PARK COMMISSION MEETING

CALL TO ORDER

Chairman Dzurak called the meeting to order at 8:35 p.m. when
Commissioner Lindstrom arrived, creating a quorum.
2. ROLL CALL
Present: Chairman Dzurak, Commissioners Fuller, Lindstrom (8:35pm),
McCarty and Wilson; Council Liaison Benson; Park Planner
Chamberlain; Public Works Director Zdrazil; Administrator
Hurm; and Park Secretary Niccum
Absent: Commissioners Andrus, Bensman, and Laberee
3. REVIEW AGENDA
Agenda approved.
4. APPROVAL OF MINUTES
McCarty moved, seconded by Fuller, to approve the minutes of June 22,
1993 as written. Motion carried - 5/0.
5. 1993 PROJECT REPORT
Hurm presented the Commission with a letter from the Tonka United
Soccer Association. The letter stated that they are pleased to assist
the City in providing playground equipment in Freeman Park. They have
committed themselves to donating $8,000. They will be doing a raffle.
Any surplus from the raffle will be used for additional Freeman Park
improvements. They are particularly interested in the development of a
multi - purpose building. Their executive committee has authorized a
minimum donation of $5,000. If the raffle proceeds do not exceed
$5,000, the additional $3,000 will be donated after their spring 1994
registration. They will also be inviting their members to help install
the playground.
The $8,000 from the Soccer Association, combined with the $8,000 from
the South Shore Softball Association, and the $7,000 from the City will
pay for the Freeman Park playground equipment.
Hurm had just come from a meeting with Michael Dorsey of Earl F.
Anderson (the company installing the equipment), Commissioner

McCarty, Chairman Dzurak, and Park Planner Bruce Chamberlain. He said
that making the playground equipment handicapped accessible had not
been included in the price of the equipment. He had been told that the
5/8" rubber matting (leading only to the equipment) would cost
approximately $7,000. He said some cuts would have to be made in
equipment unless the Commission wanted to wait until 1994 to make the
equipment handicapped accessible. The budget will be reviewed by Hurm
and Chamberlain.
Wilson asked McCarty if she had reviewed the information regarding
cypress wood. He said it costs approximately $39 a cubic yard, packs
down well, and is rot resistant. He suggested using it for the entire
area. He said he had not mentioned it before because of the cost
factor. Public Works Director Zdrazil suggested surrounding the
equipment with washed sand, Park Planners Koegler and Chamberlain
favored buckshot. When cost of the two was compared, Zdrazil said
washed sand is about $2 a ton cheaper. The Commission also discussed
how sand would be nice to play in, but what about drainage? They
decided to put sand around the equipment at Manor Park, and to use
buckshot around the equipment being installed this year at Freeman
Park. This way they will be able to compare the two, and decide what to
use for a base around future playground equipment.
Zdrazil said the trail to the equipment will be done in 3/4" limestone.
Hurm said Dorsey did say Earl F. Anderson Company would provide
supervisors for two days to supervise the installation of the
equipment. This service, which usually costs a total of $500, will be
provided free.
The Commission asked Hurm how many man hours it would take to put the
equipment together. He said 10 to 15 people working all day, per park,
could do approximately 800 of the assembly. He said if they could work
in shifts, for example:
Saturday 8:00 AM - 1:00 PM
Saturday 12:00 PM - 5:00 PM
Sunday 1:00 PM - 5:00 PM
Commissioner McCarty will be the coordinator for volunteer labor. Hurm
said Bensman had been unable to reach Boyer, regarding his offer of
assistance, but Hurm will continue to try to reach him. Fuller will set
up a counter display and sign up sheet explaining what's being done,
and requesting volunteers.
Hurm will talk to Planner Nielsen and Building Inspector Pazandak about
writing the specs and putting together a schedule for the completion of
the $25,000 Manor Park building. He said the cost for these services
would be approximately $4,000 if not done "in

house ". In answer to questions from the Commission, he said
construction would have to be started before the ground freezes, and
the deadline would be approximately December 1, 1993.
Hurm talked to the Commission about the park property on Academy
Avenue. This is property that was tax forfeit. He said because of
the situation, if the property is sold, Hennepin County would get
400, the school district would get 400, and the City would receive
the remaining 200. The Commission discussed the issue. There were
mixed reactions on whether to sell and take the 200 or to retain
the property. Hurm will talk to the school district and the County
to see if they would consider donating part or all of their share
to the Shorewood Park system.
Hurm also updated the Commission on the Silverwood Park tennis
court schedule:
Monday, July 19 Plans & specs will be done
Monday, July 26 Plans & specs go before Council for
approval
Wednesday, Aug 18 Bid opening at 10:00 AM
Monday, August 23 Award made at Council meeting
Work will begin immediately and must be done in 45 days. Planting and
landscaping will be done by Tree Trust.
Hurm also explained that the Badger Park parking lot is not being done
because the Pollution Control Agency has requested two more test wells
to monitor the tank removal from the gas station.
Cathcart tennis court resurfacing has begun but the constant rain has
caused a delay. Once they start working again it should be done within
a week.
Wilson and Laberee will tag trees for transplanting before the next
meeting.
Hurm said the "Parkland Inventory Map" is done. He will bring it to the
next meeting.
The Commission discussed handicapped parking. Hurm will check with
Nielsen to see how many are needed, and where they should be placed.
6. CONSIDERATION OF OBJECTIVES FOR 1994
Fuller said what the Commission should decide what they want to do in
1994, then develop a process on how to achieve these objectives.

• Silverwood Park to Highway 7 trail marking
• Silver Lake easement marking
7. CONSIDERATION OF 1994 OPERATING BUDGET
The Commission reviewed each line item in the proposed budget. They
asked if they made a motion now recommending the budget, if they could
make changes at a later date. Hurm said yes, the budget could be
changed during the next few months.
Fuller moved, seconded by McCarty, to inform the Council that the Park
Commission has reviewed the 1994 budget and they concur with the
recommendation of $175,541. Motion carried - 5/0.
8. CONSIDERATION OF PARK CAPITAL IMPROVEMENT PLAN 1994 - 1998
The Commission reviewed the Park Plan. The changes made were:
Cathcart Park playground equipment - move $20,000 from 1994 to 1995
Badger Park playground equipment - move 520,000 from 1994 to 1995
Cathcart Park field relocation - move $22,000 from 1995 to 1994
Cathcart Park parking lot - move $12,000 from 1995 to 1994
They did not set up 1998, this will be done at a later time.
9. DISCUSSION OF FREEMAN PARK FOUNDATION CONCEPT
Hurm said the Council liked the concept but had some serious concerns,
particularly control issues. The Commission wishes to have the
Foundation in place by early next Spring. They will work on what is
feasible and do additional research. They plan to have

one meeting for Park Commission only to set framework, one joint
meeting with Council, and then at the third meeting others will be
invited to participate. This discussion will be continued at the July
27, 1993 Park Commission meeting.
10. DISCUSSION ON THE TRANSPORTATION SECTION OF THE COMPREHENSIVE PLAN
This issue will be discussed at the July 27, 1993 meeting. Council
concern in this area is enforcement. The way the ordinance is currently
written, it is practically impossible to enforce it. There was some
discussion on the formation of a committee to do research. Police Chief
Young, Dan Pusak, Bruce Benson, and a few Park Commissioners were
mentioned as possible committee members.
REPORTS
Girls Softball League
Lindstrom said he has again talked to the Girl's Softball League that
plays at Bennett Park, and they again mentioned their interest in
moving to Freeman. He said at the concession stand at Bennett, each
player is required to purchase a certain number of tickets that they
can exchange for concession items. This guarantees them a minimum
income.
Trail Request
Hurm was contacted by Sandy Trettel of 19280 McKinley Court. She said
there is no way to get to Silverwood Park without going out on busy and
dangerous Vine Hill Road. She requested that a trail be put in along
Vine Hill Road from McKinley Place to Near Mountain Boulevard. Hurm
talked with the Park Planner. The price quoted was approximately
$10,000 from McKinley Place to Near Mountain Boulevard, and another
$10,000 from Near Mountain Boulevard to Covington Road. The Commission
stated that the requested trail is not on the approved city -wide trail
plan, and what's on the plan should come first. They asked staff to
write her a letter stating that we have sought funding for trails and
will continue to do so. Hurm will check with Nielsen to see if there
are other streets in the City where people have to exit on to a busy
street in order to reach a park. This segment could be added to the
trail plan.
