101293 PK MIN DRAFT CITY OF SHOREWOOD SHOREWOOD CITY HALL PARK COMMISSION MEETING 5755 COUNTRY CLUB ROAD TUESDAY, OCTOBER 12, 1993 7:00 PM MINUTES 1. CALL TO ORDER Chairman Dzurak called the meeting to order at 7:05 p.m. 2. ROLL CALL Present: Chairman Dzurak, Commissioners Andrus, Bensman, Fuller, Lindstrom, McCarty and Wilson (7:30); Council Liaison Benson; Administrator Hurm; and Park Secretary Niccum 3. REVIEW AGENDA The agenda was approved as read. 4. APPROVAL OF MINUTES McCarty moved, seconded by Andrus, to approve the minutes of September 28, 1993 as corrected: Page 1, Item 3. - "The Commission reviewed the agenda and moved item #7 up" Motion carried - 6/0. 5. UPDATE ON SNOWMOBILE ORDINANCE Chairman Dzurak said he reported the Park Commission viewpoint to the Council at their October 11th meeting. He said there were several snowmobilers present who informed the - Council that the procedures appeared to be terribly unfair because they weren't allowed to voice their opinion. Acting Mayor Daugherty then invited them to speak. Dan Puzak, President of South Tonka Snowmobile Club also spoke, explaining his support for the ordinance. Bruce Benson said one snowmobiler had suggested that the city create areas on the east and west ends of the trail for snowmobilers to park their trailers and vehicles. He suggested the Commission consider this for the future. Council passed the amendment to the "Snowmobile Ordinance" stating that no snowmobiles are allowed to run anywhere in the City of Shorewood between the hours of 11:00 p.m. and 7:00 a.m. by a 4/0 vote. SHOREWOOD PARK COMMISSION MINUTES TUESDAY, OCTOBER 12, 1993 6. SILVERWOOD PARK PLAN - REVIEW OF OPEN HOUSE Dzurak said the open house went well, people complimented the Park Commission for holding it. Many people filled out the "input information sheets". Approximately 75 people appeared. The Commission discussed tallying them up but some Commissioners said they thought more will be coming in so they decided to wait a week before doing so. Bensman suggested doing open houses in all the parks next spring and inviting residents. The Commission thought it would be nice if the Council was present. The Commission's general impressions were that people appeared most interested in: • Sliding hill • Playground equipment • Open play area • Pond for skating • one-half a basketball court (with games painted on it so children can also play on it) The Commission also discussed the possibility of "platform tennis". They may go visit Deephaven's. This is something they thought could be built into the side of the hill, leaving more room for a common area. They also discussed building the playground equipment in tiers on the side of the hill. Hurm said several people had expressed concern over the sliding hill crossing the asphalt trail. Hurm said he had explained that the trucks needed the asphalt in order to get to the pond. The Commission and staff will see what they can work out regarding this situation. Hurm said the sliding hill will have to be moved to the east. Dzurak said several people asked the question of "what is going to happen with Covington Road". Council Liaison Benson said he, and the rest of the Council, appreciated the Commission giving up their Saturday to hold the open house. SHOREWOOD PARK COMMISSION MINUTES TUESDAY, OCTOBER 12, 1993 7. FREEMAN PARK FOUNDATION UPDATE Hurm reported that the first meeting with members of the athletic associations went well. He said they were enthusiastic. They discussed what effect having two concession areas in the park would have. The associations did not appear to feel it would create a problem, in fact they mentioned the possibility of a central inventory and ordering supplies together. A second meeting will be held on October 21. Hurm said the Men's Softball League felt that having the Girl's Softball League would work out well because eventually they would become old enough to become part of the adult league. They also discussed getting a boy's softball league involved. The Commission discussed what they should do before presenting the "Foundation" to the Council. They felt it would be helpful to get letters of commitment from some of the organizations, prepare a draft of a "Missions Statement", and set some goals. They would like to see the Commission and the Council work together. They discussed various ways of accomplishing this: • A joint meeting between the Council and the Commission • A task force made up of Commission members, Council members, athletic association members, and whoever else should be involved. • A "Bylaw Committee" 8.1993 PROJECT UPDATE Manor Park Warming House Hurm said all the contractors are very busy at this time of the year. He said hopefully, with Bob Boyer's help, the warming house will be built in October and November. Vine Hill Trail Hurm said the trail should be done this week. He said he has received some calls asking why the trail stops at Manchester. Playground Equipment Installation Hurm said Tree Trust is still working in Manor Park, and should be done in about a week. He said he asked Tree Trust if it would be possible to get a second crew out in order to complete Freeman before winter sets in. Another crew is not available. SHOREWOOD PARK COMMISSION MINUTES TUESDAY, OCTOBER 12, 1993 Commissioner Bensman left the meeting at 8:17 p.m. 9. 1994 PROJECT PLANNING Silverwood The Commission will continue working on the plan at the next meeting. Cathcart Some design work needs to be done on this in order to move the ballfield (some grading and fill needed), and complete the parking lot. They discussed having OSM do the parking lot and having Hoisington Group do the ballfield. Freeman The south playground equipment, north of field #3, is scheduled to be put in. The Commission also discussed putting some type of play equipment for smaller children in between fields #1 and #2. The Commission discussed lights for the softball field vs. buying more land and putting in more fields; selling off land abutting Highway 7 to contribute toward purchase of land; or letting Little League buy the land and put in the fields while the City puts in the lighting. 10. NEXT MEETING DATES • Tuesday, November 9, 1993 • Tuesday, December 14, 1993 ll. REPORTS Trees for Freeman Park Jim Wilson reminded the Commission that he had offered to donate 6 - lo trees to Freeman Park. It would cost the City $500 for delivery of the trees. Fuller moved, seconded by McCarty, to approve acceptance of 10trees from Wilson; with payment of delivery cost not to exceed $500; and that the location for the trees be marked in time for SHOREWOOD PARK COMMISSION MINUTES TUESDAY, OCTOBER 12, 1993 installation. Notion carried - 5 ayes - 1 abstain (Wilson). 12. MATTERS FROM THE FLOOR None 13.
