M I N U T E S
1. CALL TO ORDER
Chairman Dzurak called the meeting to order at 7:00 p.m.
2. ROLL CALL
Present: Chairman Dzurak, Commissioners Andrus, Bensman, Fuller,
Lindstrom, and McCarty; Administrator Hurm; Council
Liaison Benson, and Park Secretary Niccum
Absent: Commissioner Jim Wilson
3. REVIEW AGENDA
The agenda was approved as read.
4. APPROVAL OF MINUTES
Bensman moved, seconded by Fuller, to approve the minutes of Tuesday,
October 12, 1993 as written. Motion carried unanimously.
5. ARDEN KRUEGER JR. - PROPOSAL ON SIGNING FREEMAN TRAILS FOR
EAGLE SCOUTS
Arden Krueger Jr. was present to state that he would like to undertake
the job of identifying the trails in Freeman Park as his Eagle Scout
project. He has been given permission by the troop to do this project,
although they will not sign the papers until he presents a plan. He
said he could do weather-proof maps at each trail intersection, either
on posts or on trees, identifying the various trails and their mileage.
He said he did not know yet how he would measure the mileage. Lindstrom
said that Mark Laberee has a mileage wheel that he might be willing to
donate temporarily for this purpose. Arden said he needed approval and
a commitment for payment of the supplies. Fuller said she would like to
see him use very natural materials, and make them as weather-proof and
vandalproof as possible. Bensman suggested marking each location with a
number, then handing out brochures. Fuller and Lindstrom, the Freeman
Park Trail Committee, will meet with Arden and come up with a plan. The
Commission gave Arden their support and thanked him for volunteering
for this project.

6. RECOMMENDATION TO COUNCIL - 1994 CHAIR AND VICE CHAIR
Lindstrom moved, seconded by Bensman, to recommend to Council that they
appoint Jennifer McCarty to the position of 1994 Chairman of the Park
Commission. Motion carried - 5 ayes - 1 abstain (McCarty).
McCarty moved, seconded by Lindstrom, to recommend to Council that they
appoint Mary Bensman to the position of 1994 Vice Chair of the Park
Commission. Notion carried - 5 ayes - 1 abstain (Bensman).
7. 1993 PROJECT UPDATE
Manor Park Warming House
Administrator Hurm informed the Commission that Manor warming house
will be built this year. He said a quote did come in under the $25,000
budget. Public Works will be doing some of the work, in order to keep
the costs down. The footings have been dug and poured.
Vine Hill Trail
Hurm said the trail is finished, marked, and the signs are in place. A
little seeding will have to be done in the Spring. He was asked who
would plow it in the winter. He said it will not be plowed, it has to
be used for snow storage.
Playground Equipment Installation
Hurm said Tree Trust is still working in Freeman Park to finish the
edging around the equipment area. The equipment has been stored until
Spring. He suggested that another "Volunteer Installation Day" be
planned for Spring.
8. SILVERWOOD PARK PLAN DISCUSSION
The Commission was shown photographs of playground equipment that had
been built into the hill in another City, however, this equipment was
extensive and was very expensive. It did present an example of how
slides and other equipment could be done this way.
McCarty and Bensman felt that the City should work with approximately
the same budget for each park, even if the equipment isdifferent.

Lindstrom said he felt that Manor is the best park in the City, Badger
the worst.
Hurm suggested giving the parameters to the Park Planner, and having
them come back with figures. Fuller said she felt the City should be
working with playground companies at the same time to see what they
could propose for the hill.
Fuller said the City should consider the unique character of each park,
and use this to their advantage.
The Commission choose the following priorities:
• Sliding hill
• Combination basketball hoops/practice tennis
• Open playfield
• Playground
• A few picnic tables
Make sure an area
• is left for a warming house, even though one
is not being considered immediately
• Move the-trail along Covington Road, then into Silverwood Park,
to continue around the pond
They also discussed what could be done at the top of the hill (Dzurak
said there is poison ivy there that should be destroyed if it is to be
used). A small picnic area was suggested.
9. FREEMAN PARK FOUNDATION UPDATE
Hurm went over the agenda for the meeting that is scheduled with the
athletic associations this evening, regarding the following:
1. Shorewood Park Foundation ConceDt
A. Review Vision statement - Statement of purpose
B. Consider a committee to work with the Park Commission and
City Council on details (by-laws, etc)
C. The question of the involvement of girl's softball, hockey
and other organizations.
2. North Side Concession/Storaqe/Shelter building - Establish
a Committee to:
• complete a needs assessment

• work on details of cost sharing and future "buy in" for hockey,
etc.
• work on building design/specs
• provide project management - liaison with City.
3. Park Capital Improvement Plan Implementation
A. Softball field lighting vs land acquisition (not in PCIP) -
level of commitment of adults and girls softball
B. South side playground equipment - financial commitments
C. Commitments for park maintenance and set aside for future
improvements
4. Time Line/Next Steps
Fuller said she has talked to quite a few people. She wants to get a
group together to work on a statement of purpose.
Lindstrom said hockey is experiencing growth at this time, and there is
not that much indoor ice available. Consideration of a rink with a
sliding canvas "roof" was discussed. This would extend ice time and cut
down on maintenance.
10. 1994 PROJECT PLANNING
• Silverwood Park
• Trails in S.E. Area (in C.I.P.)
Dzurak asked if Tree Trust could work on trails. They can be asked
to do so.
There was discussion regarding moving the trail along Covington
Road so it went around pond, and allowed access for Public Works,
instead of having an asphalt trail in way of sliding hill.

• Softball lights
• Cathcart ballfield relocation

There was discussion on moving some trees and replanting a better
grade of trees close to south property line for a buffer.
Asking Chanhassen to help was mentioned.
