010593 PK MIN CITY OF SHOREWOOD CONFERENCE ROOM PARK COMMISSION MEETING 5755 COUNTRY CLUB ROAD TUESDAY, JANUARY 5, 1993 7:00 PM MINUTES CALL TO ORDER Chairman Wilson called the meeting to order at 7:00 p.m. ROLL CALL Present: Chairman Wilson, Commissioners Lindstrom, Laberee, Dzurak, McCarty and Andrus; Administrator Hurm; incoming Commissioners Elizabeth Fuller and Mary Bensman; Secretary Niccum; and Resident John Arnst APPROVAL OF MINUTES McCarty moved, Seconded by Dzurak, to approve the minutes of Tuesday, December 8, 1992, as written. Motion carried unanimously. INTRODUCTION OF 1993 PARK COMMISSIONERS Each member of the existing Commission, staff, and Council Liaison Lewis introduced themselves to Elizabeth Fuller and Mary Bensman, and told them a little about themselves. SURVEY RESULTS The Commission was given a copy of the December 1992 Referendum Survey Results. Commissioner McCarty, who put the report together, reviewed it for the Commission. Wilson said a lot of people he interviewed said they would pay $20 - $30, but when the next question came up, and they found it would be more, they still agreed with the higher amount. Laberee said he was concerned that the "no" votes would turn out for the vote and the "yes" votes might not. Dzurak said he got the impression that long term residents were more negative. The Commission discussed Laberee's concern and said it is important to inform and educate the residents. SHOREWOOD PARK COMMISSION MINUTES TUESDAY, JANUARY 5, 1993 - Page two DISCUSSION ON PRESENTATION TO CITY COUNCIL REGARDING A POTENTIAL PARK IMPROVEMENT BOND REFERENDUM The Commission reviewed the proposed resolution. Dzurak moved, seconded by McCarty, to recommend to Council that they approve the “Resolution Determining the Necessity for the Issuance of General Obligation Bonds and Calling a Special Election Thereon” concerning the park improvements stated in the Park Capital Improvement Plan, with and additional $50,000, $10,000 for each park, added for playground equipment due to sales tax now payable by the City, the American Disability Act, and price increases; with the bond to be spread over a 15 year period with equal debt service payments. Motion carried unanimously - 6/0. The Commission also reviewed and revised an article written regarding the referendum for the purpose of including it with the City newsletter. Commissioner Lindstrom was attending a Planning Commission meeting during this revision, the rest of the Commission unanimously approved of the end result. DISCUSSION OF COMMISSION COMMITTEES Administrator Hurm told the Commission that part of the responsibility of the committees would be to help in the development of plans. He asked the Commissioners to think about which committee - "Playground Equipment" - "Park Buildings" "Project Management" - or "Trail Markings" - they wished to be on. They discussed separating some of the above by park, rather than generally. The Commissioners are to make their final decision at the next meeting. CONSIDERATION OF DRAFT RESOLUTION FROM HENNEPIN COUNTY PARR BOARD - RESOLUTION OF SUPPORT - LIGHT RAIL TRANSIT/INTERIM REGIONAL RECREATIONAL TRAIL CORRIDOR Laberee moved, seconded by McCarty, to recommend to the Council that they approve “City of Shorewood Resolution of Support - Light Rail Trasit/Interim Regional Recreation Trail Corridor” with one change: Paragraph two . . . . .” WHEREAS, these/this Trail Corridor(s) traverses the City of Shorewood and will benefit the citizens by creating a non- motorized, an off-road transportation link and recreational trail through the western suburbs . . . . Motion carried unanimously. SHOREWOOD PARK COMMISSION MINUTES TUESDAY, JANUARY 5, 1993 - Page three REPORTS Freeman Park Maintenance Building C.U.P. - South Tonka Little League Lindstrom, who attended the Planning Commission meeting while the above was being discussed, said the Planning Commission approved of the proposed park building with the condition that there be security lighting. The Wagners, neighbors to the park, said they have a security light and approved of one in the park. Paul Kruger of Shorewood Oaks was concerned over after-hours vandalism. Lindstrom said he talked to Dresel after the meeting and they discussed putting in two security lights, one by Field #1 and one by Field #3's parking lot. Lindstrom said maybe in the future a lighting system -with motion detectors could be put in. He asked if the City could pay for the lights. Hurm said N.S.P. will be approached first. Archery John Arnst, a resident, asked if the City has checked on the insurance regarding an archery range yet. Hurm said we also have to check with Park Planner Koegler regarding a location, and safety. Silverwood Park Sliding Hill Dzurak reported that people love the Silverwood Park sliding hill but they are not using the proposed hill, but heading toward the tennis courts. As a result they are occasionally coming out on Covington Road which is extremely dangerous. The Commission mentioned the possibility of hay bales as an obstruction. Staff will check into it.
