072793 PK MINCITY OF SHOREWOOD PARK COMMISSION MEETING TUESDAY, JULY 27, 1993 MINUTES 1. CALL TO ORDER CONFERENCE ROOM 5755 COUNTRY CLUB ROAD 7:00 PM Chairman Dzurak called the meeting to order at 7:00 p.m. 2. ROLL CALL Present: Chairman Dzurak, Commissioners Andrus, Bensman, Fuller, Lindstrom, McCarty and Wilson; Council Liaison Benson; Administrator Hurm; and Park Secretary Niccum 3. REVIEW AGENDA A report on playground Equipment was added. 4. APPROVAL OF MINUTES Wilson moved, McCarty seconded, to approve the minutes of Tuesday, July 13, 1993, as corrected. • Page two - Paragraph 2 - lines 6 & 8 - washed sand Page five - Paragraph 3 - last line - change fixed to minimum. Motion carried - 5 ayes - 2 abstain ( Bensman and Andrus). PLAYGROUND EQUIPMENT Hurm announced that the South Shore Softball Association has donated an additional $2,000 toward the playground equipment. Hurm also said that Park Planner Bruce Chamberlain wants to order the playground equipment on Thursday. He informed the Commission that the sales tax on playground equipment had not been included in the $20,000 figure per park. This increased the cost of the equipment in each park by $1,300. Dzurak said if a "Foundation" had already been in existence, there wouldn't be any tax to pay. Hurm said the timbers (edging) and sand for the play area would be paid for out of rock and sand line item of the general fund. SHOREWOOD PARK COMMISSION MEETING TUESDAY, JULY 27, 1993 - Page two PLAYGROUND EQUIPMENT - Continued He also said that it would be a possibility to ask the Council to set aside approximately $6t100 out of CDBG funding in 1994 to pay for the handicapped surface in the play area, and the path for them to get to the play area. The Commission also discussed sand vs. pea gravel for the base around the playground equipment. Lindstrom wanted pea gravel because a year or two ago he read that it is safer than sand. He also said he knew of a child that broke an arm falling on sand. Hurm said the pea gravel is considerably more expensive. Wilson will contact individuals to see if they wish to donate sand or pea gravel. 5. DISCUSSION ON FREEMAN PARK FOUNDATION CONCEPT • Control has to remain with City. • Motivate organizations to buy into "foundation" • Park Commission should remain strictly an advisory group • People that use parks have input • Community Services should also be involved • Would it be easier to just charge $10 - $15 per head per year, as previously mentioned by Gary Dressel? • What if you had a "foundation" or "non- profit organization" specifically for improvements? • What if part of the donation was used for depreciation, maintenance, and improvements; and part went to a "foundation "? • Get businesses involved also • Talk to people first to see if they even like the idea of a "foundation ", get ideas and opinions. • What about charging per field per game? Bensman likes the idea of a foundation and the idea of fees. She also thinks it would be a good idea to meet with sports groups. It consists of: Park Commissioner Gordon Lindstrom Park Commissioner Jennifer McCarty Park Commissioner Liz Fuller City Administrator Jim Hurm Park Planner Bruce Chamberlain Various sports organizations This task force will try to have information for the Commission by the middle of August. 6. DISCUSSION ON THE TRANSPORTATION SECTION OF THE COMPREHENSIVE PLAN Lindstrom said that no matter how the Park Commission feels personally, it is their job to provide as much recreation as possible for the residents of Shorewood. Dan Puzak, President of the South Tonka Snowmobile Club, was present. Hurm suggested that a "Snowmobile Ordinance Task Force" be formed . He suggested a brainstorming" session by the Park Commission this evening. This would give the "Task Force" some direction. They suggested the "Task Force" consider the following: • Park policies • Education • Parents? • Where snowmobiles are sold? • Schools? • Signs on trail and entering Shorewood on commonly used entry areas? Puzak said this has been done in other areas, and within a year, 900 of the snowmobilers followed the rules on the signs. • Enforcement • Police can't catch. Cars can't go where snowmobiles go, can't afford to put more police on full time just to catch them. • Can't identify because can't see numbers unless they come to dead stop. Work with snowmobile associations to solve problems, because snowmobiles will come through anyway, and they can't be caught. SHOREWOOD PARK COMMISSION MEETING TUESDAY, JULY 27, 1993 - Page four • Noise • What to do about kids that spend hours going around and around on private property or lakes. • Personal safety • 11:00 pm to 7:00 am time period when the trail, at present, is only supposed to be used "going to" and "coming from" home. • Have a complete curfew, citywide, between 11:00 pm and 7:00 am? Puzak felt 10:00 pm might even be acceptable as a curfew time. • Who creating problem? • People traveling through Shorewood that aren't familiar with this City's Ordinances • 19 - 25 year old bar hoppers • Kids Puzak said they can get to the adult users, that they are fortunate to have Bill Kullberg in the area and the gentleman that owns the shop in Victoria where all the snowmobile repair work is done, and they would contact the adult users. • Trespassing... Cutting through parks and private property • People that don't live in Shorewood don't know the route to take to get to Lake Minnetonka, or the "Hiking and Biking Trail ", would better signage help this problem? • Total banning of snowmobiles A "Snowmobile Ordinance Task Force" was formed. REPORTS Vine Hill Road trail request suggestion Dzurak suggested that Shorewood approach the City of Minnetonka and ask them if they would consider extending their trail. Manor Park playground volunteer help McCarty said she talked to Bob Boyer and he was very excited about building the playground. Badger Park Trail Jim Hurm said that Tree Trust has the trail finished, except for the bridge, and suggested that the Park Commission take a look at it when they have time. He was asked about neighborhood reactions. He said he talked to three people; one thought it was a great idea, one came in to talk to him and liked the idea, and one was not happy about it. Marking Trees for removal in Freeman Park Jim Wilson said the trees for transplanting have not been marked yet. He will meet with Laberee about marking them. 8. MATTERS FRON THE FLOOR None. 9.
