111092 PK MIN CITY OF SHOREWOOD SHOREWOOD CITY HALL PARK COMMISSION MEETING 5755 COUNTRY CLUB ROAD TUESDAY, NOVEMBER 10, 1992 7:00 PM MINUTES CALL TO ORDER Chairman Wilson called the meeting to order at 7:00 p.m. ROLL CALL Present: Chairman Wilson, Commissioners Lindstrom, Laberee, Dzurak, Mast, McCarty and Andrus; Council Liaison Lewis; Administrator Hurm; and Park Secretary Niccum APPROVAL OF MINUTES Mast moved, McCarty seconded, to approve the minutes of October 27, 1992 as corrected. Motion carried unanimously. CONSIDERATION OF DRAFT RESOLUTION FROM HENNEPIN COUNTY PARR BOARD "SAMPLE DRAFT - CITY OF - RES0LUTION OF SUPPORT - LIGHT RAIL TRAN8IT/INTERIN REGIONAL RECREATION TRAIL CORRIDOR" Hurm said Niccum had attended a meeting October 13th regarding this issue. The Commission wondered how this would affect the city. Niccum said there is a possibility that snowmobile use would be banned on the trail because Shorewood and Victoria are the only cities that use the trail for snowmobiling, and Victoria is not sure they wish to continue to do so. She said they discussed the possibility of a common surface and width for the trail. They also discussed signage. The Commission is interested in the response from other cities. They would like to have a representative from Hennepin Parks attend the meeting so they could ask questions and receive information. They ask that no action be taken on the draft resolution until their questions are answered. They also suggest adding information to the draft resolution giving credit to the municipalities for the work they have done on the trail system. MATTERS FROM THE FLOOR Park Survey Hurm said the survey will be ready soon and the material will be passed along to the Park Commission. SHOREWOOD PARK COMMISSION MINUTES TUESDAY, NOVEMBER 10, 1992 - Page two Damage to Freeman Park Laberee said John Arnst reported damage to the soccer field. He said some type of vehicle managed to squeeze between bollards and really tore up the drainage ditch area. He asked that Public Works Director Zdrazil check the bollards and either move them closer together or string chain or cable between them. Archery Range Laberee reported Arnst said the original plan for Freeman Park had an archery range. Mast said she remembered discussing it for a short period of time, and at that time the Commission felt it was too dangerous. The Commission asked that staff check the City insurance policy, and check with other cities that have archery ranges. Snowmobile Signs It was mentioned that there are no signs preventing snowmobiling on the trails either at the two road entrances into the park or on the trails. REPORTS None. 1993 PARK COMMISSION CHOICES Dzurak asked if there had been any choice made on accelerating the Park Commissioner choice. Lewis said it was discussed briefly at the Council meeting but no decision was made. DISCUSSION ON IMPLEMENTATION OF THE PARK PLAN Administrator Hurm reviewed the purpose of the different Referendum Committees for those present. Dzurak said the "Public Information Committee" is meeting next week. Several people from the "Vote Yes Committee" were present so Administrator Hurm and Commissioner Dzurak met with them.
