CALL TO ORDER
Chairman Andrus called the workshop to order at 7:00 p.m.
ROLL CALL
Present: Chairman Andrus, Commissioners Lindstrom, Vogel,
Christensen, and Laberee; Administrator Hurm; Public
Works Director Zdrazil and Park Secretary Niccum
Absent: Commissioners Wilson and Dzurak
APPROVAL OF MINUTES
Lindstrom moved, Vogel seconded, to approve the minutes of Tuesday,
July 9, 1991, as written. Motion carried - 4 ayes - 1 abstain
( Laberee).
PARK ARTICLES DISTRIBUTED
Commissioner Lindstrom passed out articles he thought would be of
interest to the Commission.
1992 OPERATING BUDGET
Several questions were asked, and comments were made, during the
1992 Operating Budget discussion:
- Have the Silver Maple trees been removed from Manor Park,
or do they need to be budgeted for?
Public Works Director Zdrazil said they will be removed
this year.
- Are the signs (m.p.h./ "no parking"/ and "parking" with an
arrow pointing to parking area) enforceable? If not, why
not?
Niccum will ask Planner Nielsen for an answer.
- Public Works Director Zdrazil told the Commission that
bulbs alone for the football field lights are $100 each.

MATTERS FROM THE FLOOR
Recycle containers for cans /bottles
The Commission would like to have someone check with Carl
Zieman, Public Works Director of Excelsior, to see where they
got their containers, and whether they have been a success or
a problem.
Irrigation - North End of Freeman Park
Zdrazil reported that the irrigation should be up and running
by Wednesday, July 30. He said the electrical meter was put
on the outside of the utility building in a steel box with
NSP's consent. The company has to orientate the heads.
Zdrazil and Koegler will meet with Showcase on Wednesday for
a training session on the irrigation.
Air Conditioning Unit Burned out at Badger Warming House /3 New
Doors Needed
Zdrazil reported that the combination heating /air conditioning
unit burned out. He said there are two units in the warming
house and they are going to see if they can run on one unit.
is He also said all three doors will have to be replaced in the
warming house.
Laberee moved, Lindstrom seconded, to adjourn the July 29, 1991
workshop at 9:05 P.M. Motion carried unanimously.

RE: PARRS OPERATING BUDGET
DATE: TUESDAY, JULY 30, 1991
This afternoon I talked to David Callister, Tonka Bay
Administrator.
He mentioned Crescent Beach, and said there were two things he'd
like to see done:
1. Get rid of the telephone poles used as a divider between
the parking lot and the beach.
• Build a wall of some type ..... we discussed a decorative
block wall with built in benches on the beach side.
2. Build a new storage box.
3. We also need a new telephone for the beach...I am looking
into two possibilities, a waterproof telephone or a
waterproof telephone box. A payphone was discussed but
Community Service's representative, John Raby, who
handles the beaches does not want a payphone, he said it
makes it very difficult for the life guards, especially
in an emergency.
