Chairman Andrus called the meeting to order at 7:00 p.m. ROLL CALL Present: Chairman Andrus, Commissioners Lindstrom, Christensen, Dzurak, Laberee (8:45PM) and Wilson (7:36PM) ; Park Secretary Niccum; Council Liaison Lewis and Administrator Hurm Absent: Commissioner Vogel (called) SNOWMOBILE ORDINANCE The snowmobile ordinance was postponed until October 8, 1991. USER FEES The Commission reviewed the draft. Following are comments and questions regarding this draft. • The Commission wants to use the term "Reservation /User Fees" • The Commission discussed the term "profit- making ". They felt that this could be interpreted two ways: When an organization makes a profit, but puts it back into the organization to help the organization. Christensen agreed with this. • The Commission decided to add "individuals and families" to Private Organizations or Businesses within the Minnetonka Community Services Area ... with a base fee of one. • The Commission questioned the method of showing that the area is reserved. Several suggestions were offered: Dzurak - Mark off the area Dzurak - Receipt with particulars on it Some type of plastic covered area where a card could be slipped into to show that the area is reserved The Commission felt that it was better to have some type of receipt from the City to show, especially if someone was alreadly using the facility. • • What qualifies an organization to be on the Community Services list, and what happens if certain organizations fit the criteria but are not on the list? These organizations have the option of appearing before the Park Commission and applying for this status. The Park Commission can then recommend action to the Council. • Why are tournaments handled differently, at $50 per day per field? Because the fields receive hard useage during a tournament, and its hard to keep track of how many times each field is used. • The Commission separated hockey rinks from ballfields and soccer fields, and set fees at $10 an hour for unlighted rinks, and $15 an hour for lighted rinks. • The Commission decided to list multi -use buildings by parks. • The multi -use buildings cost more than the pavilions because they have more to offer. A second draft of "Reservation/ User Fees" will be presented at the meeting of Tuesday, October 8, 1991. PARR COMMISSION MINUTES TUESDAY, SEPTEMBER 17, 1991 Page three MATTERS FROM THE FLOOR Availability of T.I.F. Funds for Si lverwood Park Dzurak said he thought during the Old Market Road Intersection hearings, Council stated that there would be funds available from the excess T.I. F. to do some work in Silverwood Park. He asked Niccum to check the minutes of those hearings. Silverwood P ark Fill The Commission discussed the fill, if needed, for Silverwood Park. They felt the neighborhood would not object if the fill was graded right away. They also discussed the fact that if fill is brought into the tennis court area, it should be compacted as it is brought in, and allowed time to settle. Railroad Corridor /Trail Christensen informed the Commission that Victoria has completed its share of the trail, and Excelsior is in the • process of trying to complete part of the trail, the area from the Shorewood border on the west to downtown Excelsior. They are asking for donations. Other things to be done Christensen told Niccum to put the following on a "to do" list: - Sign reading "Cans or Plastic containers only, no Glass" - Clearing and finishing Freeman Park Trail - Mow Silverwood Park sliding area before winter RESPECTFULLY SUBMITTED Susan A.
