiled by reviewing the back minutes. It represents other Park Commission recommendations. Hurm then explained that a Capital Improvement Expense is usually a "one time cost of $5000 or more ". The Operating Budget is • basically used for maintenance and repair. Zdrazil said they keep track in a "lump sum ", not by individual park. Zdrazil said at this time he has 4 out of 8 men working on parks. The Commission discussed the recommendations and needs, and made the following motion: > >' >> : : ; > ;:.:. >:.: >:: >::;at: . orgy.;:.; a .ckowl:ec.:etet:.;:.;:.;:.;..:M ....................... ............................................. . : Drainage Problem - Freeman Park - Field #5 Park Planner Koegler and Public Works Director Zdrazil will look at the problem, and try to decide whether a berm or a swale will do a better job of diverting the water from the field and preventing the washing away of the ag lime. They will try to have an answer by the next meeting. Badger Warming House Commissioner Christensen showed deep concern over the repair of the warming house. TUESDAY, MAY 25, 1991 - Page five Property Purchase There was discussion regarding the possibility of purchasing land to improve the Highway 7 entrance to Freeman Park, and of wetlands near the park for the purpose of completing the trail plan around the wetlands. In further discussion, it was stated that the width of the Freeman Park property in the vicinity of Highway 7 is 170' in width, which is more than sufficient for an entrance. Removing trees from the existing property may solve the vision problem. Also, the wetlands may be donated at some later date. Freeman Park Signs on Highway 7 The Commission expressed concern over the signs placed on the Highway 7 r.o.w. 1. One sign reads Freeman Park, one reads City Park, it is confusing. 2. Coming from the west, it is impossible to see where to turn into the park ...... Zdrazil, Niccum, and the Park Commission have all had experience with this and agree • whole - heartedly. The Commission would like to have the City contact MnDOT to see if they can relocate the signs.... again. Freeman Park - Right Turn Lane Staff will look into a right turn lane for Freeman Park on Highway 7 with MnDOT. MATTERS FROM THE FLOOR Tree Grant Commissioner Wilson brought up a tree grant that is available from the DNR under certain conditions. He said the Council had given approval to apply. Hurm said certain conditions have to be met and he's not sure the City can meet those conditions, he will check into it. Donation - $50 from Carmichael Tournament Commissioner Lindstrom presented a $50 check to the • Commission, to be added to the playground equipment fund for Freeman Park. SHOREWOOD PARK COMMISSION MINUTES • TUESDAY, JUNE 25, 1991 - Page six Southshore Softball Leaaue Lindstrom reported that the tournament was held last weekend, and 22 men's teams and 9 women's teams played in the tournament. Drinking Fountain - Freeman Park The drinking fountain in Freeman Park was connected just in time for the tournament. Unfortunately, the fountain stuck in an "on" position, so had to be disconnected. A large wet area became saturated before the shut -off was completed. Koegler said "Showcase" will correct the problem, including the saturated area, by Thursday. They have also ordered a new access cover for the fountain that was vandalized. Irrigation Koegler said the irrigation will be in and completed by early next week. Field 13 - Completion • Koegler and Zdrazil will meet with Perkins, the contractor, on Friday to discuss what needs to be done to complete the field. Add to Agenda The Commission would like to see a project list on the Park Agenda each meeting, showing what needs to be done, and what has been completed. Remember, at the meeting Lewis said the things that would be important to the Council are: 1. Get organized 2. Community support - get someone to "lead the charge" 3.
